The concerns, reported by Caucasian Knot on October 10, 2026, raise questions not only about the appearance of new buildings but also about construction legality, infrastructure capacity and what authorities have done to address the problem.
What residents say is changing in Makhachkala
Madina Ibrahimova, an activist with the Our City movement, wrote on Telegram on October 9 that the city was losing its architectural character as residents remained silent about construction. She argued that the effects go beyond aesthetics, pointing to pressure on electricity, water and sewerage networks, as well as schools, kindergartens and clinics. These are her reported concerns, not an independent assessment of capacity at particular sites. Caucasian Knot’s report covered the residents’ statements.

Ibrahimova also said the historic lighthouse, once visible from almost all sides, is now obscured by construction. Resident Albina similarly said a nearby high-rise had blocked the view and was likely illegal. The available reporting does not establish the legal status of that building.

Another resident, Osman, questioned construction on a mountainside and raised the possibility of a landslide. His concern should not be read as confirmation that the site is unstable: no independent finding on landslide risk is established in the reported material.

Why construction raises more than a design question
Whether a building is lawful, whether its land use is permitted and whether surrounding services can support it are distinct questions. A building’s visual impact does not by itself prove a planning violation, and a permit or later commissioning decision would not by itself resolve concerns about the capacity of roads, utilities or public services.
The Dagestan Ministry of Construction has described unlawful construction as contributing to overloaded electricity, gas, water, sewerage and road infrastructure, along with a shortage of public spaces and a decline in quality of life. That regional assessment provides context for residents’ concerns, but it does not verify the effects of any specific building mentioned in the October 2026 report. The ministry’s account is the source for this assessment.

What officials have reported—and what remains unresolved
The regional count of buildings with violations
In a report published approximately in 2024, the Dagestan Ministry of Construction said 457 apartment buildings across the republic had been built with violations, including 408 in Makhachkala. The ministry’s figure is not an independently audited count or a verified October 2026 total. Dagestan head Sergey Melikov, as quoted in that report, said: “The scale of the problem today is astonishing — 457 apartment buildings in the republic were built with violations (408 of them are in Makhachkala). And, sadly, new cases of illegal construction are being identified.”
The city’s problem registry and building-by-building decisions
Makhachkala’s administration has said more than 400 apartment buildings are on the republic’s problem registry. It says each building is to receive an individual decision on commissioning or demolition, and that the municipality is working with the State Housing Inspectorate and utility providers to commission some buildings constructed without authorization or in breach of planning rules. The administration also said RosKapStroy had examined those buildings for their potential to be commissioned. These statements describe the process officials say is underway; they do not establish that every building will be legalized or demolished, or that a particular building near the lighthouse is included. The administration’s account sets out its stated approach.

Coordination and enforcement
According to Caucasian Knot, Dagestan’s head announced a Coordinating Council on unauthorized construction on August 16, 2026. Residents reportedly questioned whether the body would be effective. The reporting does not establish what results the council has produced or whether it has addressed the complaints about the lighthouse and nearby construction.
Caucasian Knot also reported that investigators opened a negligence case against Makhachkala administration officials in October 2025. The allegation was that officials failed to act to demolish an unauthorized building after a city commission had identified and documented it. The opening of a case is not a finding of guilt. In an earlier housing-construction meeting, Melikov said agricultural land and land designated for public needs were sometimes illegally developed for housing or commercial use. The ministry described a government commission intended to propose measures against unlawful land use and the conditions that enable illegal construction, alongside plans for stronger controls, inspections and penalties. Those plans document stated policy, not proven results at the sites residents raised in October 2026.

Resolving the complaints requires evidence about individual sites as well as broader policy. Useful public information would distinguish a building’s planning and land-use status from its prospects for commissioning, and show how utility and public-service capacity has been assessed. For the lighthouse and the mountainside site, the reported claims would need site-specific findings to confirm the building’s legal status, the effect on the landmark’s visibility and any slope-safety risk.
