Marine Aggregate vs. Land-Won Gravel: Differences in Uses and Processing

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Marine aggregate and land-won gravel are both natural sources of construction aggregate. Marine aggregate is dredged from the seabed; land-won gravel is excavated from terrestrial deposits. Neither is automatically better. The suitable choice depends on the delivered product’s grading, cleanliness, strength, required washing, transport distance, intended use and the environmental constraints at the extraction and construction sites.

Marine material may need washing to reduce chlorides, while land-won material may need washing to reduce excess clay or silt. Both can be processed by screening, grading and classification and can be used in concrete and infrastructure when they meet the project specification.

What is the difference between marine aggregate and land-won gravel?

“Marine aggregates” are sand and gravel removed from the seabed. The UK Government’s Marine Planning Glossary defines them as “sand and gravel removed from the seabed, commonly intended for use in the construction industry, but may be used in flood defence and other industries.” Land-won gravel comes from deposits on land, including natural sand-and-gravel workings and quarried or excavated mineral deposits.

The distinction describes the source and extraction route, not a guaranteed finished-product quality. Once either material has been processed, its suitability is judged by the properties of the supplied aggregate: particle-size distribution, cleanliness, contaminant limits, shape, strength, moisture condition and compliance with the project specification.

Comparison point Marine aggregate Land-won gravel
Natural source Sand and gravel on the seabed Sand and gravel or other aggregate deposits on land
Primary extraction Dredging, followed by landing at a wharf or other marine facility Excavation or quarrying on land
Typical treatment issue Chlorides and marine-derived fines or salts may require control Clay, silt and other fines may require control, depending on the deposit
Potential applications Concrete, infrastructure, fill, coastal protection, flood defence, land reclamation and beach replenishment Concrete, mortar, roadstone or asphalt, drainage, fill and railway ballast, subject to specification
Main environmental receptors Seabed habitats, benthic ecology, fish, coastal facilities and vessel movements Landscape, agricultural land, dust, noise, traffic, energy use and emissions
Transport question Distance from landing point to the market, and feasibility of water or rail movement Distance from quarry or gravel pit to the market, with road, rail or water options where available

A project should therefore compare an actual marine product with an actual land-won product, not assume that one category has a universal performance advantage.

How each source is extracted

Marine dredging and landing

Marine aggregate is removed from approved seabed areas by dredging. The dredged material is transported by vessel and landed at a wharf or another receiving facility. Processing can take place at the landing point, allowing the operator to screen, wash, grade and classify material before dispatch to customers.

The seabed location, dredging method, permitted area, landing facility and onward transport route all affect the practical outcome. A deposit that is close to a wharf may be competitive for a coastal project even when a land quarry is closer to the construction site by road. Conversely, a site with limited wharf capacity or a long final road haul may lose that advantage.

Land excavation and quarrying

Land-won gravel is extracted from terrestrial deposits. A general aggregate sequence described by the British Geological Survey can include drilling and blasting, extraction, crushing and milling, washing, screening and classification. That sequence is a description of aggregate production in general, not a claim that every sand-and-gravel operation uses every stage.

Natural gravel may need little or no crushing if the deposit already contains usable rounded particles. Hard-rock quarry products normally require more crushing and shaping to create the specified sizes. In either case, screening and grading are product-control steps: they separate particles into saleable size ranges and remove material outside the agreed limits.

What processing does marine aggregate need?

Marine and land-won aggregate can both require processing. The correct treatment is determined by the deposit and the end-use specification rather than by the source label alone.

Washing for chlorides, clay and silt

Washing marine-derived material can remove chlorides. Chloride control matters where the aggregate will be used in a system in which salts could contribute to corrosion risk or otherwise breach the project’s limits. Washing land-based material can reduce excessive clay and silt. The amount and type of washing required varies with the deposit, the intended product and the test results.

Washing is not a simple “marine versus land” rule. A clean land-won deposit may need little washing, while a particular land deposit with high fines may need substantial treatment. A marine deposit may be suitable after washing and classification, but the delivered product still has to demonstrate compliance with the relevant specification.

Screening, grading and classification

Screening separates particles by size. Grading or classification creates the size distribution required for a product such as concrete aggregate, drainage stone or constructional fill. Operators may blend separate fractions to reach a target grading. These controls are important for workability, void content, drainage behaviour and the consistency of batching.

