For an existing large office building, ENERGY STAR answers a focused question: how efficiently is the property using energy compared with similar U.S. buildings? LEED O+M (Building Operations and Maintenance) evaluates a much wider operating program, including energy, water, indoor environmental quality, policies and other effects on people and ecosystems. Choose ENERGY STAR first when you need a defensible energy-performance signal; choose LEED O+M first when you need a multi-category sustainability framework. Pursuing both is reasonable when the owner can support the data, documentation and verification work and wants both forms of recognition.
The difference in one view
These programs are complementary rather than interchangeable. ENERGY STAR certification is an annual, performance-based label. LEED O+M is a credit-based certification in which a project documents required prerequisites and selected credits through technical review.

| Decision axis | LEED O+M | ENERGY STAR |
|---|---|---|
| Primary purpose | Broad operational sustainability and management | Measured energy-performance benchmarking |
| Core evidence | Prerequisites, credits, policies, operating data and review documentation | Portfolio Manager energy data and operating characteristics |
| Threshold | Credit and prerequisite pathway; certification level depends on points earned | Portfolio Manager score of 75 or higher |
| Verification | USGBC/GBCI technical review | Annual verification by a licensed Professional Engineer or Registered Architect |
| Renewal cadence | Certification and recertification options depend on the rating-system version | Certification is renewed annually |
| Best fit | Owners seeking broad ESG, tenant, investor or sustainability recognition | Owners seeking a clear energy-efficiency signal |
| Can a building hold both? | Yes | Yes; EPA says the programs can work well together |
A building can therefore be LEED certified without achieving an ENERGY STAR score of 75. LEED does not automatically substitute for ENERGY STAR’s rigorous energy-performance threshold.
What LEED O+M covers
Eligibility for an existing office
LEED O+M is intended for an existing whole building or interior space that has been fully operational and occupied for at least one year. The project must establish reasonable boundaries, satisfy LEED minimum program requirements and use an eligible rating-system version. Those conditions matter for a large office with phased occupancy, mixed uses or separately metered areas: the team must define exactly what is inside the certification boundary before collecting evidence.

A management-and-outcomes framework
USGBC describes LEED O+M as addressing energy and water efficiency and management, indoor environmental quality and other outcomes that affect people and ecosystems. The owner selects credits that fit the property’s priorities after meeting mandatory prerequisites. This structure lets two office buildings pursue different combinations of operational improvements while still using the same rating system.
Typical LEED work is therefore broader than an energy score. It can require written policies, operating procedures, records, tenant or occupant information, maintenance evidence and data covering more than one resource. The exact prerequisites and credits depend on the rating-system version selected, so the team should confirm the applicable version before registration.
How certification is awarded
The project registers in LEED Online or Arc, documents prerequisites and selected credits, pays review fees and submits for technical review. Certification level depends on the points awarded; no universal point total applies to every current version, so a project should use the scorecard for its chosen version rather than assume that one older threshold applies.

The 1–100 score
ENERGY STAR certification is based on actual measured energy use entered in EPA’s Portfolio Manager. EPA adjusts the result for operating conditions and regional weather, then places the building on a 1–100 scale against similar buildings nationwide. A score of 75 or higher means the property performs better than at least 75% of comparable buildings in the national peer set.
The score is a performance result, not a checklist of planned improvements. A building cannot claim certification merely because it installed efficient equipment or adopted a policy; it must demonstrate qualifying energy performance with accurate operating and energy data.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
What must be in place
The office must be an eligible property type in Portfolio Manager, achieve at least 75, submit accurate energy and operating information, meet indoor-environmental-quality requirements and have the application verified by a licensed Professional Engineer or Registered Architect. Certification is annual, so the building must continue meeting the requirements and repeat the verification cycle each year.
EPA’s comparison guidance describes the distinction plainly: While LEED can help organizations achieve a wide range of sustainability goals, ENERGY STAR certification is the only way to ensure superior energy performance.
That statement is why a LEED plaque should not be presented as proof that an office is a top-quartile energy performer.

Requirements, evidence and workload
ENERGY STAR workflow
- Confirm eligibility. Verify that the building and its use can be represented in Portfolio Manager.
- Define the property and operating characteristics. Enter the building’s operating information and the conditions EPA uses to normalize comparisons.
- Assemble measured energy data. Collect complete, accurate utility and operating records for the required period and keep the underlying documentation.
- Check the score. The property must reach 75 or higher. If it does not, it is not eligible for ENERGY STAR certification that year, even if other sustainability practices are strong.
- Confirm indoor environmental quality. Meet the program’s stated IEQ requirements before submitting.
- Obtain professional verification. A licensed PE or RA reviews the application and verifies the information.
- Renew annually. Maintain the data process, monitor performance and repeat verification each year.
The recurring burden is principally data quality, Portfolio Manager administration, IEQ compliance and the verifier’s annual review. EPA’s cited certification pages do not state a universal certification fee, so budget separately for internal labor, data administration and the verifier’s professional fee and confirm current terms with EPA or the verifier.
LEED O+M workflow
- Confirm the building’s eligibility and occupancy history. The whole building or interior space must have been fully operational and occupied for at least one year.
- Set defensible boundaries. Decide which spaces, meters, operations and shared services belong in the project and document the rationale.
- Select the rating-system version. Use an eligible LEED O+M version and obtain its current scorecard and submission rules.
- Register in LEED Online or Arc. Registration establishes the project record and allows the team to manage documentation.
- Complete minimum program requirements and prerequisites. These are mandatory; selected credits cannot compensate for a missed prerequisite.
- Choose credits that match the owner’s goals. The team can pursue a tailored mix involving energy, water, IEQ, policies and other outcomes.
- Collect evidence and submit. Upload policies, calculations, operating records and other required documentation for technical review.
- Pay the applicable fees and respond to review comments. Certification is issued after the review process is complete.
LEED’s workload is less about a single annual score and more about coordinating facilities staff, engineering records, occupant or tenant information, policies and credit documentation. A project should assign an owner for each prerequisite and credit before registration.

