Choose a temporary tent or marquee when you need a large covered area for a short event and can provide services separately. Choose a modular building when people need lockable rooms, dependable heating or cooling, toilets, storage, offices, welfare space, or repeated daily use over weeks or months. Neither option is automatically permit-free or inexpensive. The right decision depends on occupancy period, enclosure, weather exposure, utilities, ground conditions, access for delivery, and the rules enforced by your local building and fire authorities.

Modular buildings
A modular building is fabricated or substantially assembled off-site in a controlled plant, then transported to the site for final assembly and connection. The Modular Building Institute describes modular construction as using the same materials and codes as conventional facilities, while site preparation and factory production can proceed in parallel. The International Code Council (ICC) describes off-site construction as factory fabrication or assembly of building elements for installation at a separate site.

Modules can arrive with wall and roof assemblies, doors, windows, finishes, electrical distribution, plumbing, heating, ventilation and air-conditioning (HVAC), and sanitary fixtures already installed. Depending on the supplier and specification, the result may be a single room, a multi-room office, a classroom block, a welfare unit, a restroom, a dormitory, a guard shack, or a connected group of modules. The U.S. General Services Administration (GSA) lists temporary offices, training centers, dormitories, restrooms, guard shacks and related facilities among modular or prefabricated applications.

A tent or marquee is a temporary membrane or demountable structure erected for an event or short-term use. UK government guidance for temporary demountable structures covers procurement, design, erection and use of marquees, stages, grandstands and barriers. A tent normally supplies a roofed area and perimeter fabric; flooring, lighting, power, heating or cooling, toilets, furniture, security and weather protection are usually separate packages.

Some tents have solid or insulated wall systems, raised floors, glass panels, hard doors, or engineered climate-control packages. Those additions can improve comfort, but they also add weight, anchoring, design, inspection and cost requirements. A tent remains a temporary demountable structure even when it is highly fitted out.
Quick decision table
| Requirement | Usually the better starting point | Reason |
|---|---|---|
| One to several days of sheltered gathering or exhibition space | Temporary tent or marquee | Rapid erection and dismantling, flexible open floor area and little permanent work. |
| Repeated daily use for weeks or months | Modular building | Enclosed rooms, durable finishes, integrated services and better control of temperature and security. |
| Lockable offices, classrooms, welfare rooms or storage | Modular building | Solid walls, doors, windows, alarms and service connections can be designed as one facility. |
| Large unobstructed covered area for guests, displays or dining | Tent or marquee | Clear-span layouts can cover an event footprint without building a room-by-room interior. |
| Showers, toilets and reliable hot and cold water | Modular building, or a tent with separate service units | Modular plumbing is factory integrated; a tent requires separately supplied sanitary and utility systems. |
| Frequent relocation between prepared sites | Modular building for rooms; tent for open cover | Both can be reused, but transport, lifting, anchoring and reconnection must be planned each time. |
| Very limited access for trucks or cranes | Lightweight tent, if anchoring is feasible | Complete modules require suitable delivery and crane access; a tent may arrive in smaller loads. |
| Highest need for physical security and weather separation | Modular building | Rigid envelopes, lockable openings and insulated assemblies generally provide stronger separation. |
Let duration and repeat use make the first cut
Short events: days rather than months
A tent is usually efficient when the structure will host a festival, wedding, exhibition, temporary dining area, product launch or spectator function for a few days. The supplier can deliver fabric, poles or frames, ballast, flooring and accessories, then remove them after the event. The short occupancy does not remove the need for structural design, fire controls, accessible routes, sanitary facilities or inspections; it simply makes rapid deployment and removal more valuable.
Longer deployments and recurring operations
A modular building becomes more attractive when the same users return every day, when the facility must remain secure overnight, or when the deployment lasts long enough for comfort and maintenance to dominate the decision. Construction offices, site welfare blocks, classrooms during refurbishment, healthcare overflow, worker accommodation, ticket offices and equipment stores commonly need rooms that can be locked, heated, cleaned and serviced like a conventional building.
Do not treat “temporary” as a synonym for a fixed maximum life. The permitted period is jurisdiction-specific, and a structure that remains in place can trigger additional approvals, inspections or planning requirements. Ask the authority having jurisdiction (AHJ) how duration is calculated for both the initial installation and any renewal.
Compare the space and user experience
Open covered area versus rooms
Tents are well suited to one large, flexible floor plate. Internal partitions, bars, stages, exhibition stands and seating can be rearranged, and a clear-span frame can avoid internal columns. That flexibility is useful when the layout changes between a ceremony, meal and dance floor.
Modular buildings divide space into rooms or connected bays. The arrangement is less open but more predictable: an office can be separated from a break room, a classroom from a store, and a restroom from a public circulation route. Modules can be linked to create larger footprints, although each connection introduces transport, lifting, weather-sealing and finishing work.

Thermal comfort, acoustics and weather
A standard event tent provides shelter from sun and rain but can have substantial temperature swings, condensation, wind noise and reverberation. Comfort depends on fabric specification, sidewalls, flooring, ventilation, heaters or coolers, weather seals and the number of people inside. HVAC equipment must be sized for solar gain, outdoor temperature, occupancy and infiltration; a small portable unit will not correct an undersized or poorly sealed enclosure.

