There is no single lowest-carbon concrete that works everywhere. The best choice is the mix or structural system with the lowest verified embodied carbon for your required strength, durability, service life, curing method, local supply and code obligations. In many projects, replacing part of Portland clinker with supplementary cementitious materials (SCMs) is the most established step. Where suitable feedstocks and approvals exist, a 2024 review reports larger potential reductions for alkali-activated materials, while LC3, carbonatable binders and material-efficient structural forms offer other routes.

Percentages are meaningful only when the compared concretes have the same strength class, functional performance, life-cycle boundary, geography and accounting method. Treat published reductions as indicative, then compare project-specific environmental product declarations (EPDs) and test the proposed mix before specifying it.

What “low-carbon concrete” actually means

Low-carbon concrete is an outcome and a specification approach, not one universally interchangeable material. Embodied carbon covers emissions associated with producing and delivering materials and, depending on the assessment boundary, their end-of-life treatment. A Canadian government primer describes the concern as spanning “the harvesting, transportation, manufacture and end of life disposal/recycling of construction materials,” with life-cycle assessment (LCA) used to measure it. Read the boundary before comparing any number.

For concrete, the largest opportunity is often reducing Portland clinker, the energy- and process-intensive part of ordinary Portland cement (OPC). That can be done by substituting SCMs, using a different binder chemistry, curing concrete so it mineralizes carbon dioxide, or designing a structure that needs less concrete. These options are not equivalent: they differ in feedstock, plant equipment, admixtures, curing, early strength, setting, durability evidence, standards acceptance and local availability.

A review by Muhammad Riaz Ahmad, Ana Fernàndez-Jimenez, Bing Chen, Zhen Leng and Jian Guo Dai, published on 13 December 2024 in Construction and Building Materials, reports that OPC production accounts for 7–9% of CO₂ emissions. That is the review’s cited estimate, not a new global inventory. Its comparison of alternative cementitious materials is useful for screening, but it is not a guarantee for a particular supplier’s mix or a project’s whole-life carbon.

How to compare embodied-carbon claims fairly

Match the concrete’s job

Compare mixes that perform the same function. Record the specified compressive-strength class, exposure class, reinforcement and cover requirements, slump or flow, temperature limits, finish, placement method and design service life. A lower-carbon mix that cannot meet a required chloride, sulfate, freeze-thaw or fire performance is not a valid substitute.

Match the life-cycle boundary

Concrete EPDs commonly report a cradle-to-gate A1–A3 result: raw-material supply, transport to manufacturing and manufacturing. The UK government’s consultation on low-carbon industrial products describes this scope and references BS EN 15804+A2:2019 and BS EN 16757:2022 for concrete EPD and classification work. An A1–A3 value cannot be ranked directly against a number that includes construction, use, demolition or recycling stages.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use product-specific EPDs where possible

The same consultation recommends calculating concrete embodied carbon from the constituent materials and using EPD values where available. Ask the supplier for the current EPD, its declared unit, strength class or mix designation, geographic production location, validity period, allocation rules and electricity assumptions. If one product has an EPD and another has only a marketing percentage, the figures are not equally verified.

Keep geography and transport visible

Fly ash, slag, calcined clay, limestone, alkaline activators and specialist binders are not distributed uniformly. Transport distance, local power generation and whether a material is a co-product or a purpose-made feedstock can change the result. A review percentage derived in one region should not be copied into a project carbon calculation in another.

Comparison of the main low-carbon routes

Route What changes Published comparison Practical trade-offs
SCM or blended Portland cement Part of Portland cement or clinker is replaced with fly ash, ground granulated blast-furnace slag (GGBFS), silica fume or another SCM. Project-specific reduction not stated; depends on replacement level, source and EPD. Established in general construction and infrastructure; can improve durability, but supply is regional. Some SCMs reduce early reactivity or change setting and finishing.
LC3 (limestone calcined clay cement) Calcined clay and limestone replace a substantial share of clinker while retaining a cement system similar to conventional Portland cement. About 40% lower than OPC in the 2024 review’s synthesis. Review identifies raw-material availability, cost and similarity to OPC as scale-up advantages. Calcined-clay quality, calcination energy and local standards still matter.
Alkali-activated materials (AAMs) and geopolymers Aluminosilicate-rich materials such as fly ash or slag are activated with alkaline solutions instead of relying on a conventional Portland-cement binder. About 40–75% lower than OPC in the review; the authors describe this as the largest reduction range among the materials assessed. Activator supply, handling, admixture compatibility, cost, standards, curing and long-term performance can limit use. The Australian guide identifies general-construction and marine applications, subject to project approval.
Other non-Portland binders Specialized chemistries include calcium sulfoaluminate, magnesium-based, belite-rich and ye’elimite-rich cements. About 10% for belite-rich Portland cement and 20–25% for ye’elimite-rich cement versus OPC in the review. May suit particular setting or durability needs, but availability and cost can be limiting. They are not drop-in replacements for every structural specification.
Carbonatable binders or CO₂-mineralized products Binder chemistry and/or curing incorporates carbon dioxide into a stable cementitious product. About 37% lower than OPC in the review’s synthesis. Verify the permanence and accounting of the claimed uptake in the product EPD. Curing equipment, feedstock and plant location affect results.
Material-efficient design and hollow precast forms Concrete volume is reduced with optimized geometry, thin walls or hollow sections rather than relying only on a new binder. Reduction is project-specific and not stated as a universal percentage. Can reduce material demand in beams, pipes, panels and structural supports. Check strength, vibration, fire, durability, connection and serviceability requirements.

