What is the status of Lampman Park?
Billings Parks and Recreation lists Lampman Park as tax parcel C08071, measuring 6.01 acres, among parcels proposed for disposition. The department’s page says the project’s next phase will be revisited in fall 2026. Inclusion on that list is not evidence that the city has approved or completed a sale. The possibility of a local builder being involved should therefore be treated as unconfirmed unless a current council agenda, staff report, or direct city statement verifies it.

What could be built on the site?
A 2024 Billings housing-site report identified Lampman, at the southwest corner of Monad Road and South 30th Street West, as a possible six-acre development site. It discussed detached and attached homes, apartments, and townhomes, and suggested considering affordability incentives and greater density. Those are possibilities described in a site report, not an approved project or builder’s proposal. City of Billings housing-site report
The city’s listing gives the parcel area as 6.01 acres; the housing-site report rounds it to 6 acres. Neither figure establishes the developable area, which would depend on planning, infrastructure, and any eventual proposal.

Why has the city considered selling parkland?
Maintenance capacity was part of the policy discussion. In a 2024 report, KTVQ said about $4 million of the parks department’s approximately $8 million budget went to maintenance. Those are reported 2024 figures, not verified current budget totals. Parks director Mike Pigg argued that adding amenities without additional funding would spread staff capacity thinner. KTVQ

The decision is a trade-off between retaining city-owned open space and recreation access and disposing of the land for a possible development use. Evaluating any future proposal would require more than its housing count: public access lost or retained, affordability commitments, traffic and infrastructure requirements, ongoing municipal maintenance obligations, and how sale proceeds would be used all matter. No current proposal or proceeds destination is established.

Has the city considered other uses?
A City Council work-session record discussed Lampman as a possible dog-park location and said a new master plan would likely be needed for that use. What would confirm a sale?
A firm answer requires a current city action or statement. The key records to look for are a staff report naming a proposed buyer and terms, a council agenda or minutes addressing disposition, and any planning or zoning application that describes the intended project. Until such records establish the details, the buyer, price, schedule, development plan, current zoning, and use of proceeds remain unknown.
