There is no single temperature and humidity setting that is safe for every museum archive. A defensible starting point is stable, monitored conditions; relative humidity (RH) generally kept above 35% and below 65%; cooler storage where practical; and tightly controlled light, especially for sensitive materials. The final set points should reflect the collection, whether the room is storage or exhibition, the building’s capabilities, local climate, acclimatization needs, energy use and the risks shown by continuous monitoring.

For highly light-sensitive objects, the U.S. Department of the Interior identifies 50 lux (5 footcandles) as a practicable maximum. Ultraviolet radiation should be filtered, and exposure time matters as much as illuminance because light damage accumulates.

What environmental standard should a museum archive use?

Use a collection-specific control band rather than a universal target such as 21°C and 50% RH. That familiar combination may be suitable for some materials, but official authorities explicitly treat environmental control as risk management. Paper, photographs, textiles, leather, metals, plastics and composite objects respond differently to moisture, heat, pollutants and light.

Storage and exhibition rooms also have different priorities. Storage can usually be cooler and darker because objects are accessed less often. Galleries must accommodate visitors, lighting and loans, while still limiting cumulative exposure. A loan agreement can impose stricter requirements than an institution’s normal operating range.

The practical baseline

  • Keep temperature and RH stable, avoiding rapid swings even when the average is acceptable.
  • Use a generally moderate RH band: prolonged conditions below 35% or above 65% are normally avoided unless a documented, collection-specific plan says otherwise.
  • Keep storage cooler than occupied galleries when the collection and building permit it, but avoid moving objects between sharply different environments without acclimatization.
  • Set light by material sensitivity and total dose, not by illuminance alone.
  • Measure conditions continuously with maintained, calibrated instruments and review at least a full year of data before finalizing long-term limits.

Why the “right” set point changes by collection and building

Material sensitivity

High moisture raises the risk of mold, pests, corrosion and dimensional change. Very dry air can desiccate materials, making paper, leather, wood, coatings and some adhesives brittle. Heat accelerates many chemical reactions and can worsen light-driven deterioration. A room that is acceptable for one material may be damaging for another.

Storage versus exhibition

Exhibits generally need a comfortable environment for visitors and staff, whereas storage can be cooler, darker and more tightly isolated. Display cases may need their own microclimate when an object is especially sensitive or cannot tolerate the gallery’s normal conditions.

Acclimatization and fluctuation

An object can be harmed by a rapid change even when both the starting and ending values fall within a published range. Loans, deliveries, construction work and seasonal change therefore require a transition plan. The acceptable rate of change depends on the object and its enclosure; it should be agreed with a conservator rather than inferred from a daily average.

Climate, envelope and energy constraints

Outdoor humidity, building insulation, vapor movement, solar gain, occupancy and HVAC capacity all affect what can be held reliably. A narrow set point that a building cannot maintain may create more cycling than a slightly wider, stable band. Canadian Conservation Institute Technical Bulletin 37 summarizes this approach by stating that there is no longer one safe RH and temperature range; museums can choose different levels of control according to collection risk.

Published temperature ranges and how to interpret them

The following values are source-specific guidance, not a single combined rule. Confirm the edition, loan terms and collection type before putting a number into a specification or facilities control sequence.

Authority and context Temperature guidance Humidity or fluctuation information How to use it
U.S. National Archives and Records Administration (NARA), technical guidelines 65–75°F for loans unless the loan agreement specifies otherwise Fluctuations no greater than 5°F in any 24-hour period Use for loan planning and environmental clauses; the agreement may be stricter.
U.S. Department of the Interior (DOI) Museum Property Directive 4 Exhibit spaces commonly 65–77°F; storage can be about 60–68°F, particularly when infrequently accessed RH generally not above 65% or below 35% for a significant period Separate gallery and storage zones instead of forcing one building-wide temperature.
Smithsonian Institution Archives (2016), paper-based collections 35–65°F 30–50% RH Applies to paper collections; the Archives warns that other materials need different standards.
The National Archives (UK), mixed-collections guidance (2021) 16–20°C for gallery spaces Ideally 40–65% RH Useful as a mixed-collection gallery reference, subject to local risk assessment.
National Park Service mold-prevention guidance summarized by the National Archives 18–20°C target 45–55% RH is less likely to support spore germination; keep RH below 65% Use when mold prevention is the immediate concern, while still checking material-specific needs.

