Choose the certification that matches your project’s primary outcome. LEED is the broad environmental and building-performance default, BREEAM is often the better fit when a lifecycle-specific scheme and independent assessor model matter, and WELL is the specialist option when occupant health and wellbeing are the central brief. A project can pursue both environmental and health goals through dual certification, but only when the applicable versions and crosswalk rules allow it.
What the three certifications are designed to achieve
LEED, BREEAM and WELL are not interchangeable scores for the same thing. They overlap on issues such as energy, water, materials, indoor conditions and operational performance, but each gives priority to a different outcome and asks for evidence in a different way.

| Certification | Primary objective | Typical evidence structure | Best strategic fit |
|---|---|---|---|
| LEED | Environmental performance across design, construction, operations and maintenance | Required prerequisites plus optional credits, supported by project documentation and performance calculations | A broadly recognized environmental framework for buildings and portfolios |
| BREEAM | Science-based sustainability assessment across an asset’s lifecycle | Scheme-specific assessment with independent third-party assurance through an assessor ecosystem | Projects that need lifecycle coverage, regional context, asset benchmarking or formal assessor involvement |
| WELL | Human health and wellbeing in the built environment | Required Preconditions, optional Optimizations and health-focused performance verification | Projects where air, water, nourishment, light, activity, comfort and mental wellbeing lead the brief |
The right choice depends on the outcome your client, funder, tenants, public authority or internal sustainability team will measure. A familiar name alone is not a sufficient reason to register.

What LEED covers
The U.S. Green Building Council describes LEED v4 as a comprehensive framework for design, construction, operations and maintenance. Its categories include integrative process, energy, water, materials and resources, location and transportation, sustainable sites, health and human experience, regional priority and innovation.

LEED uses a two-part structure: prerequisites are mandatory, while credits are optional opportunities to earn additional points. That structure lets teams set priorities, but it also means a project cannot compensate for a missed prerequisite by collecting more optional credits elsewhere.
Which project stages LEED can address
LEED has rating-system families for homes, Building Design and Construction (BD+C), Interior Design and Construction (ID+C), Operations and Maintenance (O+M), and neighborhood development. The appropriate family depends on whether you are delivering a new building, an interior fit-out, an existing operating asset or a larger development.
USGBC currently notes that LEED v5 is available for BD+C, ID+C and O+M. Version availability can change by rating system, so confirm the current option before registration rather than assuming that every LEED family is on the same release.
When LEED is a strong choice
- Your brief combines energy, water, materials, site, transport and indoor-environment objectives.
- Investors, tenants or procurement documents recognize LEED and expect a single environmental label.
- You need a framework that can continue from design and construction into operations and maintenance.
- Your team can assemble prerequisite documentation, credit calculations and the required project evidence.
LEED limitations to consider
LEED is broad rather than narrowly specialized. If the principal business case is a verified health-and-wellbeing program, a health-focused system may express that objective more directly. Regional and local equivalents may also be more influential in a particular market, so confirm what planners, lenders and public buyers actually accept.
BREEAM: lifecycle assessment with independent assurance
What BREEAM covers
BRE describes BREEAM as science-based frameworks for assessing, validating and certifying sustainability in the built environment. The family includes BREEAM New Construction, In-Use, Refurbishment and Fit Out, Communities and Infrastructure.
This spread of schemes is important. Instead of forcing a new-build methodology onto an operating office or an infrastructure project, BREEAM provides a scheme intended for that asset and lifecycle stage. The assessment can therefore follow the project’s actual decisions, risks and operating context.

Why the assessor model matters
BREEAM uses independent third-party assurance supported by an assessor ecosystem. The assessor helps interpret the applicable scheme, organizes evidence and supports the formal assessment. That involvement affects programme planning: assessor availability, regional experience and the timing of reviews should be checked before the design team commits to a target.