ENERGY STAR’s cited EPA pages describe annual certification and PE/RA verification but do not state a universal certification fee. The practical budget should include staff time to maintain utility and operating data, Portfolio Manager administration and the verifier’s professional fee. Confirm the current terms before committing to a budget.
What the ENERGY STAR numbers mean for an office owner
EPA reports that ENERGY STAR certified office buildings, on average, use 35% less energy, generate 35% fewer emissions and cost $0.54 less per square foot to operate than their peers. These are average comparisons for certified office buildings, not a guarantee for an individual property. Results for one building will depend on its operating profile, weather, systems, occupancy and data quality.
The 75 threshold is consequently useful as a screening decision. If the current score is comfortably above 75 and the data is reliable, ENERGY STAR can provide a relatively direct annual performance signal. If the score is below 75, the owner should treat certification as an improvement target rather than assume that LEED certification will deliver the same claim.
Should you pursue ENERGY STAR, LEED O+M or both?
Choose ENERGY STAR first when energy proof is the immediate need
- The owner’s central question is whether the building is operating efficiently against a national peer group.
- Tenants, investors or internal leadership want a simple, comparable energy-performance metric.
- The facilities team can produce accurate energy and operating data and support annual PE/RA verification.
- The building already appears capable of reaching a score of 75 or higher.
Starting with Portfolio Manager quickly reveals whether the property has the performance and data discipline needed for certification. It also prevents a broad sustainability program from being marketed as evidence of top-quartile energy performance.

Choose LEED O+M first when the operating program is broader
- The owner needs a framework covering energy, water, IEQ, policies and other sustainability outcomes.
- Occupant experience, tenant expectations, investor reporting or wider ESG recognition are major objectives.
- The property needs a structured process for documenting operations and selecting improvements across several categories.
- The team is prepared for registration, prerequisites, credit documentation and technical review.
LEED O+M is especially relevant when management wants a common operating framework rather than one performance statistic. It can organize work even when the building’s current energy result does not meet ENERGY STAR’s threshold.
Pursue both when the owner needs two different proofs
Both certifications make sense when the owner values measured energy performance and broader sustainability recognition, and can sustain the combined documentation workload. ENERGY STAR can supply the annual peer benchmark while LEED O+M documents the policies, practices and outcomes that a single energy score cannot capture.
Do not assume that one application automatically satisfies the other. Build a shared data calendar, but maintain separate checklists for ENERGY STAR’s score, IEQ and PE/RA verification and for LEED’s minimum program requirements, prerequisites, credits and review submissions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical selection process for a large office
- State the decision objective in one sentence. For example: “We need a verified top-quartile energy signal,” “We need a multi-category operating framework,” or “We need both.”
- Establish the building facts. Confirm size, occupancy history, space boundaries, meters, operating characteristics and the quality of available utility records.
- Run the ENERGY STAR readiness check. Determine eligibility in Portfolio Manager and calculate the current score. A score below 75 means the property cannot claim ENERGY STAR certification for that period.
- Map LEED readiness. Identify the eligible rating-system version, minimum program requirements, likely prerequisites, desired credits and the people who can provide evidence.
- Compare the workload with the owner’s reporting calendar. ENERGY STAR recurs annually; LEED documentation and any available recertification path follow the applicable rating-system rules.
- Approve a budget that separates program fees from project costs. Include verification, consulting, documentation, metering and physical or operational improvements where required.
- Set claims in advance. Use ENERGY STAR language for verified energy performance and LEED language for the certified sustainability framework. Do not describe LEED alone as proof of superior energy performance.
Common pitfalls and how to avoid them
Treating a LEED certificate as an ENERGY STAR score
The programs measure different things. A LEED-certified office may not have a score of 75, so marketing and investor materials should identify which certification or metric is being presented.
Waiting until submission to discover a data gap
Missing utility bills, inconsistent meter boundaries or incomplete operating information can undermine both programs. Assign data owners early, reconcile records and preserve the source documentation used in Portfolio Manager and LEED calculations.

Using an unsuitable boundary
Shared services, mixed-use areas and interior-only projects can make the boundary difficult to explain. Define the boundary before registration and use the same documented assumptions throughout the submission.
Underestimating annual ENERGY STAR work
Certification is not permanent. The score, IEQ requirements, data and PE/RA verification must be addressed every year. A building that qualified last year may not qualify after occupancy, weather or operating conditions change.
Budgeting only the published fee
USGBC’s registration and review charges do not include consulting, documentation, upgrades, metering or verification. ENERGY STAR’s cited pages do not state a universal certification fee, but internal administration and professional verification still require budget and staff capacity.
Assuming a national result answers a local incentive question
Local building-performance mandates, utility rebates and tax incentives depend on the building’s jurisdiction, utility territory, size, age and current score. Those issues require a property-specific review and should not be inferred from either certification.
How to communicate the result
Use precise claims that match the evidence. An ENERGY STAR-certified office can be described as achieving a Portfolio Manager score of at least 75 and outperforming at least 75% of similar buildings nationwide, subject to the program’s verification. A LEED O+M project can be described by its certification level and the documented prerequisites and credits in its selected rating-system version. If the building holds both, present the credentials separately so readers understand that one is an annual energy-performance benchmark and the other is a broader operational sustainability certification.