Crushing and shaping

Some operations crush oversized or weak pieces, or process rock into specified sizes. The need for crushing is determined by the deposit and the product being made. It should not be inferred solely from whether the material came from the sea or from land.

Moisture and stockpile control

Marine material is landed and stored in a setting where moisture and drainage need to be managed. Land-won material can also arrive wet after washing or weather exposure. Moisture affects handling and concrete batching, so the supplier’s declared condition and the site’s storage arrangements should be considered alongside grading and cleanliness.

Is marine aggregate suitable for concrete?

It can be, provided the processed material meets the concrete specification. The Concrete Society states that marine aggregate’s shape, strength and other physical characteristics are generally identical to those of high-quality land-based aggregates. That statement supports a product-based assessment, not a blanket approval for every dredged load.

For a concrete application, request the supplier’s current test certificates and confirm:

  • the particle-size grading and permitted variation;
  • cleanliness and the limits for clay, silt, shell or other unwanted material;
  • chloride or salt-related results where the specification requires them;
  • particle shape, strength and durability properties required for the mix or structural use;
  • moisture information needed for batching and storage; and
  • the source, processing route and quality-control arrangements for the supplied product.

The same checks apply to land-won gravel. “Land-won” is not a substitute for test evidence: a terrestrial deposit can contain too much clay, silt or other fines for a particular concrete use unless it is washed and correctly graded.

What are marine and land-won aggregates used for?

Concrete and mortar

Both sources can supply aggregate for concrete and mortar when grading, cleanliness, strength and other specified properties are achieved. The mix designer or engineer should approve the actual product, not merely the extraction category.

Roads, asphalt and infrastructure

Aggregates are used in roadstone or asphalt, constructional fill, drainage courses and railway ballast. BGS identifies these as established aggregate uses. The required size, shape, resistance and cleanliness differ between applications, so a product suitable for fill may not be suitable for a high-demand surface course or structural concrete.

Coastal and marine works

Marine aggregate has uses beyond ordinary building materials. Public-sector sources identify land reclamation, beach replenishment, flood defence and coastal protection as applications. Its availability at a marine landing point can be useful where the project itself is on the coast or where material can be moved by water.

House building and transport infrastructure

The Office for National Statistics reports that marine aggregate has supported house building, transport infrastructure, beach replenishment and coastal defence in the UK. Land-won aggregate also supplies the broad construction market, but the economic and environmental outcome depends on the specific source and delivery route.

Environmental impacts: compare the whole supply chain

There is no universal environmental winner between marine and land-won gravel. The relevant comparison covers extraction, processing, transport, restoration or mitigation and the sensitivity of the affected site.

Marine extraction effects

Dredging can disturb seabed habitats and benthic ecology and can affect fish or other marine receptors. The scale and significance depend on the permitted area, dredging method, timing, sediment conditions, ecological sensitivity and mitigation. Vessel movements and activity at the landing facility also form part of the assessment.

Land extraction effects

Land quarrying and processing can cause landscape change, dust, noise, energy use, emissions and loss of agricultural land. Vehicle movements can add traffic, fuel use and local noise. Site design, working methods, restoration plans and the distance to customers influence the resulting impact.

Transport and processing energy

Transport can dominate the practical difference when one source is much closer to the project. A marine source may move bulk material efficiently by water to a coastal landing point, but a long final road journey can reduce that benefit. A land source may be close to the site, or it may require a long haul from a remote quarry. Rail or water transport can reduce transport impacts where infrastructure, loading facilities and volumes make it feasible.

Processing at the source or at a marine landing point can reduce the distance that unprocessed material travels. It can also create washing-water, energy and handling requirements. Compare the complete route rather than counting only the dredging or quarrying stage.

UK supply and resource context

The Office for National Statistics reported that the UK extracted approximately 15–20 million tonnes of marine aggregate per year over the decade preceding its 2021 publication. In 2019, 18% of marine aggregate removal was used for beach nourishment. The same 2021 bulletin estimated 356 million tonnes of primary marine aggregate reserves as of 2020 and around 22 years of permitted production at that time. Those reserve and production figures are dated estimates; they should not be presented as a current national reserve balance.

