LNG Canada’s joint-venture participants made a final investment decision on September 28, 2026, to proceed with the Phase 2 expansion in Kitimat, British Columbia. The decision advances the project beyond an earlier limited notice to proceed, but it does not establish that the expansion will be built using Chinese steel: official announcements reviewed do not identify the project’s overall steel sources or confirm the status and scope of a Chinese steel order.
What the Phase 2 decision means
The final investment decision (FID) was announced by LNG Canada on September 28, 2026. It is a commitment by the joint-venture participants to proceed with the expansion, rather than an announcement that construction is complete or that every material purchase has been publicly specified. The project is in Kitimat, B.C., on the traditional territory of the Haisla Nation. LNG Canada’s announcement describes the decision and project scope.

Earlier in 2026, Phase 2 remained proposed. On June 1, Fluor said its JGC Fluor BC LNG II joint venture had received a limited notice to proceed for proposed work. That was a preliminary step ahead of the September FID, not the same announcement or milestone. Fluor’s June announcement documents that earlier notice.

What is planned at Kitimat and on the pipeline
The expansion is designed to double LNG Canada’s stated capacity from 14 million tonnes per year to 28 million tonnes per year. The terminal scope includes two additional LNG processing trains, an additional LNG storage tank, a condensate tank, a loading berth, and expanded utility and process systems. Shell’s project summary also describes the associated Coastal GasLink work: five new compressor stations to expand capacity on the existing 670-kilometre pipeline. The terminal and pipeline work are related parts of the expansion, but they are distinct construction scopes.

Project value and projected construction jobs
The Associated Press reported the expansion’s value as C$33 billion (US$23 billion) on September 29, 2026. That is AP’s reported figure; LNG Canada’s announcement does not state a project value. Read AP’s report.
Employment figures are forecasts, not counts of jobs already filled or completed:
Rank #2
- 1/25 scale, skill 3, paint and cement required
- molded in yellow and silver-gray with chrome accessories
- over 300 super-detail parts
- first time available in original illustrated packaging since its first release in the early 1970s
- optional construction company decals
- LNG Canada says the Kitimat site could have up to 4,000 new construction jobs at peak, plus approximately 2,100 jobs to build compressor stations. The company’s announcement gives those estimates.
- The Prime Minister’s Office described more than 4,000 direct jobs during the construction phase. The government release uses that broader direct-jobs wording.
The figures use different descriptions and scopes, so they should not be added together as if they were a single total.

What is—and is not—known about Chinese steel
The official announcements cited here establish the investment decision and broad work scope, but they do not state how much steel will come from China or Canada, identify steel suppliers for specific components, or confirm the precise status of a Chinese steel order. A headline saying the entire expansion “will be built using Chinese steel” therefore goes beyond what those official sources establish.

A report about specialized fabrication capacity surfaced through a Reddit repost, with a statement attributed there to LNG Canada spokesperson Paul Hagel. As presented in the repost, the claim concerns the ability to fabricate large, complex modules and names a Chinese yard among a small number of global facilities said to have the required combination of space, capacity, quality systems, and marine access. The underlying attributable publication and exact quotation could not be verified from the available material, so the statement should not be treated as a confirmed direct quote or as proof of the project’s overall steel sourcing. The repost is secondary reporting, not an authoritative procurement disclosure.
Module fabrication location and steel origin are not interchangeable claims. A module assembled at a fabrication yard in China does not, by itself, establish that all of its steel originated in China; nor does a report about modules establish the sourcing of steel elsewhere in the terminal or pipeline work. No project-wide percentage or complete sourcing mix is specified in the official releases cited here.
