Short answer: A large utility-scale solar buildout can reduce fuel and wholesale-energy costs in some hours, but it does not automatically lower every customer’s retail bill. Net metering is a separate billing rule for customer-owned or customer-sited generation. Whether it shifts costs to customers without solar depends on the state’s compensation tariff, solar penetration, fixed charges, time-of-use rules and the utility’s cost structure.

Utility-scale solar farms and rooftop systems use the same grid, yet they are counted, compensated and regulated differently. To understand your bill, separate the wholesale effect of new solar from the retail-credit rules that apply to distributed generators.

What net metering actually does

Net metering is a distributed-generation billing arrangement. The National Laboratory of the Rockies defines it this way: “Net energy metering (also referred to as net metering) allows DG system owners to export excess energy to the utility grid, receiving a credit in kilowatt-hours.”

A customer with solar may produce more electricity than the site is using at a particular moment. A meter records electricity flowing back to the grid, and the utility applies a credit under the customer’s tariff. In many traditional programs, a kilowatt-hour exported during the billing period offsets a kilowatt-hour purchased later, sometimes at or near the retail energy rate. The exact value, expiration date and treatment of surplus vary by jurisdiction.

What the credit can and cannot offset

The credit generally applies to an energy charge, not automatically to every line on a bill. A tariff may still impose a monthly customer charge, demand charge, delivery charge, taxes, public-policy charges or other fees. Some programs carry unused credits forward; others settle them periodically at an avoided-cost or wholesale rate. A customer can therefore export substantial energy and still owe fixed or non-bypassable charges.

Net metering is not a solar-farm ownership model

Net metering usually concerns a customer-sited generator, such as a residential, commercial or community system connected on the distribution network. A utility-scale solar farm is normally owned by a utility, independent power producer or other project entity and sells power through wholesale arrangements or utility procurement. Its output is not placed into each neighboring customer’s net-metering account.

The U.S. Energy Information Administration (EIA) reports utility-scale solar separately from estimated small-scale photovoltaic capacity in its Electric Power Annual. EIA’s net-metering survey tracks cumulative generators and capacity by technology, state and sector, and records energy sold back to the grid where utilities report it. Those separate accounting systems are why a large solar-farm project should not be treated as a direct expansion of residential net-metering capacity.

How a utility-scale solar buildout can change the bill

Lower-cost generation can affect the energy component

Solar has no fuel expense once a project is operating. When abundant solar output displaces generation from plants with higher short-run fuel or operating costs, wholesale energy prices can fall in affected periods. A utility that buys or owns that output may reduce its generation expense, avoid some fuel purchases and change which generators run.

Those savings are not guaranteed in every hour. Solar production is concentrated in daylight, while demand can peak later. Transmission congestion, curtailment, storage requirements, balancing costs and the need to retain other generators can limit the value of additional output. A project may also require new transmission or distribution facilities whose costs are recovered over time.

The retail bill contains much more than generation

The customer’s final bill combines several cost categories. A utility-scale project can influence one category without eliminating the others.

Bill component How a solar buildout may affect it Why the effect may not appear as a lower bill
Generation or energy More low-marginal-cost output can displace fuel-intensive generation and reduce wholesale purchases in some periods. Results depend on weather, market prices, congestion, curtailment, storage and the utility’s contracts.
Transmission and distribution delivery New projects may require network upgrades; local projects can alter power flows. Poles, wires, substations, maintenance and reliability costs remain even when energy prices fall.
Capacity and balancing Solar can reduce net demand during sunny hours and may defer some capacity needs. Resources are still needed when solar output is low, and balancing services can add cost.
Fixed or demand charges Usually unchanged by a lower energy price unless regulators redesign the tariff. These charges recover customer, metering, service or peak-demand costs.
Taxes and policy charges Usually unaffected by the amount of solar generation. They are set by law, regulation or program funding rather than fuel savings.