BRE says its standards support asset performance, lifecycle-cost and operational-risk reduction, net-zero and biodiversity goals, health and wellbeing, ESG reporting, independent assurance and portfolio benchmarking. Those aims are useful when certification is part of a property owner’s governance or investment process rather than a one-off design badge.
When BREEAM is a strong choice
- The project’s lifecycle stage is central: new construction, in-use operation, refurbishment, fit-out, a community or infrastructure.
- BRE practice, local assessors or regional market expectations influence the project.
- The owner needs an independently assured assessment for ESG reporting, risk management or portfolio comparison.
- Lifecycle cost, biodiversity, net-zero planning and operational risk matter alongside design-stage performance.
BREEAM limitations to consider
BREEAM is not one universal checklist. The evidence, timing and interpretation depend on the selected scheme and its version. A project that has used one BREEAM route cannot assume that another route, or another national adaptation, will use the same requirements. Establish the scheme, assessor and target rating at the start.
WELL: a performance system for occupant health
What WELL measures
The International WELL Building Institute defines WELL as a performance-based system for measuring, certifying and monitoring built-environment features that affect human health and wellbeing. Its cited framework is organized around seven concepts:
- Air: indoor-air conditions and related management practices.
- Water: the quality and availability of drinking water.
- Nourishment: healthier food environments and information.
- Light: lighting conditions that support occupants.
- Fitness: opportunities and prompts for physical activity.
- Comfort: physical conditions that support usability and satisfaction.
- Mind: approaches that support mental wellbeing.
Preconditions, Optimizations and verification
WELL features can be performance-based or descriptive. Preconditions are required for baseline certification. Optimizations are optional enhancements that determine higher certification levels. This makes the target level a strategic decision: a team must first satisfy the baseline, then select the additional measures that best fit the occupants and operating model.
Recommended Free Tools
WELL also adds performance verification and health-focused evidence. Design intentions alone are not enough where the requirement calls for measured conditions or demonstrated operational practice. Plan for testing, documentation, corrective work and ongoing monitoring as part of the programme.

When WELL is a strong choice
- Employee health, tenant experience, recruitment or wellbeing outcomes are the main reason for certification.
- The project can influence indoor air, drinking water, food environments, lighting, movement, comfort and mental-health supports.
- The owner is prepared to verify performance rather than rely only on drawings and specifications.
- A health-centered standard will communicate the project’s purpose more clearly than a general environmental rating.
WELL limitations to consider
WELL does not replace a whole-building environmental strategy. Energy, water, materials, transport and site decisions may still need a separate framework or a project-specific plan. It can also require operational policies and measured evidence that are outside a conventional construction documentation package.
LEED vs. BREEAM vs. WELL: the decision factors that actually matter
1. Start with the dominant outcome
Write one sentence describing the outcome that would make the project successful. If the sentence is about reducing environmental impact and improving asset performance, begin with LEED or BREEAM. If it is about healthier, more supportive places for occupants, begin with WELL.
Choose LEED when breadth and recognition across environmental categories are most important. Choose BREEAM when the lifecycle scheme, independent assessor and regional practice are decisive. Choose WELL when health and wellbeing are the defining performance brief.
2. Match the asset and lifecycle stage
| Project situation | Questions to answer | Likely starting point |
|---|---|---|
| New building | Which system is accepted by the client and local market, and which evidence can the design team produce? | LEED BD+C or BREEAM New Construction; add WELL if health is a co-equal objective |
| Existing operating asset | Can the owner provide utility, maintenance, policy and occupant evidence over time? | LEED O+M or BREEAM In-Use; WELL where operational health outcomes lead |
| Refurbishment or fit-out | Which parts of the base building are in scope, and who controls them? | LEED ID+C or a BREEAM Refurbishment and Fit Out route |
| Community or infrastructure | Does the scheme cover the scale, interfaces and delivery period? | BREEAM Communities or Infrastructure, or a relevant LEED neighborhood-development route |
| Health-led workplace or hospitality project | Can the operator maintain the policies and testing required after handover? | WELL, potentially paired with LEED or BREEAM |
These are starting points, not automatic selections. The registered scope and current version determine what is actually available.
3. Check geography and market demand
Ask the parties who will rely on the certificate: lender, planner, public procurer, investor, tenant, corporate sustainability team or asset manager. LEED highlights regional and local equivalents. BREEAM’s scheme and assessor ecosystem may be especially relevant where BRE or UK/EU practice is influential. WELL’s international use does not remove the need to confirm local testing, procurement and recognition requirements.
Obtain written confirmation of the accepted certification, version and rating level before making it a contractual obligation. A certificate that is respected in one market may not satisfy another party’s tender or financing condition.

