The panel voted 3–2 to remove a proposed condition setting minimum parking allocations for the full development. Its minutes say the modification concerned commercial tenancies, while the proposed condition addressed parking allocation across the entire project.
What the panel approved
The application, recorded as DAP/22/02226, sought changes to a development comprising 253 dwellings and six commercial tenancies. The panel approved the modification at its 12 February 2025 meeting. The decision record is available in the Metro Inner DAP minutes.
The City of Stirling asked the panel to add a parking condition in response to changes to the application. A proposed condition 57 would have set minimum allocations of 170 bays for the shopping centre, 447 for residents, 33 reciprocal visitor/commercial bays and 19 exclusive commercial bays. The panel deleted that proposed condition on a 3–2 amendment vote; those figures were not imposed by condition 57.
Why the City raised parking
PerthNow reported that the City’s claimed shortfall was between one and 11 bays, and that the number of commercial tenancies had grown from two to six since an earlier approval. The shortfall was the City’s claim as reported by the newspaper, not a finding established in the reviewed minutes excerpt. PerthNow’s report also quoted City senior planning officer Karina Bowater: “There are well-documented issues related to parking at, and access at, the Karrinyup Shopping Centre site, with significant car parking issues reported in the media since the expanded shopping centre opened,” Bowater said. She added: “The proposed allocation is likely to further exacerbate these car parking issues.”

Why the proposed condition was removed
The panel’s recorded reason was about the scope of the application before it: the modification concerned commercial tenancies, while condition 57 dealt with parking allocations for the full development. That distinction explains why the panel removed this condition; it does not establish that parking concerns were unfounded or resolved.
PerthNow reported deputy presiding member Clayton Higham as saying: “I accept that there are parking problems around the Karrinyup Shopping Centre but I’m not sure that these sort of changes to ratios are going to go anywhere near solving the problem or worsen the issue,” DAP member Karen Hyde was reported as saying: “I do understand that there are parking issues which are perhaps created by overall development, however what we have before us are a number of minor modifications and I don’t feel it’s appropriate to go back to what is substantially an issue with the overall development,” These remarks are reported by PerthNow; the official minutes are the decision record, rather than a transcript of those comments.

How the City and the panel fit into the process
The City of Stirling describes Development Assessment Panels as independent decision-making bodies made up of technical experts and elected local government representatives. The City and Council assess applications and make recommendations, but the panel determines the application; the City administers conditions attached to a conditional approval. See the City’s DAP explanation. In this case, the outcome was a panel decision—not a state official overturning a binding City decision.