EPA’s Energy and Environment Guide to Action notes that interconnection rules determine technical requirements, grid studies, upgrade responsibilities, operating restrictions and application procedures. State rules generally govern distribution-level interconnection, while the Federal Energy Regulatory Commission has jurisdiction over transmission-level interconnection. The cost and timing of those requirements can be material to a project’s economics and, ultimately, to regulated rates.

Can net metering make non-solar customers pay more?

It can create a cost shift under some tariffs, but it is not an automatic national surcharge. Suppose exported solar is credited at the full retail rate even though the utility’s avoided cost of energy is lower. The credit may then exceed the costs the utility avoids at that moment. If the utility still must recover grid, capacity and customer-service costs, regulators may allocate more of those costs across customers who do not receive the credit.

The size of any shift depends on the number and size of participating systems, the value assigned to exports, fixed and demand charges, time-of-use periods, the utility’s revenue requirement and how regulators allocate costs among customer classes. A tariff that recovers more costs through fixed charges can produce a different result from one that places nearly all recovery in volumetric energy rates.

What the latest published estimates show

The following figures are estimates of potential rate impacts, not a promise that an individual customer’s bill changed by the stated amount. They were published by the National Laboratory of the Rockies (NLR) in 2025 and describe conditions at the end of 2023 unless noted otherwise.

Finding What it means
About 84% of U.S. households lived in states requiring net metering in 2014; about 57% did at the end of 2023. State policy coverage has declined as some jurisdictions adopted replacement compensation structures.
12 states had replaced net metering with alternative rate structures that reduce photovoltaic-adopter bill savings. “Net metering” no longer describes every state’s customer-generation compensation method.
Potential impacts were below 1% of typical customer bills in 37 of the 44 states that had offered net metering at the end of 2023. In most studied states, the modeled potential effect was small relative to a typical bill.
In all 30 states with photovoltaic deployment below 3% of households, estimated impacts were unlikely to exceed $1 per month for a customer without photovoltaic generation. Low household penetration generally corresponded to limited modeled cost-shift exposure.
At 3%–7% household photovoltaic deployment, estimated impacts were below $1 per month in two-thirds of states and $2–$6 per month in one-third. Effects varied materially among states in the same broad deployment range.
Only California and Hawaii retained net metering above 7% deployment in the NLR sample; estimated potential impacts reached about $7 per month in Hawaii and $19 per month in California. High penetration combined with particular compensation and cost-recovery rules can produce larger modeled impacts.

NLR’s figures should not be read as observed changes for every account. They are policy-study outputs based on assumptions about adoption, tariffs and cost allocation. A household’s actual bill can move in the opposite direction because of usage, weather, rate cases, fuel prices or a tariff revision.

Question Customer-sited generation under net metering or net billing Utility-scale solar
Who owns the project? Often a homeowner, business, cooperative or community-solar participant. Usually a utility, independent power producer or project company.
How is output valued? Retail-rate credit, avoided-cost credit, net-billing export rate or another tariff-defined value. Wholesale market price, power-purchase agreement, utility cost-of-service recovery or a combination.
What happens to unused output? It may roll forward, expire, be paid at avoided cost or be settled under a special rule. It is sold or scheduled under the project’s wholesale or contractual arrangement.
Which charges remain? Fixed, demand, delivery, taxes and policy charges may remain even when energy is offset. Transmission, interconnection, balancing, capacity and project-recovery costs are handled through contracts or regulated rates.
Where does interconnection occur? Usually on the distribution system under state-approved procedures. May require distribution or transmission studies; transmission jurisdiction can involve FERC.
Who sees a direct bill credit? The participating customer, subject to the tariff. Not each nearby household; system benefits and costs flow through wholesale and regulated-rate mechanisms.

Why state and utility details matter more than a national average

Solar penetration

At low adoption, export credits affect a small share of energy and customers. As more systems connect, the aggregate value of credits and the amount of grid capacity used by two-way flows become more significant. NLR’s estimates show why the same retail-credit rule can have a different effect in a state with 1% household photovoltaic deployment than in one above 7%.

