Some people without stable housing use parts of the system for shelter, but the channels can become dangerous when it rains. Publicly cited estimates of how many people live there differ, and none is a definitive count.
What are the tunnels beneath Las Vegas?
They are underground flood-control channels and storm drains intended to move stormwater through the region. The Washington Post described the network as constructed in the 1990s and roughly 600 miles long; that is the newspaper’s description, not an independently confirmed measurement here. The Washington Post’s December 2024 report documents people using parts of the system as shelter.
A separate figure needs a different geographic frame: the Southern Nevada Water Authority’s Regional Flood Control District annual report lists 713 miles of channel and underground storm drains in the District service area. That combined measure covers channels and drains across the service area; it is not a measurement of underground tunnel mileage alone. Regional Flood Control District annual report.
How many people live in the Las Vegas tunnels?
There is no definitive resident total established by the cited sources. The City of Las Vegas attributed an estimate of about 2,000 people to the nonprofit Shine-A-Light in a 2022 blog post. In a September 2025 local report, News 3 Las Vegas attributed an estimate of 1,200–1,500 to the organization. Neither figure is a census. The sources do not establish that the estimates used the same method, time period, or geographic scope, so they cannot show whether the number of residents rose or fell.

Are the Las Vegas tunnels dangerous when it rains?
Yes. These channels are designed to carry stormwater, so rain can turn a place used for shelter into a life-threatening hazard. Reporting describes water washing away residents’ belongings and warns that people may be swept away. The Washington Post and News 3 Las Vegas have reported on this risk; neither the tunnels nor the shelter within them should be treated as safe during rain.

Flooding is not the only hardship described in coverage. The Washington Post reported that outreach workers can have difficulty persuading some residents to come above ground for medicine and treatment. That is a reported outreach challenge, not a statement about every tunnel resident or any individual’s wishes.

The City says its MORE teams provide mobile intervention and outreach to people in encampments, on streets, in flood-control tunnels, and in outlying areas. Its Homeless Services page is the official place to check current local services.

Shine-A-Light
Nevada’s 2025 Housing Crisis Response System Report lists Shine-A-Light as an outreach and placement service assisting people in the Las Vegas area, with a primary focus on people living in underground flood channels. Check the state’s Housing Crisis Response System reports for the report and verify current contact details directly before relying on them.
The Courtyard and shelter inventory
The City’s Courtyard is a local service access point. The City’s 2025–2029 Consolidated Plan reports 3,482 year-round emergency shelter beds and 703 transitional housing beds in Southern Nevada, based on the Southern Nevada Continuum of Care’s 2024 Housing Inventory Count. These are regional inventory totals, not a count of beds currently open or a guarantee that a particular person can obtain a placement.
