19°C is a reasonable winter thermostat setting, but it is not a universal rule or a single ideal for every home. The World Health Organization proposes 18°C as a safe, balanced minimum for the general population in temperate or colder climates during cold seasons, while Australian Government guidance suggests setting winter heating to 18–20°C. The right setting also depends on residents’ health, outdoor climate, activity and how well the home retains heat.
What temperature should you set in winter?
For a general household in a temperate or colder climate, 18°C is a useful health-oriented reference point, not a guarantee of comfort in every home. WHO’s 2018 Housing and health guidelines states: “For countries with temperate or colder climates, 18 °C has been proposed as a safe and well-balanced indoor temperature to protect the health of general populations during cold seasons.” Australian Government winter energy advice recommends a heating setting of 18–20°C. That makes 19°C a sensible option within that Australian range, rather than a rule that applies everywhere.
These figures describe winter heating advice for different populations and contexts; they are not a prescribed year-round indoor temperature. Local climate and guidance differ, and a thermostat setting does not necessarily mean every room or occupied area reaches that temperature.
When might 18°C not be enough?
WHO notes that older people, children and people with chronic illness—particularly cardiorespiratory disease—may need a higher minimum than 18°C. A household should not lower heating simply to meet an energy target if doing so leaves a vulnerable resident uncomfortably cold or at risk. Consider the needs of the people using the home and seek appropriate health advice where a medical condition affects temperature tolerance.

How temperature affects energy use and cost
Australian Government winter energy guidance says each degree added to a heating setting can increase energy costs by 5–10%. This is the government’s general guidance, not a measured result that will apply identically to every home; actual costs depend on the dwelling, heating system, energy prices and use.
Heating and cooling account for around 40% of energy use in the average Australian home, according to the Australian Government’s YourHome heating and cooling guidance. Improving a home’s thermal performance can help maintain comfort with lower cost and environmental impact, though the right measures depend on the building.

Practical ways to balance comfort and energy use
- Set heating to suit the household. Use 18–20°C as the Australian Government’s suggested winter range, adjusting for comfort and residents’ health needs.
- Heat occupied hours. Australian Government advice recommends a programmable thermostat to match heating to the household schedule, and turning heaters off overnight and when away.
- Address heat loss. Insulation and other thermal-performance improvements can help a home retain warmth. Insulation needs to be appropriate to the building; a generic solution may not suit every construction type.
- Consider ventilation as part of the building. Thermal upgrades should be planned with the home’s ventilation needs in mind, rather than treating insulation as a standalone fix.
For a construction or renovation project, the practical question is not only what number to put on a thermostat, but whether the building can maintain comfortable conditions without excessive heating. The Australian Government’s YourHome guidance discusses heating, cooling and thermal performance in that context.
Why summer and heatwave guidance is different
Winter heating recommendations should not be confused with hot-weather advice. WHO’s heatwave guidance suggests setting air conditioning to 27°C when paired with an electric fan. This is a specific cooling measure for heatwaves, not a general ideal indoor temperature or a winter thermostat target.

What the 19°C “rule” gets wrong
There is no single evidence-backed thermostat setting that is ideal, healthiest and most environmentally friendly for every home. 19°C falls within Australian Government winter advice, while WHO identifies 18°C as a proposed minimum for general populations in temperate or colder countries during cold seasons. Personal comfort, health, climate and building performance affect what works in a particular household.
