Mobile Crane vs. Tower Crane: Which Is Right for Your Jobsite?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose a mobile crane when your work is concentrated in planned lifts and the machine must arrive, set up, or move between positions. Choose a tower crane when the project needs sustained lifting coverage from an erected crane at a fixed location. Neither category is automatically stronger, faster, safer, or cheaper. The right choice depends on the actual load at its working radius, hook height, coverage area, lift frequency, access, support conditions, weather limits, setup time, and project duration.

This comparison uses “mobile crane” for wheel-mounted, rough-terrain, all-terrain, truck-mounted, boom-truck, and mobile-tower equipment, and “tower crane” for fixed-jib, luffing-boom, and self-erecting tower cranes. Those are broad equipment families, not single specifications. A qualified lift planner must match a specific model and configuration to your lift plan.

What is the difference between a mobile crane and a tower crane?

The central difference is the deployment model. A mobile crane is transported to the work area and normally performs lifts from a temporary setup position. Depending on its type, it may travel on public roads, move around a prepared site, or be repositioned between lift zones. A tower crane is assembled into an elevated, generally fixed installation and provides lifting coverage from that location for the period it remains erected.

Mobile cranes: several machine types under one name

OSHA’s construction scope includes wheel-mounted, rough-terrain, all-terrain, truck-mounted, and boom-truck mobile cranes. Their chassis, boom systems, travel capability, outrigger arrangements, and terrain limits differ substantially. A road-going all-terrain crane may be appropriate for urban access followed by work on a prepared pad; a rough-terrain crane is designed for site travel but still needs suitable ground and support; a truck-mounted crane may reduce transport complexity for particular jobs. “Mobile” does not mean that a crane can travel while carrying any load or that it needs no setup.

Tower cranes: fixed, luffing, and self-erecting configurations

OSHA also identifies fixed-jib, luffing-boom, and self-erecting tower cranes. A conventional tower crane is assembled from a base, mast, slewing unit, jib, counter-jib, ballast, and associated systems. A luffing-boom model changes jib angle to work in restricted airspace or on compact sites. A self-erecting tower crane can be transported and unfolded more quickly than a conventional tower, but it still needs a planned support location, erection procedure, and operating envelope. A self-erecting machine is therefore a tower-crane configuration with mobile delivery characteristics, not proof that all tower cranes and mobile cranes perform the same job.

Start with the lift, not the crane label

A rated-capacity number has meaning only under the conditions specified by the manufacturer. OSHA defines rated capacity as “the maximum working load permitted by the manufacturer under specified working conditions.” Those conditions typically combine the equipment configuration, working radius, boom or jib length, and other operating parameters.

For every candidate crane, read the model-specific load chart at the planned radius and configuration. A crane that is rated for a large load close to its center may have a much lower allowable load at the far end of its boom or jib. Include the hook block, slings, spreader beams, lifting accessories, and any other suspended equipment in the load calculation. Account for the load’s dimensions, center of gravity, wind area, and whether the lift is a simple vertical pick, a tailing operation, a tandem lift, or a placement over an obstruction.

The five measurements that usually eliminate unsuitable models

  • Maximum gross load: the heaviest planned pick, including below-the-hook equipment.
  • Working radius: the horizontal distance from the crane’s center of rotation or specified reference point to the load’s center of gravity at the critical part of the lift.
  • Hook height: the elevation required to clear the structure, transport vehicle, temporary works, and landing point.
  • Coverage: every area that must be reached, including loading bays, storage zones, and restricted or no-go areas.
  • Configuration: boom or jib length, counterweight, outriggers, ballast, luffing angle, mast height, reeving, and any required attachment.

Do not compare a mobile crane’s maximum capacity with a tower crane’s maximum capacity as if the figures were interchangeable. The useful comparison is each model’s allowable load at your actual radius, height, and configuration.

Mobile crane vs. tower crane: decision framework

Decision axis Mobile crane considerations Tower crane considerations
Deployment and duration Bring the crane to planned lifts, set it up, and reposition it when the work is phased or concentrated. Verify transport, setup, and relocation requirements for the chosen type. Install an erected crane when the project needs continuing coverage. Plan foundation or structural support, erection, climbing if applicable, and dismantling.
Reach, height, and capacity Use the exact load chart for radius, boom length, counterweight, outrigger position, and site configuration. Nominal maximum capacity is not a planning value. Use the exact tower-crane chart for jib arrangement, mast height, luffing angle, radius, ballast, and hook height. Capacity changes as radius and configuration change.
Site and support Provide a level, firm setup area and any engineered mats, cribbing, blocking, or other support required by the manufacturer. Check outrigger reactions and clearance. Provide the designed foundation or structural support, anchorages, ballast, plumb controls, erection exclusion zones, and inspection access.
Weather Follow the selected manufacturer’s wind and weather limits for travel, setup, and lifting. Include conditions that can change during the lift window. Operate within manufacturer wind recommendations or a qualified person’s determination where the manufacturer has not specified a limit. Plan out-of-service and storm positions.
Schedule and logistics Allow for transport permits, arrival, assembly, counterweight or boom installation, lift windows, and each relocation. Allow for delivery, erection, climbing, ongoing inspections, possible tie-ins, and final dismantling and removal.

