Start with Bishkek City Hall’s municipal call center: 1840 or 1850. The city lists both numbers as operating around the clock. You can also send problem photographs to 0554 182-185 or file a report in the Bishkek 312 mobile app. For construction dust, tracked mud, debris, or sanitation concerns, contact the Municipal Inspectorate at 0312 67-12-14, WhatsApp 0 999 67 12 14, or [email protected].
A quick report is useful for alerting the city, but a formal written or electronic appeal creates a clearer legal record. The Kyrgyz appeals law requires identifying and contact details, a factual description of the issue, and supporting material where available. It also sets registration and response periods. The steps below show which route fits noise, dust, and blocked access, what evidence to collect safely, and what to expect after filing.

Call while the problem is happening
For a noisy operation or blocked entrance, calling while the activity is occurring gives the intake operator a current time and a specific condition to record. State whether the work is still underway, which entrance or route is affected, and whether the problem is recurring. Ask for the report or reference number before ending the call.
Send photographs without entering the site
Take photographs from a public place, your property, or another lawful and safe position. Do not climb barriers, enter an active work area, stand in traffic, or approach machinery to obtain a closer image. A wide image that establishes the street and a closer image showing the dust, mud, debris, equipment, or obstruction are usually more useful than many nearly identical photographs.
Document the facts before you complain
A precise record helps an operator or inspector locate the site and understand how the activity affects you. Record the following in a note on your phone or on paper:
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteWindows Errors? Fix Them Before They Spread
Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstall- Construction-site address, building number, nearest intersection, and a recognizable landmark.
- Date and local time when the problem started, stopped, or was observed.
- What you saw or heard: drilling, demolition, trucks, generators, earthworks, water spray, tracked soil, piles of waste, or a physical barrier.
- How the condition affects you: sleep, ability to enter or leave, use of a sidewalk or road, visibility, cleanliness, or access for deliveries and visitors.
- Whether the problem is continuous, intermittent, or repeated on particular days.
- Photographs or video made from a safe location, with the original file date preserved where possible.
- Your preferred contact method and whether you are reporting as a resident, tenant, property owner, worker, or visitor.
For recurring noise, maintain a dated log rather than relying on memory. For dust or mud, note weather only if it helps distinguish construction-related material from ordinary dirt, and describe what is visible without assigning a technical pollution level. For blocked access, identify the exact doorway, driveway, sidewalk, lane, or route affected and the times when it cannot be used.

How to report construction noise
Check the published quiet hours
Bishkek City Hall’s notice on the Kyrgyz Law on Silence states that noise is prohibited from 22:00 to 07:00 on weekdays and from 22:00 to 09:00 on weekends and public holidays. The notice describes prohibited noise broadly as loud sound that interferes with people resting, sleeping, or living peacefully. It does not, on the page reviewed, provide a separate construction-noise hotline or describe a construction-specific exception. Read the city notice at https://www.bishkek.gov.kg/ru/post/31680.
When calling, state the day of the week, the start and end times, the type of equipment or activity, and whether the sound falls within the applicable restricted period. A log showing several dates is more informative than a general statement that the site is “always loud.” Record the effect on your household or premises without exaggerating the description.
What to include in a noise report
- Give the site address and your location in relation to it.
- State the exact date and time of the current or most recent noise.
- Name the activity you can identify, such as breaking concrete, pile driving, truck loading, or a generator.
- Explain whether the event is within the weekday or weekend/public-holiday quiet hours.
- Describe the practical effect, such as waking residents, preventing conversation, or making a room unusable.
- Provide your dated log or recordings if the receiving channel accepts them, and keep the originals.
Audio recorded on a phone can establish timing and the character of a sound, but it does not by itself prove a legal decibel limit. Do not claim a measured level unless you used an appropriate instrument and can explain its calibration and conditions.

In your message, ask the Inspectorate to assess the construction-related dust, tracked soil, debris, or sanitation condition. Give the exact location, dates and times, which street or sidewalk is affected, and how people are exposed to the material. Attach photographs that show both the source area and the condition of the public space.
Explain tracked soil and wheel-washing concerns accurately
In an April 12, 2024 notice, Bishkek City Hall said construction organizations must install vehicle-wheel washing points under paragraph 8.20 of the city improvement rules. The notice said that when a construction site pollutes a street or roadway, the instructed response can include suspending construction work until the violation is eliminated. Read the notice at https://www.bishkek.gov.kg/en/post/28992.
This supports a specific report about trucks carrying mud onto a roadway or a site failing to control visible construction pollution. It does not establish that every dust complaint automatically results in a work stoppage, nor does the notice publish a numeric dust threshold. Describe what is visible and where it accumulates instead of inventing a measurement.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesPhotograph dust and debris safely
- Take one image showing the site entrance, street name, building number, or another location marker.
- Take another showing the material on the roadway, sidewalk, adjoining property, or vehicle.
- Photograph repeated conditions on separate dates and keep the original files.
- Do not stand in a traffic lane, walk under suspended loads, or enter a fenced area.
What to do when construction blocks access
The reviewed Bishkek sources do not clearly identify a single office or current dedicated number for a construction project that blocks access to a home or business. Start with the city call center at 1840 or 1850 or use Bishkek 312, give the exact address, and ask that the report be routed to the service responsible for the obstruction. The city’s general contact guidance is at https://www.bishkek.gov.kg/ru/post/18208.