Export-credit design

Retail-rate net metering, avoided-cost compensation and net billing produce different outcomes. A retail credit can be worth more than the utility’s avoided energy cost; an avoided-cost credit generally tracks the value of displaced procurement; a net-billing tariff may use separate rates for imports and exports. The treatment of hourly production matters as much as the headline rate.

Fixed and demand charges

When a tariff recovers more grid costs through fixed or demand charges, a solar customer cannot eliminate those costs merely by exporting energy. That can reduce the potential transfer to non-participants, but it also changes the customer’s incentive to install storage or shift load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Time-of-use periods

A kilowatt-hour exported at noon may receive a different credit from one exported during an evening peak. Time-of-use rules can align compensation more closely with system value, or they can reduce bill savings for systems whose production does not coincide with high-value periods.

Customer class and utility cost structure

Residential, commercial and industrial customers often have different tariffs, load shapes and demand charges. A result estimated for residential accounts cannot be applied to a factory or apartment building without checking that class’s rules.

Interconnection and upgrade policy

Application fees, study requirements, transformer or feeder upgrades, export limits and operating controls affect both project cost and the grid’s ability to absorb new generation. State public-utility commissions set many distribution requirements; transmission-connected projects face a different regulatory process.

How to check what will happen on your bill

  1. Identify the generation arrangement. Determine whether you are asking about a utility-scale project, your own customer-sited system, community solar or a power-purchase subscription. Do not apply a rooftop net-metering rule to a wholesale solar farm.
  2. Read the current tariff. On the utility’s tariff or public-utility-commission website, find the sections labeled net metering, net billing, distributed generation, customer generation or export compensation. Record the import rate, export rate, monthly charge, demand charge, credit rollover and expiration provisions.
  3. Check your customer class. Residential, small commercial and large commercial accounts can have different compensation and demand rules.
  4. Separate bill lines. Look at energy, delivery, fixed, demand, taxes and policy charges independently. A lower energy charge does not prove that the complete bill will fall by the same percentage.
  5. Review state data. EIA’s state net-metering information identifies reported generators, capacity and energy sold back where utilities provide the data. Compare the date and technology category before drawing a conclusion.
  6. Check current commission orders. Compensation rules, caps, surcharges and credit-transfer provisions can change. Use the latest order and effective date from your state commission rather than an older summary.
  7. Ask how the utility procures utility-scale solar. A power-purchase agreement, regulated ownership and market purchases allocate project costs and savings differently. The contract or rate-case filing is more informative than the project’s nameplate capacity alone.

Common mistakes when interpreting a solar buildout

  • “More solar means every bill drops.” Solar can lower some generation costs while delivery, capacity, balancing, taxes and fixed charges remain.
  • “Net metering and utility-scale solar are the same program.” Net metering credits customer exports; utility-scale projects sell power through wholesale or utility arrangements.
  • “Any cost shift is a universal surcharge.” The modeled effect depends on penetration, tariff design and customer class. NLR found potential impacts below 1% of typical bills in 37 of 44 studied states at the end of 2023.
  • “A modeled estimate is an observed bill change.” NLR’s dollar figures are estimates under specified assumptions, not a guarantee for a particular account.
  • “Interconnection is only paperwork.” Technical screens, studies, upgrade payments, export limits and operating requirements can determine whether a project connects and what costs enter rates.

What the evidence supports

A utility-scale solar buildout can put downward pressure on wholesale energy costs in suitable hours, but the effect on a retail bill is filtered through the entire utility cost structure. Net metering can transfer some costs between participating and non-participating customers when exports receive a value above avoided cost, yet the magnitude is strongly state-specific. The most useful answer for a household is therefore not a national yes or no: it is the current tariff, the utility’s cost allocation and the measured level of distributed-solar deployment in that jurisdiction.
