Phase 1 is a major rehabilitation of Maryland’s eastbound Bay Bridge span, combining deck replacement with steel, barrier, signal, utility, and stormwater work. The Maryland Transportation Authority (MDTA) currently anticipates overall completion in spring 2027; individual construction nights and traffic conditions can change, so drivers should check MDTA’s live updates before travelling.
Which Bay Bridge is this, and what is Phase 1?
This project is on the Chesapeake Bay Bridge in Maryland, not the San Francisco–Oakland Bay Bridge. MDTA describes replacement of the eastbound span’s deck-truss sections as the first phase in a series of projects intended to maintain safe, working conditions over coming decades. The authority describes the span as 71 years old in its project-page context; that is MDTA’s stated figure, not an independently recalculated age. MDTA project overview.
Phase 1 is broader than laying a new driving surface. MDTA lists these elements:
- Replacement of the deck floor system.
- Barrier upgrades, including replacement of the suspension-span barrier wall.
- Structural rehabilitation of the steel superstructure.
- Replacement of lane-use signal gantries.
- Utility relocations and off-site stormwater management.
How is the deck being replaced?
New precast deck sections were fabricated off-site and barged to the bridge. MDTA says marine-based equipment is being used to replace panels, reducing the need for delivery-related lane closures. In the October 2022 contract announcement, the authority described the intended overnight sequence: close the eastbound span, route two-way traffic on the westbound span, remove at least one deck section and install a precast assembled section during the same overnight shift, then reopen for morning commuters, weather permitting. MDTA reported that deck panels on the Eastern Shore side of the eastbound span had been replaced as of summer 2025. The authority also said that additional truss strengthening west of the suspension span and suspension-span barrier-wall replacement were added to the contract that summer; truss strengthening east of the suspension span had already been completed. These are dated progress details, not a live status report.
When is the work expected to finish?
MDTA’s project page says major construction began in late fall 2023 and forecasts overall completion in spring 2027. Its estimated timeline, identified as updated winter 2026, gives the following ranges. They are estimates, not guarantees.

The current project-page forecast is later than the October 2022 contract announcement’s anticipated winter 2025/2026 completion. The project page’s spring 2027 estimate is the applicable published forecast for the overall project; the listed barrier-wall work extends into winter 2027.
Will the Bay Bridge close overnight?
The construction plan uses overnight eastbound-span closures for deck work, with two-way traffic on the westbound span when conditions allow. But the project materials reviewed do not establish upcoming closure dates or hours. Do not rely on historic work windows as a current schedule. Check MDTA’s BAYSPAN traffic information service for current conditions and alerts before setting out.

How does the project affect boaters?
MDTA says the project’s 6-knot waterway speed limit does not affect the shipping channel. The authority describes the limit as applying 1,000 feet north and south of the bridge. Its mariner guidance also tells boaters to stay clear of overhead work and maintain 300 feet from construction equipment and support vessels. MDTA approved a $140 million construction services contract for a portion of Phase 1 in 2022. That figure is the value of the announced contract, not an established total cost for the entire project. The announcement also quoted MDTA Chairman and Maryland Transportation Secretary James F. Ports, Jr.: “The MDTA is putting innovation at the forefront to deliver this needed re-decking to enhance safety and preserve the Bay Bridge.”
