Lee Kang-seok Sets Daewoo E&C on an AI Infrastructure and Data Center Push

Daewoo E&C is expanding its data-center ambitions beyond construction, but its 500 MW Jeollanam-do cluster remains planned, with permits in progress and a 2027 construction-start target.

Daewoo Engineering & Construction (Daewoo E&C) is positioning data centers as a growth area beyond traditional construction, with ambitions spanning development, investment and operations. Lee Kang-seok, appointed CEO after shareholder and board meetings on October 2, 2026, set out the reported management priorities “SUMMIT, TOGETHER, CHALLENGE.” The available account does not tie specific data-center commitments or acquisition plans directly to Lee; the project strategy is documented in company announcements.

What Lee Kang-seok’s reported strategy says

CHOSUNBIZ reported on October 5, 2026, that Daewoo E&C formally appointed Lee Kang-seok CEO following shareholder and board meetings held on October 2. The report attributed three core management strategies to him: “SUMMIT, TOGETHER, CHALLENGE.” The accessible account does not give a fuller explanation of the slogan or establish that Lee personally announced a particular data-center project, investment commitment or M&A plan.

The company’s separate announcements describe a broader data-center push: moving beyond a contractor-only role toward development, investment and operations. That is Daewoo E&C’s stated direction, not evidence that it already operates every project it has announced.

Daewoo E&C’s data-center projects: delivered work and pipeline

The announcements describe projects at different stages. A completed facility should not be conflated with an investment and construction role, a project in permitting, or an agreement to explore future cooperation.

Gangnam Data Center / Empyrion Digital AI Campus The company said it completed the 40 MW facility in June 2025. A company-reported completion; it is the clearest delivered project in the announcements.
Jangseong Fine Data Center The company said it was participating as both investor and contractor in a facility of up to 60 MW. Evidence of a stated investment and construction role, not a claim that the facility is operational.
Jangseong–Gangjin cluster Two proposed projects: 200 MW in Jangseong and 300 MW in Gangjin, for 500 MW combined power-receiving capacity. In an April 2026 update, the company said it was pursuing permits and targeted a 2027 construction start. A planned cluster with permitting in progress and a target date; neither is proof of construction commencement, financing, tenants or completion.
KINX cooperation In July, the companies signed an MOU to explore hyperscale and AI data-center development and cooperation linking development, construction and operations. An agreement to pursue cooperation, not confirmation of a specific project award or transfer of operating responsibility.

Why Daewoo E&C wants a larger role

Daewoo E&C has described data centers as a way to diversify beyond housing and expand non-residential business. Its announced internal task force is intended to build capability across design, construction and mechanical, electrical and plumbing (MEP) work; develop domestic and overseas market-entry plans; identify project risks; and form partnerships.

The company’s stated longer-term ambition is a developer role that can encompass site acquisition, permitting, design proposals, investment, development, operations and management. These are strategic aims, not independently verified operating results. The July KINX MOU fits that direction: the companies said they would identify hyperscale and AI data-center opportunities, build a development-to-operations cooperation model and seek partnership from early project stages.

What the Jeollanam-do cluster plan does—and does not—show

Daewoo E&C cited Jeollanam-do’s renewable-energy supply and water availability as reasons to pursue the Jangseong and Gangjin sites. It also described local hiring and local supplier participation as intended regional benefits. Those statements explain the company’s rationale; they do not establish that every site has secured power, water, permits or tenants.

The announced 500 MW figure is the combined planned power-receiving capacity of the two projects, not delivered data-center capacity. The April 2026 update said permitting was being pursued and set a 2027 construction start as a target. The company has not thereby demonstrated that construction began, or that the facilities were financed, leased or completed.

How to assess the claims

Data-center announcements can describe very different levels of progress. For a meaningful assessment of Daewoo E&C’s position—or a comparison with another builder—separate what has been delivered from what is under construction, permitted, proposed or aspirational. Relevant evidence includes:

  • Whether the company owns or develops the project, invests in it, builds it, or has an operating role.
  • The status of site control, permits, financing, power and water access, and tenant commitments.
  • Whether a stated date is a target or an achieved milestone.
  • Whether capacity refers to completed facilities or a proposed project’s planned power-receiving capacity.

The announcements provide no comparable independent data sufficient to rank Daewoo E&C against competitors. The clearest distinction is between its company-reported 40 MW Gangnam completion and the still-planned 500 MW Jeollanam-do cluster.
