The City of Nedlands did not refuse the proposed $3.7 million development at 100 Montgomery Avenue. At a special meeting on 19 October 2021, councillors recommended that the Metro Inner-North Joint Development Assessment Panel (JDAP) defer the application while federal environmental approval and an assessment of the existing vegetation were pursued. PerthNow reported that JDAP approved the proposal on 4 November 2021. The available record does not establish whether it was later built or changed.
What the proposal included
Powerstar Pty Ltd proposed a combined early-learning centre and housing development on a 3,306-square-metre site at 100 Montgomery Avenue, Mt Claremont. The City of Nedlands application page described a two-storey childcare centre on the southern part of the site and six single-storey aged or dependent-person dwellings on the northern part.
- Childcare: PerthNow reported capacity for up to 93 children aged zero to five and 17 staff. The City application page listed weekday operating hours of 6:30 a.m. to 6:30 p.m.
- Dwellings: Six homes, each described by the City as having three bedrooms and two bathrooms.
- Parking: 32 undercroft parking spaces, according to the City application page.
- Value: $3.7 million, as stated in the City’s 2021 responsible authority report.
The City’s archived application materials are available on its development application page. The proposal’s value and applicant details appear in the 19 October 2021 special council meeting materials.
What “put on hold” meant in October 2021
The phrase refers to councillors’ recommendation, not a final refusal by the City. At the 19 October special meeting, councillors supported asking JDAP to defer its consideration until federal environmental approval enabled existing vegetation to be assessed for national significance. The official meeting papers identify DA21-67069, Powerstar Pty Ltd, and the stated $3.7 million proposal value.

Why councillors sought a deferral
Environmental questions about vegetation were central to the October recommendation. PerthNow also reported that an earlier discussion in July 2021 had involved adding more open space; the plans were withdrawn before council made a final decision at that point. These reports describe concerns raised during planning deliberations, not proof that the proposal caused environmental harm or that a particular environmental finding was made.

Coverage of the October meeting recorded disagreement among councillors about the design and community value of the proposal. Those were attributed views in a news report, rather than the final planning determination. PerthNow’s October 2021 report covered the debate.
What happened after the council recommendation
PerthNow reported on 4 November 2021 that JDAP approved the plans. That later reported panel decision means the October council recommendation to defer was not the last reported step in the application’s history. The follow-up was reported by PerthNow on the JDAP approval.

The available sources do not establish whether construction began, whether the approval was amended or superseded, or what the site’s current planning status is. The November report is a news account of the approval; a primary JDAP determination is not established in the records cited here. A current City development-register entry, JDAP record, or site-specific update would be needed to confirm what happened next.

The City’s archived application FAQ said the site was zoned Residential R30 under Local Planning Scheme No. 3. It described the dwellings as residential use and the centre as “Child Care Premises,” and said assessment considered Residential Design Codes Volume 2 and State Planning Policy 7.0 alongside the local scheme. The FAQ also described a possible appeal to the State Administrative Tribunal under Part 14 of the Planning and Development Act 2005 if an application were refused. These details describe the framework presented for this 2021 application, not a current statement of planning rules. See the City’s archived application information.