These ranges overlap, but they are not interchangeable. For example, the Smithsonian paper recommendation is not a license to store photographs, metals or plastics at the same values, and a gallery range is not automatically appropriate for a rarely accessed vault.

How to control relative humidity and fluctuations

Set a risk band, not just an average

RH sensors should show the minimum, maximum, rate of change and duration of excursions. A monthly average can conceal a short period that allowed mold growth or repeated expansion and contraction. DOI requires monitoring locations, maintained and calibrated equipment, and at least one year of continuous data to identify trends before acceptable ranges are finalized.

Map the room before changing equipment

Place representative sensors near supply and return air, exterior walls, doors, corners, shelving, display cases and known moisture sources. Compare readings over several weeks and through seasonal change. One sensor in a central corridor cannot reveal a cold corner, a leaky loading door or a case that has its own microclimate.

Fix moisture sources first

Condensation, roof or plumbing leaks, wet construction materials, blocked drains, poor air circulation and uncontrolled outdoor air can overwhelm portable humidifiers or dehumidifiers. National Archives mold-prevention guidance advises correcting these building problems before relying on portable equipment. Dry or isolate affected materials under a conservator’s direction; do not simply raise the thermostat.

Choose humidification and dehumidification conservatively

Equipment should be sized for the measured load and controlled to prevent rapid cycling. Introduce humidity gradually, keep water systems clean, and provide alarms for reservoir, drain and failure conditions. Dehumidification must not create a cold surface where condensation can form. Facilities engineers and conservators should approve control deadbands, alarm delays and seasonal changeover.

Light, lux and ultraviolet protection

Use illuminance limits for sensitive materials

DOI identifies 50 lux (5 footcandles) as the maximum, where practicable, for especially light-sensitive materials including textiles, watercolors, tapestries, prints and drawings, manuscripts, dyed leather, wallpapers and original photographs. Less-sensitive objects may tolerate a different level, but the decision should be documented by material and display duration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calculate cumulative dose

Light damage is cumulative. The National Archives (UK) explains that an object exposed to 50 lux for 12 months receives the same light dose as one exposed to 100 lux for 6 months. A dimmer display can therefore be paired with longer opening hours, while a brighter display requires a shorter run time. Record both lux and the hours that lights are on; do not treat an instantaneous meter reading as the complete exposure assessment.

Filter ultraviolet radiation at the source and case

NARA’s technical guidelines require UV to be filtered to no more than 10 microwatts per lumen for its holdings. Natural light should be excluded unless curtains, scrims, filters or equivalent barriers block it. NARA limits exhibited holdings to 10 hours per day unless the loan agreement says otherwise.

Fiber-optic lighting with UV filtering or UV-excluding LEDs are preferred approaches in the NARA guidance. Incandescent and halogen lamps should not be used inside exhibit cases. A UV meter verifies performance; a visible-light lux meter alone cannot show whether UV is present. The Library of Congress also cautions that elevated temperature, RH and pollutants can increase the rate of light-driven deterioration, so measure the case and gallery environment together.

