Keep the refrigerator and freezer doors closed. An unopened refrigerator generally keeps food safe for up to 4 hours. A full freezer lasts about 48 hours, and a half-full freezer about 24 hours, as long as the doors remain shut and safe temperatures are maintained.

Keep the refrigerator and freezer doors closed. In a winter power outage, an unopened refrigerator generally keeps food safe for up to 4 hours. A full freezer can stay safely cold for about 48 hours, while a half-full freezer lasts about 24 hours. Those limits assume the doors remain closed and the food stays at or below safe temperatures.

Winter weather does not automatically make food safe. Snow and outdoor air fluctuate, and food left outside can be exposed to animals, dirt, stormwater, and other contamination. Use a thermometer, a cooler, and a reliable cold source—not smell, taste, or the weather—to decide what can be saved.

What to do immediately

  1. Write down when the power went out. If you do not know the exact time, use the last time you know the refrigerator or freezer was operating.
  2. Keep both doors shut. Do not open them to inspect individual items. Every opening releases cold air and shortens the holding period.
  3. Check the appliance thermometers, if you have them. The refrigerator should be at or below 40°F; the freezer should be at or below 0°F. The CDC recommends appliance thermometers for both appliances.
  4. Prepare a cooler before the four-hour mark. Use ice, Block ice, frozen gel packs, or another cold source that can keep food at 40°F or below.
  5. Prioritize perishables. If the outage will last longer than four hours, move refrigerated meat, poultry, seafood, eggs, milk, soft cheese, leftovers, cooked dishes, soups, and cut produce to the cooler.

Do not rely on a generator as a reason to ignore food-safety limits. If you use one, place it outdoors and at least 20 feet from the house, windows, doors, and vents, with exhaust directed away from the building. Never operate it in a garage, basement, shed, home, or other enclosed space. Carbon monoxide is invisible and odorless and can kill quickly. See the U.S. Consumer Product Safety Commission’s carbon-monoxide guidance.

The refrigerator rule: four hours is the key cutoff

If the refrigerator has been without power for no more than four hours and the door stayed closed, refrigerated food is generally considered safe. Once the outage goes beyond four hours, move perishable food to a cooler or other cold storage that is demonstrably at or below 40°F.

Food that has been above 40°F for two hours or more should be discarded. The USDA notes a one-hour limit when the surrounding temperature is above 90°F—a condition that is unusual during a winter storm but important in other outages.

The four-hour refrigerator guideline is not a guarantee for food that was already warm, contaminated, spoiled, or improperly stored before the outage. When the timeline or temperature is uncertain, the safer decision is to throw the food away.

Foods that usually become discard items after temperature abuse

  • Raw or cooked meat, poultry, and seafood
  • Eggs and egg dishes
  • Milk, yogurt, sour cream, and other refrigerated dairy products
  • Soft cheeses
  • Cooked pasta, rice, casseroles, soups, and stews
  • Opened creamy sauces and cream-based dressings
  • Cut fruits and cut vegetables
  • Cooked leftovers and prepared foods

Foods that may be less vulnerable

Not every item in a refrigerator must automatically be discarded. Depending on the time and temperature exposure, FoodSafety.gov’s power-outage chart identifies some foods that may be kept, including hard cheeses, butter, uncut fruits and vegetables, bread, fruit pies, and many shelf-stable condiments. Check the item-specific chart rather than assuming that every refrigerated product has the same risk.

The freezer rule: 24 to 48 hours

A freezer works like an insulated cold-storage box while the power is off. With the door closed:

Freezer condition Approximate safe holding time
Full freezer About 48 hours
Half-full freezer About 24 hours

These are approximate periods, not a substitute for checking the food. A full freezer holds its temperature longer because the frozen food itself provides thermal mass. A frequently opened freezer, a poorly sealed door, a warm starting temperature, or a partially thawed load can shorten the period.

When power returns, food can generally be refrozen or cooked if it still contains ice crystals or is at 40°F or below. Refreezing may reduce texture and quality, especially for meat, vegetables, and prepared foods, but a quality change is not automatically a safety failure.

Ice cream and frozen yogurt are exceptions. FoodSafety.gov lists them for disposal after thawing because their texture and safety are not reliably preserved. Other frozen foods—such as meat, poultry, seafood, fruits, vegetables, baked goods, and prepared dishes—should be evaluated according to their temperature and the item-specific chart, not treated as one category.

