What does 65°F mean indoors?
65°F is approximately 18.3°C. The WHO’s 2018 housing guidance proposes 18°C (about 64.4°F) as a safe, balanced indoor temperature for general populations during cold seasons in temperate or colder climates. It is a health-protective guideline, not a promise that everyone will feel comfortable at 65°F or a universal safe-or-unsafe cutoff. Read the WHO housing and health guidelines.
WHO notes that a higher minimum may be needed for vulnerable groups, including older people, children, and people with chronic illnesses—particularly cardiorespiratory conditions. Personal comfort also varies; the official guidance does not establish one indoor temperature that feels warm enough to every person.
When is 65°F a concern?
For older adults
The National Institute on Aging advises older adults to set the thermostat to at least 68–70°F. It warns that homes at 60–65°F can lead to hypothermia in older adults. If someone is wet and chilled
Room temperature alone does not tell the whole story. The CDC says hypothermia can occur at cool temperatures above 40°F when a person is wet and becomes chilled. Older adults without proper food, clothing, or heating are among the groups at risk. Review the CDC’s cold-weather prevention guidance.
How to heat a home more safely
- Have heating systems serviced annually by a qualified technician, as the CDC recommends.
- Use combustion heaters only when they are properly vented outside.
- During extreme cold, check the temperatures in older adults’ homes.
- If you want to know the temperature where you spend time, use an indoor thermometer; the reading is useful context, not a substitute for age- or health-specific guidance.