The reduction figures in the table are the authors’ review-level comparisons against OPC, not promises for a project. Mix recipe, production energy, transport, allocation rules and EPD methodology can move the result substantially.

SCMs: the established first move

Blended Portland cement is often the simplest route because batching plants, designers and contractors already understand the basic system. Replacing a portion of clinker with GGBFS, fly ash, silica fume or another approved SCM can lower binder emissions while maintaining familiar placement and finishing practices. Some SCMs also refine pore structure and improve resistance to chloride ingress or other durability threats.

The constraint is not just technical. Fly ash and slag are finite, geographically uneven co-products whose quality and future supply depend on the industries that generate them. High replacement levels may slow early strength gain, alter setting, increase curing sensitivity or affect colour and finishing. Specify the required strength at the actual test age, not merely a 28-day assumption, and confirm the supplier’s curing and temperature recommendations.

Silica fume is highly reactive and useful for dense, durable concrete, but it is normally a smaller addition and can increase water demand or make finishing more sensitive. The correct SCM blend is therefore a performance decision, not simply the one with the largest replacement percentage.

LC3: a scalable clinker-reduction system

LC3 combines limestone and calcined clay. Calcining activates suitable clay at a lower temperature than producing clinker, while limestone participates in the blended cement chemistry. The 2024 review estimates an approximately 40% reduction versus OPC and highlights LC3’s potential scale-up because clay and limestone can be more widely available than some industrial SCMs, with cost and behaviour closer to conventional cement.

That estimate still requires qualification. Clay mineralogy, calcination fuel, grinding capacity, blend proportions and local EPD rules determine the actual result. A project team should confirm that the proposed LC3 cement is covered by the applicable cement and concrete standards, that the ready-mix plant can store and dose it consistently, and that the mix reaches the required early and long-term performance.

Alkali-activated and geopolymer concrete

AAMs use reactive aluminosilicate powders, commonly fly ash or slag, activated by alkaline solutions. Because they can avoid most Portland clinker, the Ahmad et al. review reports a 40–75% reduction versus OPC, the widest and largest range in its synthesis.

The range is wide because the chemistry is highly recipe-dependent. Activator manufacture can carry significant emissions; sodium silicate and hydroxide must be sourced, transported and handled safely; and the binder may need different curing temperatures, moisture control or admixtures. Setting, workability and early strength can differ markedly from an ordinary ready-mix. Confirm compatibility with reinforcement, pumping, finishing and the project’s exposure conditions.

Standards acceptance is jurisdiction-specific. The Western Australian government’s low-carbon concrete guide reproduces a MECLA requirement that low-carbon concrete have the lowest embodied carbon available for the application while meeting all specified technical and performance requirements, and that it comply with AS 1379, with service life addressed under AS 3600, AS 5100.5 and applicable government standards. Those are Australian references, not a global code rule. Obtain written approval from the engineer, building authority and procurement team before treating an AAM as a structural substitute.

Other non-Portland binders

Calcium sulfoaluminate and ye’elimite-rich cement

Calcium sulfoaluminate and ye’elimite-rich systems can offer rapid strength development or particular dimensional and durability behaviour. The review reports approximately 20–25% lower emissions for ye’elimite-rich cement than OPC. They may be attractive where rapid reopening or specialized performance offsets a more limited supply chain, but price, raw-material availability and standards coverage must be checked locally.

Belite-rich and magnesium-based systems

Belite-rich Portland cement uses a lower-clinker-emission chemistry; the review reports about a 10% reduction versus OPC. Magnesium-based binders and other emerging systems may suit niche applications, but their feedstock, curing, carbonation behaviour and structural evidence vary. Do not infer suitability from the binder label alone; require a declared performance specification and an EPD for the actual product.

Carbonatable binders and CO₂-mineralized products

Carbonatable systems are designed so that curing or binder chemistry incorporates CO₂ into mineral phases. Ahmad et al. report an approximately 37% reduction versus OPC for carbonatable binders. The number should not be treated as a blanket “carbon negative” claim: the CO₂ source, compression and delivery energy, permanence, allocation and treatment of captured carbon all belong in the accounting.

Ask whether the EPD counts uptake as a separate module, how it handles biogenic or industrial CO₂, and whether the declared result is cradle-to-gate or a wider life-cycle total. The UK consultation’s emphasis on EPD-based, common-boundary comparison is particularly important for these products.

