Clearance of illegal waste from Hoad’s Wood, an ancient woodland and Site of Special Scientific Interest (SSSI) near Ashford, Kent, was complete by 9 October 2026. The Environment Agency’s completion announcement says 39,500 tonnes of commercial waste were removed. Earlier reports described the material as household and construction waste; the figures refer to the same major clearance, but the agency’s completion announcement uses the broader description “commercial waste.”
What happened at Hoad’s Wood?
Illegal waste was dumped in Hoad’s Wood, a protected woodland near Ashford. The affected area was described in an earlier account as two acres within a 200-acre wood, with waste piled up to 15 feet high in places. The wood is ancient woodland and an SSSI, a designation recognising its special wildlife and ecological importance.

The Environment Agency began a criminal investigation in 2023 after the dumping was discovered. In January 2024, it obtained a court order restricting unauthorised access and preventing further dumping. Ashford Borough Council reported that the entrance was locked, concrete blocks were installed and a warning notice was put up.
How much waste was removed, and who carried out the clearance?
The Environment Agency reported that 39,500 tonnes had been removed by the time it announced completion on 9 October 2026. Its completion announcement describes the waste as commercial. Earlier coverage of the site described household and construction waste, so those descriptions should not be treated as a precise breakdown of the final tonnage.

The Environment Agency led the clearance, which was carried out by Acumen Waste Services Ltd. More than 50 specialist workers took part. Work began in June 2025, when the agency said the contractor would remove more than 30,000 tonnes and transport the waste to approved facilities for safe disposal.
Why was the Environment Agency directed to clear the site?
Defra records a ministerial direction requiring the Environment Agency to clear the waste. Then Secretary of State Steve Barclay cited Hoad’s Wood’s SSSI status and its complex, fragmented landownership as reasons for directing the work. The clearance was carried out with the agreement of Natural England, the Forestry Commission and Ashford Borough Council.

What is known about the environmental effects?
In November 2024, the Environment Agency reported that landfill and hydrogen sulphide gases had been detected at the site, sometimes beyond the area dominated by waste. It also said monitoring of the nearby River Beult had not shown a significant and lasting effect on water quality.

Were anyone arrested over the dumping?
On 5 February 2025, three men were arrested by Environment Agency officers working with Kent Police and the Joint Unit for Waste Crime. The agency said evidence obtained during the arrests would support the next stages of its investigation. The cited official update does not report charges or convictions, and an arrest is not proof of guilt.

Defra recorded 1.26 million fly-tipping incidents in England in 2024/25, up 9% from 1.15 million in 2023/24. Separately, the Environment Agency dealt with 98 incidents of large-scale illegal dumping.

These figures have different scopes. Defra says local-authority fly-tipping statistics exclude incidents involving the Environment Agency and clearances by private landowners, so the national local-authority count should not be presented as including the Hoad’s Wood case. The national statistics also recorded 21 incidents per 1,000 people and 52,000 incidents involving at least a tipper-lorry-load-sized quantity in 2024/25; the latter represented 4% of recorded incidents. Those are local-authority statistical categories, not a direct comparison with the mass removed from Hoad’s Wood.

What the clearance does—and does not—tell us
- Removal is complete: the Environment Agency’s 9 October 2026 announcement reports 39,500 tonnes removed.
- Investigation status is separate: the February 2025 update confirms arrests but does not establish charges or convictions.
- Ecological recovery is not confirmed: monitoring findings reported before and during the operation are not a final assessment of the woodland after clearance.