When a mobile crane is usually the better candidate

Concentrated or phased lifting

A mobile crane can be efficient when a project has a small number of heavy picks, separate work fronts, or phases that do not require simultaneous coverage. The machine can be scheduled for a precast placement, plant installation, bridge component lift, façade operation, or a defined steel-erection sequence and then leave or move to the next position.

Changing lift locations

If the load points move substantially, a mobile crane may avoid the permanent coverage limitations of a single tower-crane position. That advantage exists only if the site has a route and setup areas that can support the machine. Moving may require lowering or securing the boom, removing counterweights, obtaining a permit, controlling traffic, or rechecking ground conditions at the new position.

Sites with limited tower-crane support options

A project may not have a location for a designed tower-crane foundation, tie-in, or ballast zone. A mobile crane can be a candidate where a suitably engineered temporary pad and outrigger support can be provided. The apparent simplicity is not a waiver of engineering: ground bearing, underground services, slopes, edges, excavations, and suspended loads still require assessment.

When a tower crane is usually the better candidate

Continuous vertical and horizontal coverage

A tower crane is intended to remain erected while crews repeatedly move materials across a building or industrial work area. This can suit multi-storey construction, dense structural sequences, and projects where deliveries and placement occur throughout the day rather than in isolated lift windows.

Height and restricted footprints

Mast sections, climbing systems, and jib arrangements can provide hook height and reach that would be difficult to obtain from a mobile setup at ground level. A luffing boom can help manage oversailing restrictions or neighboring structures, but the selected jib, radius, and height still have to be checked against the load chart and site airspace rules.

Long programmes that justify permanent coverage

Longer projects may benefit operationally from having the crane available rather than repeatedly mobilizing a mobile unit. There is no universal duration at which a tower crane becomes cheaper or more productive. Erection, foundation work, tie-ins, inspections, operators, dismantling, transport, and local rates all vary, so request a project-specific comparison instead of relying on a generic break-even rule.

Ground, foundation, and structural support

Support is a selection issue, not a late-stage detail. OSHA’s construction guidance states that a crane must not be assembled or used unless ground conditions are firm, drained, and graded sufficiently so that, together with blocking, mats, cribbing, or other support where necessary, the manufacturer’s specifications for adequate support and level are met. The controlling project entity has responsibilities for preparing and maintaining those conditions.

Mobile-crane checks

  • Obtain the manufacturer’s required ground bearing pressure, outrigger reaction data, minimum pad dimensions, and maximum permitted slope.
  • Locate excavations, basements, culverts, utilities, voids, retaining walls, underground tanks, and recently placed or uncompacted fill.
  • Design mats, cribbing, blocking, or a temporary platform for the actual reactions and soil conditions; never select support material by appearance or a generic load rating.
  • Confirm that the crane can enter, turn, deploy its outriggers, install counterweights or boom sections, and leave without striking structures or exceeding access limits.

Tower-crane checks

Under the U.S. OSHA construction rule, tower-crane foundations and structural supports must be designed by the manufacturer or a registered professional engineer. The design must address the crane reactions, anchorages or ties, soil and foundation conditions, level and plumb requirements, ballast, and the construction sequence. Erection and climbing plans must define component handling, exclusion zones, inspections, and communication. The foundation is part of the crane system; it cannot be treated as an ordinary slab without the required design.

Weather, wind, and operating limits

Wind affects both the crane and the load. Large panels, formwork, trusses, and wrapped materials can behave like sails even when their mass is within the chart. Establish wind limits for assembly, travel, lifting, luffing, climbing, and out-of-service conditions. Use the selected manufacturer’s instructions and the lift plan’s qualified-person determinations.

For tower cranes, OSHA requires operation within the manufacturer’s wind recommendations or a qualified person’s determination when the manufacturer has not specified a limit. The plan should state how wind will be monitored, who can stop the lift, how loads will be landed or secured, and what position the crane must occupy when out of service. A mobile crane plan needs equivalent attention to boom position, outrigger stability, travel, and changing weather during a short lift window.

Practical selection sequence

  1. Describe the heaviest pick. Record gross weight, dimensions, center of gravity, lift points, rigging, and any requirement for a spreader or lifting beam.
  2. Map the lift geometry. Measure pick radius, set radius, intermediate clearances, hook height, boom or jib clearance, and the areas that must remain free of people and obstructions.
  3. Define the work pattern. State the number of lifts, peak lifts per shift, working days, phases, delivery timing, and whether several crews need the crane at once.
  4. Screen access and setup. For a mobile crane, check road access, permits, turning space, assembly space, outrigger spread, and relocation routes. For a tower crane, identify the foundation or structural support position, erection access, tie-ins, climbing space, and dismantling route.
  5. Verify support. Have the responsible project team confirm soil, pavement, slab, excavation, utility, and edge conditions. Obtain engineered support details where required.
  6. Compare specific models. Ask the provider or qualified planner to apply each model’s load chart, manufacturer instructions, counterweight or ballast requirements, reeving, weather limits, and local rules to the complete lift plan.
  7. Document controls. Set exclusion zones, signaling and radio protocols, traffic controls, inspection intervals, emergency arrangements, and stop-work authority before mobilization.