Reduce concrete volume before changing the binder

Structural efficiency can lower emissions without depending entirely on a novel cement. Hollow or thin-walled precast elements, optimized beams, voided slabs, efficient pipes and carefully sized panels reduce the amount of material that must be manufactured, transported and placed. The Western Australian guide lists beams, pipes, panels and structural supports as examples of where material-efficient forms can be considered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Volume reduction is not automatically safe. The engineer must check load paths, punching and shear, vibration, fire resistance, crack control, cover, connections, handling and long-term durability. A lighter element that requires additional reinforcement, thicker fire protection or more frequent replacement can erase part of the initial saving.

How to select a mix for a real project

  1. Define the functional requirement. Write the strength class, exposure and durability limits, service life, slump or flow, placement method, curing regime, finish, temperature limits and permitted constituents into the specification.
  2. Set the carbon boundary. Decide whether procurement will compare A1–A3 only or a wider life-cycle result. Use one declared unit and one accounting method for every candidate.
  3. Request comparable EPDs. Obtain current product-specific EPDs from each supplier. Check the declared strength class, plant location, validity, standard used, allocation rules, electricity mix and transport assumptions.
  4. Screen local feedstocks. Confirm dependable quantities of SCMs, calcined clay, limestone, activators or specialty binders. A theoretically low-carbon recipe is not practical if the supply is intermittent.
  5. Check code and procurement acceptance. Ask the structural engineer, authority having jurisdiction and client whether the binder and replacement levels are permitted. For public work, review agency requirements and approved-material lists; Caltrans publishes low-carbon materials and EPD resources at its low-carbon materials initiatives page.
  6. Run laboratory and plant trials. Measure fresh workability, setting, temperature rise, early and specified-age strength, shrinkage, permeability or other durability indicators. Trial the actual admixtures, aggregate, batching sequence and curing method.
  7. Validate construction operations. Confirm pumping, placing, finishing, joints, curing, cold-weather or hot-weather procedures and inspection hold points. A mix that works in a laboratory but cannot be finished within the site window is not a viable alternative.
  8. Document the selected basis. Record the EPD, mix designation, replacement percentages, approved substitutions, testing regime and carbon calculation so later substitutions do not silently change the result.

Does low-carbon concrete cost more?

There is no universal price premium. The Canadian procurement primer says many concrete-reduction strategies can be achieved with no additional cost and minimal performance impacts; that is a qualified general statement, not a project price guarantee. SCM blends may be cost-neutral where materials and plant capacity are established. Specialty activators, calcined-clay calcination, carbon-curing equipment, separate storage silos, testing and small production runs can add cost in other locations.

Evaluate total installed cost rather than cement price alone. Include design changes, trial batches, certification, transport, curing, schedule effects, rejected loads and any need for additional quality control. A material-efficient design can reduce concrete volume and offset a higher binder price, while a slow-strength mix can increase programme cost if forms cannot be stripped on schedule.

Common comparison mistakes and how to avoid them

  • Ranking percentages without a strength class: compare equal performance, not generic “concrete.”
  • Mixing life-cycle boundaries: never place an A1–A3 EPD beside a whole-life number and call the lower one better.
  • Assuming an industrial by-product is impact-free: allocation, processing and transport still belong in the EPD.
  • Ignoring activator emissions: an AAM assessment must include alkaline chemicals and their manufacture.
  • Treating captured CO₂ as a permanent credit without evidence: verify mineral storage, accounting rules and the EPD treatment.
  • Using a review estimate as a guaranteed project reduction: the 40–75% AAM, 40% LC3 and 37% carbonatable figures are review-level comparisons against OPC.
  • Overlooking early-age behaviour: slower strength, altered setting or curing sensitivity can affect stripping, finishing and weather protection.
  • Assuming global code acceptance: approval depends on the jurisdiction, edition of the standard, client and authority.
  • Choosing a lower-carbon mix that increases concrete volume: assess the complete structural system, including reinforcement and ancillary materials.

A practical specification checklist

  • Required strength class and test age are stated.
  • Exposure, durability and service-life requirements are stated.
  • Fresh-concrete workability, temperature and finish requirements are stated.
  • Permitted SCMs, binders, replacement limits and admixtures are identified.
  • Supplier EPDs use the same declared unit, geography, strength basis and life-cycle boundary.
  • Transport, electricity, allocation and CO₂-uptake assumptions are recorded.
  • Local standards, public procurement rules and authority approvals are confirmed.
  • Trial-batch acceptance criteria and curing procedures are written into the method statement.
  • Substitution controls prevent an approved low-carbon mix being replaced by a higher-carbon equivalent without review.

Which alternative is lowest-carbon?

If the only comparison is the 2024 review’s OPC baseline, AAMs show the largest reported potential reduction range at 40–75%, followed by LC3 at about 40% and carbonatable binders at about 37%. That does not make AAM the universal winner. A locally available SCM blend with a strong EPD may outperform an imported geopolymer once transport and activator production are counted. An optimized hollow element may avoid more emissions than a binder change in a heavily overdesigned structure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The defensible answer is therefore conditional: choose the lowest verified A1–A3 or agreed life-cycle result among products that meet the same structural and durability requirements, are approved in the project jurisdiction and can be supplied and built reliably. Compare the actual EPDs, then validate the mix through trials and the engineer’s design review.