Modular wall, roof and floor assemblies can be insulated and finished, with doors and windows designed for repeated use. Mechanical ventilation and HVAC can be selected for the room loads, and solid partitions generally give better acoustic separation than fabric. Even so, a modular unit is not automatically comfortable: verify insulation values, air-sealing details, fresh-air rates, equipment capacity, noise limits and backup arrangements in the specification.
Security and asset protection
Lockable modular doors, glazed openings, solid walls, alarm contacts and internal partitions make it easier to secure tools, records, medicines or electronics. A tent can be secured with lockable hard doors, monitored alarms, fencing, guards and removal of valuables, but fabric walls are more vulnerable to cutting and forced entry. If the structure will hold high-value equipment overnight, price the security system and insurance requirements rather than comparing only the shell rental.
Services: power, water, toilets and storage
What a modular unit can integrate
Factory installation can include distribution boards, outlets, lighting, data pathways, plumbing, water heaters, drainage, toilets, showers, sinks, kitchenettes, fire detection and HVAC. Connections are still needed on site, and local utility capacity may be limited. Request an electrical load schedule, single-line diagram, incoming supply requirements, water pressure and flow requirements, drainage levels, fuel needs and commissioning records.
What a tent requires you to add
Plan a tent as a system, not just a canopy. Typical packages include:
- Temporary power generation or a utility connection, distribution boards, cable ramps, earthing and weather-protected outlets.
- General, emergency and exit lighting, with illuminated signs where required.
- Flooring, ramps and edge treatments that remain stable in wet conditions.
- Heating, cooling or ventilation, including fuel storage, exhaust routing and noise control.
- Toilets, hand-washing stations, potable water, wastewater tanks or sewer connections.
- Furniture, partitions, queuing systems, storage cages, waste handling and cleaning.
- Fire extinguishers, alarms, emergency lighting and any suppression system required by the AHJ.
These components can be hired from different companies. Assign one person or contractor to coordinate capacities, cable routes, emergency access, inspection records and shutdown procedures so that a gap between packages does not become a safety issue.

Site logistics, foundations and relocation
Ground conditions and anchoring
A tent transfers wind and sometimes snow forces through stakes, ground anchors, ballast or a combination. The supplier must confirm allowable pull-out capacity, ballast weights, anchor locations, underground-service restrictions and the design wind and snow loads. Hardstanding, paving, buried utilities, contaminated soil, archaeological constraints or a high water table can make the proposed anchoring method unusable.
Modular buildings transfer loads through skids, frames, pads, piles or a foundation system specified for the unit. The site may require level platforms, drainage, steps, ramps, frost protection, tie-downs and ground protection for delivery vehicles. Have a competent engineer confirm bearing capacity and settlement limits; placing a heavy module on unverified ground can damage the unit and its services.
Transport, lifting and access
Complete modules need a route survey, delivery windows, turning radii, overhead-clearance checks and suitable crane access. New Zealand off-site-construction guidance warns that the benefits of factory production depend on the prefabricator and that complete modules require appropriate crane access. Include road permits, escorts, traffic management, crane mats, lifting plans and a weather limit for the lift.

Permits, fire safety and accessibility
Why a tent is not automatically permit-free
Temporary status does not remove regulatory duties. The 2025 New York State Building Code states that temporary structures and uses must meet structural strength, fire safety, means of egress, accessibility, light, ventilation and sanitary requirements needed to protect public health and safety. The code requires construction documents for each temporary-structure installation, including a site plan and occupant-load information. A permit is required for qualifying temporary structures over 120 square feet used for gatherings of 10 or more people.
California provisions require permits for many tents and membrane structures over 400 square feet, require plans for occupant loads of 50 or more, and limit use to 180 days in a 12-month period. The exact trigger depends on the adopted code, local amendments, occupancy and how the structure is used, so confirm the current rule with the local building department rather than applying these thresholds everywhere.

Fire performance and escape
UK fire guidance says that marquees, tents and temporary structures should have proven fire performance. It also calls for emergency lighting on escape routes and clear allocation of fire-safety duties between the owner and the hirer. Obtain fabric fire-performance certificates, keep exits unobstructed, maintain the required exit width and travel distances, control ignition sources, and document who checks extinguishers, emergency lighting and evacuation arrangements.

A factory certificate does not replace site approval: connections, stairs, ramps, corridors, fire stopping, utility penetrations and neighboring structures must be reviewed as installed.
Large-event construction controls
WorkSafe Victoria treats the erection and dismantling of large tents, marquees, booths and prefabricated buildings as event construction work requiring safety planning. It lists tents, marquees and booths over 100 square metres, and prefabricated buildings over 100 square metres, among prescribed temporary structures at large-scale events. Projects in other jurisdictions may use different thresholds, but the planning principle is general: treat installation and removal as construction activities with competent supervision, exclusion zones, lifting plans, weather monitoring and a documented method statement.
Accessibility and sanitary provision
Show the accessible route from the site boundary or parking area to entrances, seating, stages, toilets and emergency exits. For a tent, verify ramp gradients, threshold details, floor firmness, aisle widths and accessible toilet locations. For a modular building, coordinate ramp or stair modules, handrails, door clearances, turning spaces and restroom layouts. Include lighting and wayfinding in the plan, not as last-minute furniture.