Named equipment examples: useful specifications, not universal limits

Published model data can illustrate why a type label is insufficient, but it cannot establish an industry-wide comparison.

Published example Stated information How to use it
Ainscough mobile tower-crane fleet Ainscough states that its current Liebherr mobile tower cranes offer maximum lifting capacities of up to 8 tonnes and self-erecting operation. The comparison was published September 17, 2026. This is a fleet and company-published claim. Confirm the exact crane, configuration, radius, and operating conditions; do not generalize the figure to all mobile cranes or tower cranes.
Spierings SK1265-AT6 eLift The manufacturer lists a maximum load of 10,000 kg at up to 13.2 m, a 1,700 kg tip load, a 60 m jib, maximum lifting height of 64.2 m with a 30-degree luffed jib, and an 11-minute setup time. These are manufacturer specifications for that model and stated configuration. They are not a like-for-like industry benchmark or a guarantee for another site.

The two examples also show why “mobile” and “tower” are not mutually exclusive descriptions in every product name. A mobile tower crane combines road or site mobility with a tower-crane lifting arrangement, so the planner must examine both transport/setup constraints and tower-style radius and height data.

U.S. compliance points to include in the plan

The regulatory details below are U.S.-specific and refer to OSHA’s construction rules. Projects in other countries must use the applicable regulator, standards, and competent-person requirements.

Scope and equipment categories

OSHA 29 CFR 1926.1400 covers the construction crane categories described above, including mobile and tower equipment. Confirm whether attachments, self-erecting units, specialized carriers, or work near power lines trigger additional provisions.

Tower-crane erection and operation

OSHA 29 CFR 1926.1435 addresses foundations and structural supports, erection and climbing, wind, plumb, ballast, component inspections, and post-erection load testing. These obligations affect the programme: the crane cannot simply be delivered and used without the designed support, documented assembly sequence, inspections, and required tests.

Load charts and outrigger support

OSHA safety guidance tells workers to consult the crane load chart and emphasizes adequate support under mobile-crane outriggers. Keep the current chart and manufacturer instructions available to the operator and lift director, and ensure the configuration on site matches the chart used in planning.

Common selection mistakes and how to correct them

Choosing by maximum capacity alone

Why it fails: Maximum capacity may apply only at a short radius, specific boom or jib length, full counterweight, or special support condition.

Correction: Start with the heaviest and farthest lift, then select from the chart at the required radius, height, and configuration with rigging included.

Assuming a visible slab or roadway is strong enough

Why it fails: Surface appearance does not reveal voids, buried services, weak fill, edge effects, or the concentrated reactions under outriggers or tower foundations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: Obtain ground information and an engineered support solution from the responsible project team before mobilization.

Ignoring setup and relocation time

Why it fails: A mobile crane may need permits, counterweight trucks, assembly, traffic control, and a new stability check at every position. A tower crane may need foundation curing, erection crews, climbing, tie-ins, and dismantling.

Correction: Put every setup, move, inspection, and removal activity on the programme and price it with the provider.

Treating wind as only an operator issue

Why it fails: Wind limits affect planning, material selection, monitoring, stop-work decisions, and the crane’s parked or out-of-service position.

Decision examples

Choose a mobile candidate first

A contractor has four large plant lifts over two days, with adequate road access and a verified setup pad beside the plant room. The loads have defined radii and no need for daily coverage afterward. The assessment should begin with an all-terrain, rough-terrain, truck-mounted, or mobile-tower option whose chart meets the farthest lift, then account for transport, counterweight, outrigger support, and the planned lift windows.

Choose a tower candidate first

A multi-storey project needs repeated placement of reinforcement, formwork, façade materials, and pallets across several elevations for many months. The team can provide a designed foundation or structural support and a controlled erection zone. A tower crane assessment should address mast height, jib or luffing arrangement, radius capacity, tie-ins or climbing, wind and out-of-service positions, delivery coordination, inspections, and dismantling access.

Use a two-stage or hybrid plan

Some projects need a tower crane for sustained building coverage and a mobile crane for erection, heavy initial picks, or dismantling. That is not automatically wasteful, but it requires coordinated exclusion zones, lift sequencing, access planning, and separate load charts and support designs. Compare the complete sequence rather than assuming one crane must perform every lift.

Bottom line for your jobsite

Assess a mobile crane first when mobility, short or phased lift windows, and changing work locations are decisive and the site can support transport and outriggers. Assess a tower crane first when the project needs continuous coverage, substantial hook height, and repeated lifts from a prepared location. In either case, the decision is valid only after a specific crane model passes the load-chart, radius, height, support, weather, access, schedule, and regulatory checks. Take those measurements and drawings to a qualified crane provider or lift planner; the category name alone is not a safe equipment specification.