4. Map the evidence burden before setting the target
- LEED: identify every prerequisite, then assign optional credits to an owner and confirm the calculations and documents needed.
- BREEAM: appoint or consult an appropriately experienced assessor early, confirm the scheme and plan evidence reviews around design, construction and operation.
- WELL: separate descriptive features from performance-based requirements, schedule testing and prepare for verification and monitoring.
Budget for registration, consultants or assessors, modelling, site reviews, laboratory or field testing, documentation management and staff time. The cost and effort vary with project type, location, version, assessor supply and the quality of existing records; no system is universally cheapest or easiest.

5. Test the business case honestly
Certification can support lifecycle cost control, ESG reporting, resilience, health outcomes and market signalling, but the label itself does not guarantee a financial return. Compare the cost of the requirements with the value of the outcome your stakeholders care about: lower operating risk, stronger tenant experience, improved reporting, healthier indoor conditions or access to a procurement requirement.
A U.S. General Services Administration study published in 2018 compared GSA high-performance buildings with legacy stock buildings and reported the following portfolio differences:
| Reported difference | Qualification |
|---|---|
| 23% lower building operating expenses | GSA 2018 study; portfolio evidence, not a guarantee for every certified project |
| 23% lower energy use | GSA 2018 study; portfolio evidence, not a guarantee for every certified project |
| 28% lower water use | GSA 2018 study; portfolio evidence, not a guarantee for every certified project |
| 9% less waste landfilled | GSA 2018 study; portfolio evidence, not a guarantee for every certified project |
| 2% higher overall tenant satisfaction | GSA 2018 study; portfolio evidence, not a guarantee for every certified project |
Those figures compare building portfolios, not LEED, BREEAM or WELL certificates in isolation. Use them as evidence that high-performance practices can have operational and occupant benefits, not as a promised result for your project.

When dual certification makes sense
Dual certification is sensible when the project has both environmental and health goals, and when the owner can support two evidence structures. LEED or BREEAM can provide the environmental and asset-performance framework while WELL gives the health brief its own requirements, verification and communication.

Running both systems can also protect against an overly narrow definition of success. A building may use less energy yet provide poor comfort, or offer attractive wellbeing features while neglecting lifecycle carbon and water. Separate ratings make those trade-offs visible.

