What is Pangeos?
Pangeos is a “terayacht” concept: a proposed floating development on a scale far beyond a conventional yacht. Lazzarini Design Studio’s design was presented with a turtle-like outline and a mix of accommodation, hotels, parks, shopping areas, and ports for ships and aircraft. The scale makes the proposed enabling works central to the idea. The concept calls for a dedicated shipyard and a basin or dam-like facility to build and launch the vessel. Lazzarini was quoted describing a purpose-built facility that floods to lift the terayacht for launch. [Al Bawaba]
How was the floating city supposed to work?
IEN reported that the concept included nine HTS motors, onboard energy sources, and 30,000 “hull cells.” These are design claims, not evidence of tested marine systems or validated operating performance. For a construction project, the proposed shipyard is not a minor accessory: it is a major piece of infrastructure that would have to be delivered alongside the floating structure. Is Saudi Arabia building Pangeos?
Saudi Arabia was presented in 2022 reporting as a possible location for the purpose-built shipyard, with the area around King Abdullah Port and King Abdullah Economic City discussed as a candidate. That prospective location is not the same as an official commitment to build the project. [Al Bawaba]

Do other Saudi floating developments confirm Pangeos?
No. NEOM’s 2021 announcement described Oxagon as a separate industrial development and referred to its own planned floating structure; it did not identify that project as Pangeos. [NEOM]

Likewise, a September 2026 PIF announcement about an Al-Khafji coastal destination concerns a distinct development, not Pangeos. The announced project spans around 20 square kilometres and includes an approximately 10-kilometre waterfront; those figures belong to Al-Khafji. [PIF]

The public descriptions establish that Pangeos was presented as a design proposal with striking dimensions, a large proposed capacity, and an estimated multibillion-dollar cost. They do not establish a delivered construction project. The sources reviewed for the 2026 status account did not provide a Pangeos-specific independent feasibility study, validated cost estimate, environmental assessment, approval package, or evidence of a construction start.
