The Metro Inner Development Assessment Panel (DAP) approved revised plans for a four-storey LyLo hotel at 19 Essex Street, Fremantle, in a 4–1 vote reported on 3 December 2024. The proposal was reported as an $8 million development with 80 rooms and 247 beds. The City of Fremantle recommended rejecting the revised plans, while residents raised concerns about density, noise, heritage and neighbourhood amenity.
What the DAP approved
The proposal is for 19 (Lot 8) Essex Street, under Metro Inner DAP reference DAP/24/02724. The City of Fremantle’s September 2024 agenda identifies Developed Property as the applicant, Kvarken Pty Limited as the owner, and an estimated development value of $8 million. How the decision unfolded
The City’s September agenda records a council recommendation to support the officer recommendation to approve the tourist development, subject to conditions. After the DAP sought revised plans, however, the City recommended that the revised version be rejected. The DAP made the final reported decision, approving those revised plans 4–1 on 3 December 2024. What changed in the revised plans
PerthNow reported that the proposed height was reduced from 13.8 metres to 13.32 metres. The revised proposal remained four storeys; the reported reduction did not remove the height and scale concerns raised by objectors. PerthNow, 3 December 2024.
Why the proposal was controversial
Submissions recorded in the City’s planning material raised concerns about the number of rooms and beds, noise and activity, construction impacts, anti-social behaviour, the proposal’s relationship to the heritage streetscape, and whether more budget accommodation was needed. The assessment also identified potential benefits: affordable visitor accommodation, adaptive reuse of existing buildings, communal facilities, possible activation and accessibility rooms. Those were planning considerations, not outcomes already delivered. The competing considerations are practical: adding visitor accommodation and activity to the city centre while managing building scale, nearby amenity and the character of the heritage precinct.
Conditions and their limits
The City’s planning record includes proposed conditions addressing operational management, construction, heritage and amenity matters. Conditions can set requirements for how a development is built and operated, but their existence does not establish that noise, activity or other impacts will be absent. Approval is not confirmation the hotel is open
The reported decision concerns planning approval. The available reports do not establish whether construction has started, whether the project has since changed, or when the hotel might open or accept bookings. PerthNow identified the decision maker as the Metro Inner DAP; the City agenda also identifies the application as a Metro Inner DAP matter, not a Western Australian Planning Commission approval.