How the crosswalk works
IWBI publishes crosswalks that identify equivalent or aligned requirements with LEED and BREEAM. The documented process applies only when the project is pursuing dual certification, and the cited overlays list LEED v4 and specified BREEAM 2014 schemes. Do not assume that a newer or older version qualifies automatically.
- Confirm the exact LEED or BREEAM version and scheme before registration.
- Check that the corresponding WELL crosswalk covers that version and scope.
- Build one responsibility matrix showing which evidence can be reused and which requirement remains unique.
- Schedule the separate reviews, tests and submissions; alignment does not eliminate either system’s verification rules.
- Document any gap where a shared credit or feature is similar but not formally equivalent.
When not to pursue two ratings
Do not add a second certification solely for prestige. If the owner cannot fund testing, maintain operational policies or provide the required records, the extra label may create cost and programme risk without delivering the intended outcome. A well-executed single rating is stronger than two incomplete registrations.
A practical selection process for a construction team
- Define the decision owner and outcome. Record who will use the certificate and whether the priority is environmental performance, lifecycle risk, occupant health, ESG reporting, tenant demand or procurement.
- Confirm scope. Identify the building, interiors, site, community, infrastructure, operating period and parties controlling each part.
- Check current eligibility. Verify the available LEED family and version, the applicable BREEAM scheme and version, or the relevant WELL route before registration.
- Check market acceptance. Ask the lender, planner, public buyer, investor and major tenants which systems and rating levels they recognize.
- Run a gap assessment. Compare the existing design, specifications, policies, models, metering and testing capability with the mandatory requirements.
- Appoint the right specialists. Secure the LEED team, BREEAM assessor or WELL adviser and verification providers early enough to influence design rather than document decisions after the fact.
- Set a defensible target. Choose a rating level that the budget, programme, site constraints and operating team can support. Treat optional credits or Optimizations as planned commitments, not wish-list points.
- Assign evidence owners. Give each prerequisite, credit, BREEAM issue or WELL feature a named person, required document, due date and review status.
- Protect handover and operations. Transfer policies, meters, maintenance procedures, training and monitoring responsibilities to the facilities team. Many benefits depend on operation after practical completion.
- Recheck the rules before submission. Version changes, scope interpretations and crosswalk eligibility can alter the route. Confirm the certifier’s current requirements before final registration or evidence upload.
Common selection mistakes and how to avoid them
Treating the labels as interchangeable
A high LEED result does not automatically demonstrate WELL performance, and a BREEAM assessment is not a substitute for a health-focused verification programme. Select the system whose required evidence matches the claim you intend to make.

LEED v5 availability is currently noted for BD+C, ID+C and O+M, while the WELL crosswalk information cited here refers to LEED v4 and specified BREEAM 2014 schemes. Registering under an assumed version can invalidate a planned credit strategy.
Leaving the assessor or verifier until late
Independent assurance, performance testing and documentation reviews can reveal design or procurement changes that are expensive to make after construction. Bring the relevant assessor or verification specialist into early design reviews.
Promising savings as if they were guaranteed
The GSA figures are portfolio comparisons from 2018. They do not predict the exact operating expense, energy, water, waste or tenant-satisfaction result of an individual building. Model your own baseline and state the assumptions.
Ignoring the operator
Operational policies, maintenance, metering, occupant communication and ongoing monitoring can determine whether a certified design performs as intended. Include the facilities and property teams in target-setting, evidence collection and handover.
Adding a second certification without a shared evidence plan
Dual certification can reuse some aligned requirements, but the systems still have separate rules and verification. Build the crosswalk-based responsibility matrix before committing to both.
Which certification should you choose?
Choose LEED when
- You need one comprehensive environmental framework spanning design, construction and operations.
- Your market, tenants or investors recognize LEED and value its category breadth.
- Your team can manage prerequisites, credits and the applicable current rating-system version.
Choose BREEAM when
- The project’s lifecycle stage or asset type calls for a dedicated New Construction, In-Use, Refurbishment and Fit Out, Communities or Infrastructure scheme.
- Independent assessor assurance and regional BRE practice are important to stakeholders.
- Lifecycle cost, operational risk, biodiversity, net-zero planning or portfolio benchmarking are central outcomes.
Choose WELL when
- Occupant health and wellbeing are the primary performance brief.
- The owner can implement and verify requirements for air, water, nourishment, light, fitness, comfort and mind.
- The operating organization is prepared to maintain policies, testing and monitoring after handover.
Choose dual certification when
- Environmental performance and human health are both explicit, funded objectives.
- The exact versions and schemes qualify under the applicable crosswalk.
- The project has the people, time and budget to meet both evidence and verification structures.
For most environmentally led building programmes, start with LEED or BREEAM and decide between them using asset stage, geography, market recognition and assessor availability. For a health-led brief, start with WELL. Add a second rating only when it answers a real stakeholder requirement and the team can operate both systems rigorously.