Why smell and taste cannot tell you whether food is safe

Do not taste a questionable leftover, smell a package, or take a small bite as a test. Disease-causing pathogens can be present without changing a food’s odor, color, texture, or flavor. Cooking is not a dependable rescue method for food that has experienced prolonged temperature abuse; as the FDA explains in its storm-safety guidance, improperly refrigerated perishables can still cause illness even when thoroughly cooked.

Use this rule: when the time or temperature is uncertain, throw it out. The cost of replacing food is lower than the potential cost of foodborne illness, particularly for children, older adults, pregnant people, and anyone with a weakened immune system.

Move food to a cooler safely

After approximately four hours without power, transfer refrigerated perishables to an insulated cooler packed with ice, block ice, or frozen gel packs. The goal is not merely to make the food feel cold; the cooler must keep its contents at or below 40°F.

  • Use a separate cooler for frequently accessed drinks if possible, so the food cooler stays closed.
  • Keep the cooler in a shaded, protected location away from standing water and animals.
  • Pack cold sources around the food and limit empty air space.
  • Use a thermometer to confirm the cooler remains at or below 40°F.
  • Drain meltwater when necessary, but prevent contaminated water from contacting food.

Useful outage-preparedness equipment

Temperature—not smell—is the deciding factor, so basic equipment is more useful than guesswork. A practical storm kit can include a refrigerator freezer thermometer, an insulated cooler, reusable frozen gel packs or block ice, a manual can opener, and a battery-powered carbon-monoxide alarm. These supplies do not guarantee that food will remain safe, but they make it possible to measure and control the conditions that matter.

Why putting food in the snow is not a safe shortcut

Do not simply place food outdoors in a snowbank. Outdoor temperatures rise and fall, sunlight can warm exposed containers, and animals or unsanitary surfaces can contaminate food. Snow can also conceal floodwater or other pollutants.

If clean ice is available, use it in a cooler or a suitable appliance. The FoodSafety.gov emergency guidance recommends making ice from clean water and using controlled cold storage rather than treating the outdoors as a refrigerator.

Using dry ice or block ice during a prolonged outage

Block ice is a straightforward option for extending cooler time. Dry ice can also provide emergency cooling, but it requires careful handling and should be treated as an advanced measure. FoodSafety.gov states that approximately 50 pounds of dry ice can keep an 18-cubic-foot fully stocked freezer cold for about two days.

Follow the supplier’s and local authorities’ handling instructions. Never touch dry ice with bare hands, and do not place it directly against food. Use appropriate insulated handling equipment and provide ventilation as directed; dry ice releases carbon dioxide as it warms. Do not use it in a way that creates a breathing hazard indoors.

Discard food exposed to floodwater or stormwater

A winter storm can create hazards beyond loss of refrigeration. If food contacted floodwater, stormwater, sewage, or contaminated meltwater, discard it. This includes food in non-waterproof packaging and cans or pouches that are damaged, swollen, leaking, punctured, rusted through, or otherwise compromised. Do not try to wash contamination off porous packaging and then eat the contents.

After power is restored: a quick decision process

  1. Check the refrigerator temperature. If it is above 40°F, determine how long the food may have been above that temperature.
  2. Check the freezer contents. Look for ice crystals and signs of partial thawing without unnecessarily handling or tasting the food.
  3. Separate safe, uncertain, and contaminated items. Discard anything exposed to floodwater or anything that exceeded the time-temperature limits.
  4. Cook or refreeze qualifying frozen food promptly. Food that remains at 40°F or below or still has ice crystals may be cooked or refrozen, with possible quality loss.
  5. Clean the appliance if food leaked. Wash contaminated surfaces with hot, soapy water and sanitize as appropriate before restocking.

Winter outage checklist

  • Refrigerator thermometer reading 40°F or below
  • Freezer thermometer reading 0°F or below
  • Insulated cooler
  • Ice, block ice, or frozen gel packs
  • Manual can opener
  • Battery-powered carbon-monoxide alarm
  • Written note of the outage start time
  • Safe, outdoor location planned for any generator—at least 20 feet from the home and away from openings

The short version is simple: keep the doors closed, use the four-hour refrigerator limit and the 24-to-48-hour freezer guideline, measure temperature when possible, move perishables to controlled cold storage, and discard food that is uncertain or contaminated. Snow outside is not a substitute for a cooler, and cooking cannot reliably undo prolonged temperature abuse.
