The Jackson Municipal Airport Authority (JMAA) has selected the Jackson Forward team, led by CAG Holdings with Yates Construction and Gensler, to negotiate a predevelopment agreement for a major terminal overhaul. The proposed design-build-finance model combines private investment with federal, state and local funding. That means neither private partners nor taxpayers have been identified as paying the entire bill. JMAA has not disclosed a final construction price, a guaranteed maximum price or the precise split among funding sources.
Who is paying for the Jackson airport terminal project?
The project is planned as a blended public-private financing effort. CAG Holdings would lead the private development team and bring private capital to the design-build-finance structure, while traditional airport funding—including federal, state and local dollars—would also be used.

JMAA’s procurement materials describe an approach intended to supplement, rather than replace, conventional grants and public infrastructure funding. The final commitments remain subject to negotiations, approvals and project development. No published funding schedule identifies how many dollars will come from each source.
What private partners are expected to cover
The Jackson Forward team is expected to assume financial risk during predevelopment. In practical terms, the private development partners would carry risk while the project is being advanced toward design, financing and construction agreements. That arrangement does not mean the private team has agreed to finance the entire terminal.

What public money may contribute
JMAA and reporting on the project identify federal, state and local funding as parts of the anticipated financing package. The federal Airport Terminal Program, created under the Infrastructure Investment and Jobs Act, has $5 billion allocated nationally, including $1 billion annually from 2022 through 2026. That national program shows the scale of potential federal support available to airports, but it does not establish a specific award for Jackson-Medgar Wiley Evers Airport.
Will JMAA still own and control the improvements?
Yes. JMAA says it will retain ownership and control of airport improvements and airport operations. The proposed private financing role therefore concerns project delivery and capital, not a transfer of the airport itself to the development team.
That distinction matters because a design-build-finance agreement can assign construction and early funding responsibilities to private partners while leaving the public airport authority in charge of the completed asset and day-to-day operations.
What will the terminal overhaul include?
The reported concept calls for a new concourse, demolition of the West Concourse, one departures entry and six gates. JMAA characterizes the design as conceptual, so the scope can change during negotiations and subsequent project development.

The work is intended to address aging facilities at an airport that serves more than 1.2 million total passengers and handles nearly 20 million pounds of air cargo, mail and packages each year, according to JMAA. Federal Aviation Administration data reported by WAPT show 616,695 passenger boardings in 2024. Magnolia Tribune reported that the airport handles about 60% of Mississippi’s passenger flights.
How much will the Jackson airport terminal project cost?
The complete construction price has not been released. Two phase ceilings reported by WAPT describe stages of the process, not the final terminal cost.

Adding the two phase ceilings would produce $22.9 million, but that arithmetic must not be treated as a guaranteed maximum price or as the cost of building the new concourse and gates. The sources do not provide a final all-in estimate, a source-by-source funding table or a construction contract price.
How does this differ from a traditional grant-funded airport project?
The central difference is who carries risk and when. Under a conventional grant-funded approach, the airport and public sponsors generally assemble identified grants and appropriations before major commitments are made. Under the proposed design-build-finance approach, the private development team is expected to take on financial risk during predevelopment while the public authority pursues a broader funding package.

Could Mississippi’s airport governance dispute affect funding?
The broader funding environment includes litigation over an effort to replace the locally controlled airport authority with a regional board. Magnolia Tribune reported that Gov. Tate Reeves vetoed a $500,000 appropriation intended to help JMAA match federal infrastructure funds. JMAA said it was seeking approximately $2.5 million in matching support for priority projects.
Those amounts describe the wider airport funding dispute, not a confirmed funding line for the terminal overhaul. The vetoed $500,000 cannot be presented as money that would have financed this specific project.

- Negotiate the predevelopment agreement. JMAA and the Jackson Forward team are expected to define responsibilities, financing commitments, approvals and development milestones.
- Refine the concept. The concourse, West Concourse demolition, departures entry and six-gate plan remains conceptual and may change.
- Assemble the funding package. Federal, state, local and private sources must be matched to the eventual scope and schedule.
- Advance design and approvals. The project must move through the agreements and public approvals required before construction.
- Begin construction if milestones are met. The current expectation is a 2028 start, not a guaranteed groundbreaking date.
JMAA CEO Rosa M. Beckett described the goal as “building an airport for the future, not simply maintaining an airport of the past.” She also said airports face the challenge of modernizing aging infrastructure while federal funding may not cover all capital requirements.

Is the Jackson airport terminal being funded entirely with taxpayer money?
No. The announced structure combines private investment from the selected development team with federal, state and local funding. The final public share has not been disclosed.

Is CAG Holdings guaranteeing the full terminal construction cost?
No such guarantee has been published. CAG Holdings is leading the private team and is expected to assume financial risk during predevelopment, while the overall financing package is still being negotiated.
Are the $6.6 million and $16.3 million figures the price of the new terminal?
No. They are reported ceilings for separate phases of the process. JMAA and project reporting have not released a final construction price or guaranteed maximum price.