A construction and facilities implementation plan

  1. Define the collection and use pattern. List the materials, loan obligations, access frequency, display schedule and any objects already showing mold, corrosion, fading or embrittlement. Separate storage, preparation, quarantine and gallery functions in the brief.
  2. Establish a baseline. Log temperature, RH, visible light and UV with representative instruments before a major HVAC, humidification or envelope change. A museum environmental monitor can combine these measurements, but each sensor type must be suitable for the range being measured.
  3. Survey the building. Inspect roof and plumbing interfaces, below-grade walls, windows, doors, insulation, vapor paths, drains, air-handling units and case seals. Record condensation and air-stagnation locations. Correct water entry and circulation defects before tuning controls.
  4. Zone the environmental system. Give storage, galleries, loading or quarantine areas independent sensing and control where their loads differ. Design access vestibules or operating procedures so frequent door opening does not destabilize the collection room.
  5. Design for stable delivery. Select coils, humidification, dehumidification, filtration and air distribution for low-velocity, even conditions. Avoid directing supply air at objects or creating cold surfaces that can reach dew point. Include alarms, backup power or safe shutdown procedures where a failure could cause rapid damage.
  6. Protect the enclosure. Specify case gaskets, filtered lighting, blackout capability and, for especially sensitive objects, a case-level microclimate. DOI explicitly recommends microclimates for such materials.
  7. Commission and trend. Verify sensors against reference instruments, test alarms and map conditions under occupied and unoccupied modes. Keep calibration and maintenance records according to the manufacturer’s recommendations.
  8. Review with a conservator and facilities engineer. After a full year of continuous data, set the operating band, excursion limits and response responsibilities. Reassess after envelope work, HVAC replacement, a major loan or a change in display lighting.

Monitoring equipment and records

Choose instruments that measure the variables your risk assessment identifies: temperature, RH, visible light and, where relevant, UV radiation. Place sensors where objects actually experience the environment, not only where the building management system has a convenient connection. Maintain and calibrate them to the manufacturer’s recommendations, document serial numbers and locations, and preserve raw data as well as alarm summaries.

A useful record links an excursion to an event: a door left open, a filter change, a storm, a roof leak, a construction shutdown or a case-lighting schedule. That context helps distinguish a sensor fault from a real collection risk and prevents unnecessary adjustments that could create more fluctuation.

Decision framework for common archive spaces

Situation Primary control objective Decision to make
Rarely accessed storage Stable, cooler, dark conditions with low disturbance Can the building hold a cooler band without condensation or damaging transitions during access?
Mixed-collection gallery Balance visitor comfort, loan terms and cumulative light dose Which objects need lower lux, shorter display periods or a separate case?
Paper-heavy archive Limit moisture, heat and mechanical fluctuation Does the proposed band match the paper collection guidance, and are other materials segregated?
Highly sensitive object in a broad gallery environment Protect the object without over-conditioning the whole room Would a sealed or actively buffered microclimate provide safer control?
Historic or energy-constrained building Achieve reliable stability with realistic plant capacity What wider, stable band is safer than an unachievable narrow target?

Troubleshooting common failures

RH repeatedly rises above the operating band

  • Check for leaks, condensation, wet masonry, open loading doors and outdoor-air infiltration.
  • Compare sensors to rule out calibration drift or a poorly located probe.
  • Inspect drains, coils, dehumidifier capacity and control sequencing.
  • Quarantine or inspect vulnerable materials if mold risk is credible, and involve a conservator before cleaning.

RH repeatedly falls too low

  • Look for excessive dry outdoor air, over-ventilation, heating coil overshoot or an empty humidifier.
  • Check whether a sensor is near a supply diffuser or heat source.
  • Increase humidity gradually; do not make a large correction that causes a rapid swing.

Temperature is within range but objects are still deteriorating

  • Review RH fluctuation, surface condensation, pollutants, light dose and UV rather than relying on temperature alone.
  • Check case-level conditions; a case can differ substantially from the gallery.
  • Confirm that lamps, daylight controls and operating hours match the documented dose plan.

Readings differ across the room

  • Map airflow and door operation, then correct stratification, blocked returns or solar gain.
  • Do not average away a cold, damp corner that contains shelving.
  • Relocate or add sensors only after verifying calibration and representativeness.

When professional review is required

Bring in a preventive conservator and a qualified facilities or HVAC engineer when the collection includes highly sensitive materials, a building has persistent moisture, a major retrofit is planned, a loan agreement sets special limits, or monitoring shows repeated excursions. They can weigh material response, envelope physics, control-system limits and energy use together. A construction team should not promise a set point that the commissioned building cannot maintain, and an archive should not widen limits without documenting the collection risk and approval path.

The most defensible museum archive specification is therefore a monitored performance requirement: define the collection risks, set a stable band appropriate to each zone, limit cumulative light and UV, correct building defects, and use a documented review cycle to adjust the controls.