BGS gives an overview figure of approximately 260 million tonnes per year from all UK aggregate sources. This is an all-source estimate, not marine-only output and not a direct marine-versus-land comparison. BGS also states that typically 10% of material extracted by quarrying becomes mineral waste. That figure should not be applied automatically to marine dredging, whose extraction and processing route is different.

How to choose between the two sources

Use the following sequence for a real project. It keeps the decision focused on the delivered material and the project constraints.

  1. Define the application. State whether the material is for concrete, mortar, asphalt or roadstone, drainage, constructional fill, railway ballast, beach replenishment, flood defence or another use.
  2. Set the required grading. Identify the size fractions, grading envelope and tolerances required by the design or procurement specification.
  3. Set cleanliness and contaminant limits. Include clay, silt, shell, chlorides or other limits relevant to the application.
  4. Request evidence from each candidate source. Obtain current supplier test certificates, product descriptions, processing details and quality-control information for the exact material proposed.
  5. Check processing requirements. Establish whether washing, screening, classification, crushing or blending is needed, and where each step will occur.
  6. Map the logistics route. Compare distance from quarry or marine landing point to site, loading and unloading facilities, road restrictions, and the feasibility of rail or water transport.
  7. Assess environmental and planning constraints. Consider marine ecology and fisheries for dredging, or landscape, agricultural land, dust, noise, traffic and emissions for land extraction. Review local approvals and conditions.
  8. Compare delivered cost and programme risk. Include processing, testing, storage, demurrage or waiting time where relevant, haulage, weather exposure and the availability of replacement loads.
  9. Obtain project approval. Have the designer, engineer or responsible technical authority approve the selected product before ordering bulk quantities.
Decision question Why it matters Evidence to request
Does the grading match the design? Incorrect size distribution can affect workability, voids, drainage and performance. Current grading results and product limits
Are contaminants within limits? Chlorides, clay, silt and other fines can make a product unsuitable for a stated use. Relevant cleanliness and chloride tests
What treatment is required? Washing, screening, crushing and blending affect cost, water use and consistency. Process description and quality-control records
How far must it travel? Haul distance and mode influence cost, emissions, traffic and programme reliability. Route, mode, loading point and delivery plan
What local constraints apply? Permits and environmental receptors can restrict extraction, processing or delivery. Planning, marine licence and site-condition information

Common mistakes and how to avoid them

Assuming marine aggregate is salty and unusable

Marine origin signals a potential chloride-control requirement, not automatic rejection. Ask how the material is washed, tested and classified, then compare the results with the project limit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming land-won gravel is automatically clean

Terrestrial deposits can contain excessive clay or silt. Require grading and cleanliness data and confirm whether washing is part of the supplied product.

Choosing by source name instead of product specification

Two loads from the same broad source category can have different grading, moisture and contaminant results. Approve the actual product and its current certificates.

Comparing extraction impacts but ignoring delivery

A nearby source with a short, efficient haul can have a different outcome from a distant source moved through several handling stages. Include the full route and mode in the comparison.

Using dated national statistics as a project forecast

National figures describe a particular year or estimate. They do not establish current local availability, price, reserve status or delivery capacity. Confirm those matters with suppliers and the relevant authorities.

Tax and regulatory context in the UK

HMRC guidance states that UK marine-dredged aggregate follows the same commercial exploitation rules as land-based aggregate. For the levy, the originating site is where marine material first lands in the UK. HMRC updated this guidance on 26 February 2026, including information about Aggregates Levy devolution to Scotland from 1 April 2026.

This is a tax and administration distinction, not evidence of a difference in material performance. A project team should confirm the applicable levy treatment, marine permissions, planning conditions and local environmental approvals for the specific operation and location.

Practical conclusion for contractors and designers

Marine aggregate is often attractive for coastal, reclamation and defence work and can also serve concrete and infrastructure markets after appropriate processing. Land-won gravel remains a flexible source for concrete, roads, drainage, fill and ballast. The correct choice is the source that can reliably deliver the required grading and cleanliness, with acceptable processing, transport, environmental and regulatory consequences.

Before committing to either source, compare supplier test certificates, washing and screening arrangements, delivered route, transport mode, project approvals and site-specific environmental constraints. That evidence-based comparison is more reliable than treating “marine” or “land-won” as a quality grade.
