Joondalup Council rejected a proposed local development plan for high-rise housing at Joondalup Resort in May 2025. The decision concerned planning controls for future apartments at 45 Country Club Boulevard, Connolly—not a final building application—and does not by itself establish that development at the site is permanently ruled out.
What was proposed at Joondalup Resort?
The resort’s application, prepared by Element Advisory WA on behalf of Joondalup Hotel Investments Pte Ltd, sought a local development plan for two parts of the property at 45 Country Club Boulevard. The City of Joondalup says the plan would set controls for future multiple-dwelling development, including height and built form. (City of Joondalup)
PerthNow reported three proposed buildings of 14, 12 and six storeys, with 190 additional dwellings. The West Australian later described the proposal as up to 200 dwellings, with the same building heights. Those dwelling totals differ between reports and should not be treated as a single confirmed figure. (PerthNow, 23 May 2025; The West Australian)
The City’s consultation page lists proposed controls for building height, boundary walls, street and side or rear setbacks, plot ratio, building separation and building depth. Where the plan did not set a replacement standard, it proposed applying Residential Design Codes Volume 2.

What did the Council decide?
The City’s Local Planning Scheme No. 3 allows grouped and multiple dwellings at the site subject to an approved local development plan. The City advertised the draft for public comment from 24 January to 18 February 2025, while noting that advertising did not signal its formal position. After consultation, Council could approve the plan, request changes or refuse it; final approval by the Western Australian Planning Commission might also be required. (City of Joondalup)
PerthNow reported that a City policy committee voted 4–3 against the plan in April, despite an officer recommendation in favour. Its 23 May report said the Council’s final decision was due on 27 May. The West Australian subsequently reported that Council rejected the local development plan, contrary to the staff recommendation. (PerthNow; The West Australian)

That was a refusal of the planning framework for future dwellings, not a decision on a completed building application. The City’s process describes a later development application as being assessed against an approved local development plan. The reviewed reports do not establish whether the applicant appealed, revised the plan or pursued a later application.
Why did Connolly residents object?
Residents cited the scale of the buildings and their fit with Connolly’s low-density character. PerthNow reported concerns about visual amenity, privacy, environmental effects and the prospect of creating a precedent for high-density development in similar suburbs. Connolly SOS said it delivered letters to about 1,700 homes; the City separately sent 843 consultation letters to residents within 500 metres and some farther away. (PerthNow)

Those concerns are residents’ and advocates’ stated arguments, not independently established measurements of effects on air quality, heat, airflow, wildlife, property values or infrastructure. The available reporting does not identify a quantified study verifying those specific impacts.
How did the resort’s planning consultant respond?
PerthNow reported that the closest homes were about 165 metres from the proposed buildings. Daniel Lees of Element Advisory WA, the resort’s planning consultant, argued the site’s position in a former-quarry hollow and the distance from nearby homes would limit impacts. He said there would be no overshadowing or visual privacy incursions. These were the consultant’s arguments, not an independent finding established in the reviewed reports. (PerthNow)

What was assessed on traffic?
The City says a Transport Impact Statement accompanied the local development plan. It also says a full Transport Impact Assessment would be required with any future development application for multiple dwellings if the plan were approved. The two documents relate to different stages; the plan-stage statement should not be mistaken for the later assessment described by the City. (City of Joondalup)
Can the resort appeal or submit another plan?
The West Australian reported that the applicant could appeal to the State Administrative Tribunal. The reviewed reporting does not confirm whether an appeal was filed, nor whether the resort submitted a revised local development plan or a development application after Council’s refusal. The May 2025 decision therefore establishes the Council’s rejection of that plan, but not the site’s final long-term planning status. (The West Australian)