Describe the obstruction so it can be acted on
- Identify the entrance, driveway, gate, sidewalk, alley, or road that is blocked.
- State whether the blockage is complete or partial and whether an alternative route exists.
- Record when it began, when it is normally cleared, and whether it recurs.
- Photograph the barrier, parked equipment, excavated area, fencing, debris, or mud from a safe position.
- Explain the practical consequence, such as residents being unable to reach a doorway, vehicles being unable to leave, or a business losing customer access.
- Tell the operator if a person with limited mobility, a delivery, or another time-sensitive need is affected, without disclosing unnecessary personal information.
Do not move machinery, fencing, cones, or construction materials yourself. If the obstruction creates an imminent risk of injury, collapse, fire, or trapped people, move away and use a verified emergency service. The municipal complaint numbers above should not be presented as a confirmed emergency-response line; a dedicated emergency route for this scenario was not established in the published material.
When to make a formal written or electronic appeal
Use a formal appeal when the problem is persistent, the quick report produced no usable response, you need a documented decision, or several public bodies may have responsibilities. The official English text of the Kyrgyz Law on the procedure for considering citizens’ appeals is available through the Personal Data Protection Agency at https://reestr.dpa.gov.kg/en/npa/15. The source identifies Law No. 67, adopted May 4, 2007, with amendments listed through July 27, 2016.
Required elements of a written appeal
The law says a written appeal should identify the receiving state body, local self-government body, or responsible official; give the applicant’s name and postal address for a reply; set out the substance of the issue; and include a personal signature and date. A complaint or application should be substantiated and may include supporting documents.
Address the appeal to the body whose competence most closely matches the issue. For dust, debris, sanitation, and improvement-rule concerns, the Municipal Inspectorate is a logical recipient. For a mixed complaint involving noise, access, and street conditions, you may address Bishkek City Hall and identify the specific municipal channel through which you first reported it.

Required elements of an electronic appeal
The law specifies the recipient body or official, the applicant’s name, a contact telephone number, residential address, and the substance of the appeal. It expressly allows electronic document copies and internet links to photographs or video. Attach files in a format the receiving system accepts, or provide links that can be opened without special permission. Keep a copy of the message and every attachment.

| Stage | Rule described in the law | What you should do |
|---|---|---|
| Registration | Within one working day after receipt by a competent body | Keep the incoming number, email confirmation, or other proof of delivery. |
| Ordinary consideration | Generally within 14 working days after registration | Count from registration, not merely from the day you drafted the complaint. |
| Exceptional extension | Up to 30 calendar days where a special inspection, examination, additional materials, or other measures are needed; the applicant should be notified | Save the extension notice and its stated reason. |
| Several competent bodies | The appeal is to be forwarded to the relevant bodies within five working days | Ask which body received the forwarded matter and retain the original reference number. |
If the recipient lacks competence, the law says the body should redirect the appeal or explain where to apply. If you disagree with the resulting decision, the law states that the decision may be challenged in court. A court challenge is a separate legal step; this guide does not set a filing deadline or provide legal advice about it.
Choose the route that matches your objective
| Your objective | Best first step | Evidence to emphasize |
|---|---|---|
| Notify the city while noise, dust, or an obstruction is active | Call 1840 or 1850; send photographs to 0554 182-185 or use Bishkek 312 | Current address, exact time, activity, and immediate effect |
| Request assessment of dust, tracked mud, debris, or sanitation | Municipal Inspectorate: 0312 67-12-14, WhatsApp 0 999 67 12 14, or [email protected] | Street or sidewalk condition, repeated dates, and clear photographs |
| Create a formal record and obtain a reasoned response | Written or electronic appeal under Law No. 67 | Required identity and contact details, factual chronology, attachments, and prior report numbers |
| Report blocked access when no specific office is clear | City call center or Bishkek 312; request routing to the responsible service | Exact access point, degree and duration of blockage, and safe photographs |
You can combine routes without duplicating the same narrative unnecessarily: make a prompt call or app report, then refer to its reference number in a formal appeal if the condition continues. A formal appeal should add a clear request and chronology rather than simply repeating an earlier message.
Follow up without weakening your complaint
Keep a compact case file
- The date and method of every report.
- Reference, ticket, or registration numbers.
- Names or departments provided by the receiving service.
- Copies of emails, screenshots, photographs, videos, and attachments.
- A log of continuing noise, dust, mud, or access interruptions after the first report.
- Any response, inspection notice, promised action, or explanation of redirection.
Send a focused follow-up
When the stated period has passed, identify the original registration number, summarize only the new facts, and ask for the current status or the name of the competent body. If conditions changed, add the new dates and photographs. Avoid sending multiple messages with conflicting addresses or times; consistency makes the record easier to verify.
Protect privacy and personal safety
Share only information needed to identify the problem and contact you. Avoid publishing children’s faces, unrelated neighbors, license plates, or private documents in an open link. Do not confront workers, block vehicles, or enter the site to gather evidence. A clear, safely obtained record is more useful than a risky close-up.
Quick Recap
Common mistakes to avoid
- Using only a general description: “Construction is bad” does not tell an inspector where or when to look. Give an address, dates, times, and a specific condition.
- Leaving out quiet-hour details: For noise, state whether the event occurred between 22:00 and 07:00 on a weekday or between 22:00 and 09:00 on a weekend or public holiday.
- Claiming an unsupported measurement: The cited city materials do not publish a numeric dust threshold. Describe visible dust, mud, or debris instead of inventing a concentration.
- Assuming a work stoppage is automatic: The city’s 2024 notice describes possible suspension where construction pollution of a street or roadway is found and remains uncorrected; it does not promise suspension for every report.
- Treating the call center as emergency response: The published municipal numbers are complaint-intake channels, not a verified emergency service for imminent danger.
- Sending an anonymous formal appeal: The law requires identifying and contact information for written and electronic appeals.
- Failing to preserve proof: Without a reference number, dated files, or a copy of the appeal, follow-up becomes harder.