Installation and operating plan
Steps for a tent or marquee
- Confirm the use. Define dates, occupancy, seating, stage or display loads, operating hours, weather limits and whether cooking, fuel, pyrotechnics or amplified sound is planned.
- Survey the site. Map boundaries, slopes, drainage, underground services, overhead lines, vehicle access, anchor zones, emergency routes and neighboring hazards.
- Obtain the design. Require structural drawings, wind and snow design loads, ballast or anchoring calculations, egress and accessibility layouts, fabric fire certificates and a site plan.
- Coordinate services. Size power, lighting, HVAC, toilets, water, wastewater, flooring, fire equipment and security as one package.
- Submit approvals. Ask the AHJ, fire authority, landowner and utility providers what permits, inspections, notifications and event plans are required.
- Erect under a method statement. Establish exclusion zones, lifting controls, weather monitoring, fall protection and inspection hold points.
- Inspect before occupancy. Record anchor or ballast installation, frame and fabric condition, exits, emergency lighting, electrical tests, fire equipment, ramps, toilets and occupancy limits.
- Operate and monitor. Assign named people to weather decisions, fire checks, crowd management, emergency communication and incident records.
- Dismantle and reinstate. Close services safely, remove ballast and anchors, inspect for damage, repair the ground and document the handover.
Steps for a modular building
- Define the room schedule. List occupants, furniture, storage loads, working hours, accessibility needs, security level, sanitary fixtures and equipment heat loads.
- Verify the site. Confirm survey levels, soil or pavement capacity, drainage, utility points, delivery route, crane position, overhead clearances and fire-appliance access.
- Freeze the design. Approve module dimensions, connections, foundations or pads, stairs and ramps, fire strategy, egress, electrical load schedule, HVAC capacity and plumbing layouts.
- Allocate responsibilities. Put permits, engineering, utility applications, traffic management, lifting plans, inspections and insurance in writing.
- Prepare the site while fabrication proceeds. Complete foundations, services, access roads and crane pads so factory completion does not create a delivery delay.
- Deliver and lift. Use the approved route and lift plan, protect modules from weather and impact, and verify level and bearing at each support.
- Connect and commission. Complete electrical, water, drainage, data, HVAC and fire-system connections; test alarms, emergency lighting, heating, cooling, water temperatures and drainage.
- Obtain occupancy approval. Close inspection items, post occupancy limits and emergency information, and hand over manuals, certificates and maintenance schedules.
- Maintain and relocate responsibly. Inspect roofs, seals, stairs, ramps, services and fire systems; when moving, isolate utilities, survey the new site and repeat approvals.

Which option fits common scenarios?
Festival, wedding or exhibition lasting a weekend
Start with a tent or marquee if the primary need is a flexible covered gathering area. Add engineered flooring, accessible routes, toilets, emergency lighting, power, HVAC and a weather plan. A modular restroom or office can supplement the tent when secure rooms or higher-quality sanitary facilities are needed.
Construction site office and welfare compound
Choose modular buildings when supervisors need lockable offices, document storage, meeting rooms, drying space, kitchens, toilets or showers every working day. A tent can provide short-term covered storage or a break area, but budget separately for security, condensation control, heating and fire precautions.
Temporary classroom or public-service facility during refurbishment
Modular rooms usually provide the better controlled environment, acoustic separation, accessible circulation and repeatable utility connections. Confirm the occupancy classification, safeguarding, fire strategy, ventilation and duration approval before delivery.
Remote worksite with difficult access
Compare a smaller modular unit with a sectional or lightweight tent after a route and ground survey. A complete module may be impractical if no crane can reach the pad, while a tent may be practical only if anchors, ballast, power, toilets and weather protection can be transported and maintained safely.
Secure equipment store
Use a lockable modular store when theft, weather separation, insulation or inventory control matters. A tent is appropriate only where the contents are low value, supervised, or protected by a separately designed security system and insurance-approved controls.
Make the final decision
Score both options against the conditions that cannot be compromised: occupancy duration, required rooms, weather exposure, security, utilities, accessibility, fire strategy, site access and removal date. Reject any proposal that cannot provide a compliant design, clear responsibility for permits, verified anchoring or foundations, and a complete installed-cost scope.
The practical verdict is simple: use a tent or marquee for short-lived, flexible covered space when the site can accept anchors or ballast and you are prepared to supply every service around it. Use a modular building for enclosed, secure, serviced rooms and repeated daily use, especially when comfort, storage, toilets, welfare or relocation value outweighs the tent’s faster setup. In both cases, obtain the AHJ and fire-authority view before ordering, and treat erection and dismantling as safety-critical construction work.
