Housing completions rose in 2024 and 2025, while Minsk recorded fewer apartment transactions in 2025 even as realized prices increased. That combination warrants attention, but it does not prove a glut: the key measures—national vacancy and developers’ unsold inventory—are not established in the available figures. Nor do they prove that most Belarusians invest in apartments; analysts identify investment demand as one factor among several.
What would count as excessive construction?
Rising construction is not, by itself, evidence of overbuilding. A surplus occurs when available homes consistently exceed effective demand—buyers or renters able and willing to take them up—leaving a growing stock vacant or unsold. To assess that, completions need to be considered alongside household formation, sales, rentals, vacancies, unsold developer inventory, and the kinds of homes being supplied.
The figures available through the January 2026 market review do not establish a current nationwide apartment vacancy rate or the number of new units sitting unsold with developers. Total housing stock and annual construction are useful context, but neither measures how many apartments are available and unwanted. A fall in transactions can signal weaker liquidity or affordability; without inventory data, it cannot settle the question of oversupply.
Housing construction is rising, but the totals cover more than market apartments
The National Bank of the Republic of Belarus, in its 2025 Financial Stability report citing Belstat, says nearly 4.4 million square meters of housing were commissioned in 2024—104.7% of the 2023 volume. ASER’s review published January 28, 2026, citing Belstat, reports 4.57 million square meters commissioned in 2025, up 8.1% from 2024. It also reports total housing stock of 279.7 million square meters, 1.5% higher, and says Minsk and Minsk region together accounted for 36% of 2025 completions, or 2.07 million square meters. These are housing-wide measures, not counts of vacant apartments or unsold new-build units. ASER, review of Belarus’s residential property market for 2025.
Those totals also combine housing serving different purposes. Registered households in need, rental housing, and private-market apartments are not interchangeable supply: they may differ in eligibility, tenure, location, and price. BEROC’s May 2024 analysis notes that housing for registered households in need contracted in early 2024, while rental housing grew quickly from a small base. The distinction matters: a large number of completions does not necessarily mean a comparable number of units are available to ordinary private buyers in the places and price bands they want. Does apartment investment explain the building boom?
BEROC senior researcher Anastasia Luzgina identifies rising household incomes, access to long-term lending, and limited investment alternatives as factors supporting housing demand. She describes property as a common long-term investment consideration, while stressing that its value can rise or fall and returns may take a long time. This is expert analysis of market drivers, not a survey establishing how many Belarusians buy apartments as investments.

Investment demand can help sustain construction and prices, especially where buyers expect property to preserve or grow value. But it is only part of the demand picture. Income, borrowing conditions, household need, rental prospects, and affordability all influence whether a completed apartment finds a buyer or tenant. If demand depends heavily on credit or continued price growth, it may also be more sensitive to changes in lending and expectations.

Minsk shows a liquidity warning—not proof of a national glut
ASER’s January 2026 review, citing National Cadastre Agency data, reports 16,959 Minsk apartment transactions in 2025, down 13.3% from 19,570 in 2024. Yet the average realized transaction price in December 2025 was USD 1,931 per square meter, 22.8% higher year over year. Fewer transactions alongside a higher realized price show that activity and prices can move in opposite directions; they do not reveal whether developers or owners hold a growing stock of vacant homes. Price definitions matter. The USD 1,931 figure is an average realized price for completed transactions in December 2025; ASER separately reports an asking-price measure of USD 2,057 per square meter. Asking prices are not sale prices. Currency also changes the apparent scale of year-over-year movement: ASER says the dollar fell 15.6% against the Belarusian ruble in December 2025 compared with December 2024, and the price increase measured in BYN was smaller than the USD increase. A dollar-denominated comparison should not be read as the same-sized increase in local-currency terms.

Why a single Belarus-wide verdict can mislead
The National Bank reports that Minsk accounted for 23.2% of Belarus residential-property transactions in 2024 and Minsk region for 19.9%. Regional centers also recorded activity growth compared with 2023. These figures show where transactions were concentrated; they do not establish overbuilding in those places. Market conditions can differ across Minsk, the surrounding region, and regional cities, as well as between new-build and resale apartments. Comparing them meaningfully requires matching like with like: completed transactions rather than asking prices, the same period and currency, similar unit sizes, and the same buyer or rental segment. National housing totals can conceal a shortage in one segment and excess supply in another.
What evidence would confirm or rule out overbuilding?
A stronger assessment would track, by city and apartment type, whether completions are accumulating faster than homes are occupied or sold. The most useful measures would include:
- Vacant apartments and unsold new-build units, consistently measured over time.
- Completions compared with sales and rentals, rather than construction totals alone.
- Active listings and time on market, separated into asking prices and realized sale prices.
- New-build and resale supply, along with housing for registered households, rental stock, and private-market homes.
- Regional results and affordability or credit conditions, so a national average does not mask local weakness.
The reviewed figures do not provide a nationwide vacancy or developer unsold-inventory measure through October 7, 2026, or the full-year 2026 relationship between construction and transactions. The latest cited market review covers 2025 and was published in January 2026, so it cannot establish how conditions evolved after that review.
