Possibly—but puddles, hard digging, or weak roots are clues, not proof. Poor structure can restrict the movement of water, air, and roots, but clay-rich soil, a compacted layer, a low spot, or a high water table can cause similar problems. Check drainage and the site before choosing a fix.
What poor soil structure looks like
Soil structure is the way soil particles group into aggregates and the pores between them. A crumbly soil with aggregates that remain intact after rain is generally a favorable sign: its pores help water and air move through the soil and give roots room to grow. Compaction reduces larger pores, making it harder for roots, water, and air to move.
Look for several clues together: soil that is unusually hard to dig, shallow or impeded roots, water that remains on the surface after rain, or a crust that forms as the soil dries. No single sign confirms poor structure; site conditions can produce the same symptoms.
Structure is not the same as texture
Texture refers to the proportions of sand, silt, and clay. Structure describes how those particles aggregate. Clay can contribute to slow drainage, but clay content alone does not establish that soil structure is damaged. As University of Maryland Extension puts it: “You can’t change the texture of your soil (the percentage of clay) but you can improve soil structure (the arrangement of individual soil particles).” University of Maryland Extension explains the difference and ways to improve soil health.

Check drainage before choosing a remedy
A percolation test is a screening check, not a definitive diagnosis. Follow local extension guidance where available. University of Maryland Extension’s quick test uses a hole 12 inches deep and 12 inches in diameter: fill it with water, let it drain, then refill it the next day. In that test, the second filling should drain within eight hours. Maryland Extension says a rate below one inch per hour may point to several possible causes, including compaction, clay, buried debris, a high water table, or a restrictive layer. Those thresholds are Maryland guidance, not a universal standard. See the University of Maryland test instructions.
Also notice where water collects and whether runoff flows toward the bed. Depressions, hard pans, a high water table, and other site features can affect drainage independently of garden-bed structure. A soil test can help with pH, nutrients, and sometimes organic matter decisions, but it does not by itself diagnose soil structure.
Choose an improvement that fits the cause
If a small bed is compacted
When the soil is not wet, use a garden fork to loosen the compacted area gently. Maryland Extension describes pushing in a fork and rocking it in place. This can help a bed, but loosening alone will not prevent compaction from returning if the cause—such as repeated foot traffic—continues. If the soil needs more organic matter
Finished compost and other suitable organic materials can support aggregation and soil organisms over time. Iowa State gives a site-specific example of spreading two to four inches of compost on the surface and working it into the top six to twelve inches; that is an example, not a universal prescription. Soil and garden conditions vary, and excessive tillage can damage aggregates. For more on organic matter, see Oregon State University Extension and Iowa State University Extension.
If the surface is exposed or the bed can stay planted
Mulch, groundcovers, and cover crops can protect the soil surface and contribute organic matter. Cover crops are most practical in vegetable gardens or annual beds where the planting schedule leaves room for them. Iowa State and Maryland Extension discuss these practices in their drainage and soil guidance and soil-health guidance.

If water comes from the site, not just the bed
Compost may not solve drainage caused by a high water table, restrictive layer, or persistent flow into a low spot. Depending on the site, options may include correcting a depression, responsibly redirecting runoff, creating a rain garden, using a raised bed, or choosing plants that tolerate wet conditions. - Keep foot and vehicle traffic off growing beds where possible.
- Avoid working soil when it is wet, when it is more vulnerable to compaction.
- Limit excessive or frequent tillage, which can break down aggregates.
- Keep soil covered with mulch, suitable plants, or cover crops where appropriate.
