Mercy Village is a planned 66-unit permanent supportive housing development at 3015 Park Avenue in Merced: 65 homes for residents and one manager’s unit. The project is designed for people with special needs, including people experiencing or at risk of homelessness, and includes units designated for people with severe mental illness. The sources available for this update document the project’s plans, approvals and funding commitments, but do not independently confirm the groundbreaking date or current construction stage.
What is Mercy Village?
Mercy Village is a proposed three-story apartment development on a 1.54-acre site near Alexander Avenue and Park Avenue. California environmental-review records identify it as Site Plan Review #487 and describe 66 apartments: 65 permanent supportive housing units and one manager’s unit. The CEQA Clearinghouse project record was received and posted January 26, 2022.

Project materials describe one-bedroom apartments, a clubhouse or community area, and space for services and counseling. UPholdings says resident services are planned in partnership with the Merced County Department of Behavioral Health and Recovery Services. The developer’s project page provides those design and service details.
Who is the housing intended to serve?
The developer says 31 units are designated for the No Place Like Home population: people experiencing or at risk of homelessness who also have severe mental illness. The remaining supportive homes are intended for special-needs households, including people experiencing homelessness. The City’s 2024 record describes the development as affordable permanent supportive housing.

What affordability commitments are documented?
A City of Merced City Council record approved January 16, 2024, says the Housing Authority of the County of Merced had committed 65 project-based vouchers for the project. Under the terms described in that record, qualifying tenants pay no more than 30% of their income toward rent; actual household contributions depend on income and eligibility.
The same regulatory-agreement record sets a 55-year affordability term and specifies income-affordability tiers for designated units. These are commitments described in the City’s January 2024 council record, not a statement that every resident will pay the same rent.

What funding has been announced?
On December 30, 2025, the City of Merced announced a conditional Homekey+ award of $28,257,013 for Mercy Village. The City listed the components as:
| Funding component | Amount announced by the City |
|---|---|
| Capital | $26,454,012 |
| Operating | $1,203,001 |
| Additional operating support for veteran units | $600,000 |
The announcement said documentation, acceptance terms and a Project Standard Agreement were still being completed at that time. The award should therefore be understood as conditional, not as confirmation that the money had been disbursed or all funding agreements finalized. See the City’s December 30, 2025 announcement.

What is confirmed about the groundbreaking and construction?
The project title describes a groundbreaking celebration, but the available City, CEQA and developer materials do not establish its date, attendees, remarks or whether construction has begun. UPholdings’ project page displays the status “Predevelopment.” That label may not reflect a later change, but the available records do not resolve the discrepancy. The City or developer would need to confirm the ceremony and present construction status before those details can be stated as fact.
