Is Your Basement Too Cold? Safe Temperatures, Humidity, and What to Check

The WHO’s 18 °C cold-season benchmark is useful context, not a basement-specific rule. Assess temperature alongside humidity, condensation, leaks, and how the room is used.

For a regularly occupied basement, 18 °C (64.4 °F) is a useful cold-season benchmark—not a basement-specific legal minimum or a guarantee of comfort. The World Health Organization proposes that temperature for the general population in temperate or colder climates. Whether your basement feels comfortable also depends on who uses it, how often, and whether cold surfaces, dampness, leaks, or condensation are present.

What temperature should an occupied basement be?

The World Health Organization’s WHO Housing and Health Guidelines (2018) state: “For countries with temperate or colder climates, 18 °C has been proposed as a safe and well-balanced indoor temperature to protect the health of general populations during cold seasons.” That is general indoor health guidance, not a basement-specific standard.

Use 18 °C (64.4 °F) as context when assessing a cold-season living area. A reading below it does not, by itself, prove the basement is unsafe; a reading above it does not ensure that it is comfortable. Individual needs, how long people spend in the room, the home’s construction and climate, and cold surfaces all matter. The sources cited here do not establish one universal safe basement temperature or a legal minimum that applies everywhere.

Why temperature is only part of the assessment

Cold air holds less moisture than warm air. When humid air contacts a cold surface—such as a pipe, window, or wall—moisture may condense. Basement seepage and plumbing leaks can also add moisture. Persistent dampness can support mold growth, so a thermometer reading alone cannot tell you whether the space has a moisture problem.

Relative humidity gives you another useful measure. The U.S. Environmental Protection Agency advises keeping indoor relative humidity below 60%, ideally between 30% and 50%; the Centers for Disease Control and Prevention advises keeping it no higher than 50%. These are humidity recommendations, not temperature thresholds. The EPA’s indoor-air guidance and CDC’s mold guidance also explain why moisture and damp environments deserve attention. CDC notes that exposure to damp or moldy environments may cause health effects or none; people with asthma, mold allergies, chronic lung disease, or weakened immune systems may face greater concerns.

How to check a cold or damp basement

  1. Measure temperature and humidity. Use an indoor thermometer-hygrometer, or a humidity indicator, and take readings over time. Check more than one spot if conditions differ across the room. A reading describes conditions; it does not identify a leak or diagnose mold.
  2. Look for moisture evidence. Check for water intrusion, plumbing leaks, condensation on windows or pipes, damp materials, musty odors, and visible mold. Note where and when the problem appears.
  3. Fix water sources and dry wet materials. Repair leaks or seepage rather than trying to mask their effects. EPA advises drying wet materials thoroughly as soon as possible, ideally within 24–48 hours. Do not conceal wet or visibly moldy materials.
  4. Reduce excess humidity when needed. If the basement remains damp after moisture sources have been assessed, a dehumidifier may help manage humidity. Health Canada recommends using one in damp basement areas as needed. It will not repair plumbing leaks, seepage, or structural water entry.
  5. Address condensation-prone pipes. Dry and insulate pipes where condensation occurs. Pipe insulation addresses the pipe surface, not every possible source of basement moisture.
  6. Before converting the basement to living space, address moisture and test for radon. The EPA advises checking for leaks and other moisture problems before conversion and testing the lowest lived-in level for radon. See its guidance on radon and home renovations.

Start by measuring and identifying the condition rather than assuming every cold basement needs a purchased remedy. Official guidance supports humidity monitoring, dehumidification where appropriate, and pipe insulation for relevant condensation issues; it does not establish a specific product model or one remedy for every basement.

When to seek building or health advice

For a specific rental or property, the applicable housing requirements depend on location and building circumstances; the general WHO benchmark is not a substitute for local rules. If water intrusion is significant, mold is visible, dampness persists, or occupants have ongoing symptoms, consider qualified building or health advice. Temperature alone cannot resolve those concerns.
