The council also outlined draft planning guidance for development on about 30 acres around the ground. Neither announcement establishes that the stadium expansion or surrounding projects have since been approved.
What is the latest Elland Road expansion update?
In its 4 February 2026 update, Leeds City Council said the application to expand Elland Road to around 53,000 seats had been deferred to the chief planning officer for approval. That describes the application’s position at the time; it is not confirmation that permission was subsequently granted.
The council’s Leeds United news archive displays later club-related updates through June 2026, but the material available there does not report the application’s final decision. That absence does not establish whether permission was granted or refused.
How do the proposed capacity figures compare?
| Date and source | Figure | What it describes |
|---|---|---|
| April 2025, Leeds City Council | Up to 56,500 seats | An earlier announced ambition for an imminent planning application, not the later application figure. Council announcement. |
| February 2026, Leeds City Council | Around 53,000 seats | The capacity described for the application the council said had been deferred to its chief planning officer for approval. Council update. |
The figures refer to different dates and planning stages. The council updates do not explain why the later application figure differs from the earlier ambition, so neither should be treated as a confirmed final capacity.

What is planned for the land around Elland Road?
The council’s proposed final draft planning statement covers about 30 acres surrounding the stadium. It is intended to guide planning and design for future proposals, with potential for around 2,000 homes alongside leisure, education, public-realm and commercial uses.
This is a framework, not permission to build those projects or a commitment that the potential homes will be delivered. The council said specific proposals would need their own planning applications and further consultation. It also said resident feedback informed the draft, including clearer consideration of matchday operations and transport impacts.

What is the status of the surrounding-area plan?
The February 2026 council update said the proposed final draft of the planning statement was due to go before senior councillors the following week. The update does not report the outcome of that step. Even if adopted as guidance, the statement would not replace the separate planning applications required for particular developments.

In September 2025, Leeds City Council said its executive board was expected to consider approval for Leeds to submit a bid to the Football Association to host up to seven matches at Elland Road during the 2035 FIFA Women’s World Cup. This was a proposed bid, not confirmation that Leeds had been selected as a host venue. The council’s announcement records the bid-stage position.
