Inside Meydan City: Is Dubai’s “$30 Billion Abandoned City” Really Abandoned?

Meydan City is legally established, and dated updates document work on nearby residential and road projects. Neither proves that every proposed component is active—or that the city cost $30 billion.

No evidence cited here establishes that Meydan City is abandoned or that it cost $30 billion. Dubai law recognizes Meydan City and a government-owned corporation charged with its development and management. Meanwhile, dated construction updates document work on residential development and roads in the wider Meydan area. Those facts do not establish the status of every proposed project: Meydan One Mall and Dubai One Tower need to be checked individually.

What is Meydan City?

Meydan City is more than a name used in property marketing. Dubai’s Law No. (7) of 2024 amending the law establishing Meydan City Corporation establishes “a city named ‘Meydan City’ in which a free zone will be established” and sets out the corporation’s development, management, investment, and related functions. That legal basis confirms the city and the corporation’s mandate; it does not mean every component in a proposed master plan has been completed. Dubai Legislation Portal: Law No. (7) of 2024.

Does the evidence support calling Meydan City abandoned?

Not as a description of the entire area. The label needs a specific subject and date: a district, a single planned project, or a construction site observed at a particular time. A project may be delayed or incomplete while other construction proceeds nearby. Evidence of activity in one part of Meydan therefore cannot establish that a mall or tower is under construction; nor does uncertainty about those projects establish that the whole city has been abandoned.

The “abandoned” framing is familiar in online coverage. Arkive published a video titled “Why Dubai’s $30 Billion City was Abandoned” on 31 December 2021. Its title and account of delays are evidence of the narrative, not an official status record, proof of bankruptcy, or verification that the whole area was abandoned. Arkive video.

What construction has been documented in the wider Meydan area?

District One West residential development

Nakheel’s District One West construction-progress page reports 83.37% overall progress based on the developer’s internal inspection on 11 June 2026. The same page reports 73.31% from RERA’s inspection on 12 March 2026. These are dated, project-specific figures for District One West—not completion percentages for Meydan City as a whole. Dubai Holding separately announced a phase-two construction contract for District One West valued at more than AED 1 billion. That amount relates to the residential phase, not a total budget for Meydan City. Dubai Holding: District One West phase-two contract.

Al Meydan Street infrastructure

Dubai’s Roads and Transport Authority announced two contracts for the Al Meydan Street Development Project with a combined value of AED 1.161 billion. This is evidence of contracted infrastructure work in the area, not proof that any named mall or tower is being built. Dubai RTA: Al Meydan Street Development Project contracts.

What is known about Meydan One Mall and Dubai One Tower?

The available evidence here does not establish whether Meydan One Mall or Dubai One Tower—also referred to as Meydan Tower in some material—is active, completed, cancelled, or abandoned. Dubai Land Department provides a Project Status Enquiry service intended to show a real-estate project’s completion percentage and details when searched by project name, project number, or land number. Where does the $30 billion figure come from?

The $30 billion wording appears in the title of Arkive’s 2021 video, but the available sources do not verify that figure as Meydan City’s cost. No primary budget, government statement, or developer document cited here substantiates a $30 billion Meydan City project budget. The number should therefore be treated as an unverified media headline, not a confirmed construction cost.

Currency and project scope matter. An AED 30 billion figure associated with a separate Meydan-area branded-city announcement cannot be silently presented as US$30 billion for Meydan City. Before quoting any budget, establish the original announcement, date, currency, and whether it refers to Meydan City, Meydan One, or another development.

How to verify a specific Meydan project

  1. Identify the asset precisely. Distinguish Meydan City from Meydan One, Meydan One Mall, Dubai One Tower/Meydan Tower, and residential components such as District One West.
  2. Search the project record. Use the Dubai Land Department’s Project Status Enquiry by registered name, project number, or land number. Record the displayed status, completion percentage, developer, and update date.
  3. Check for a dated statement from the responsible organization. Look for a current update from the relevant developer or Meydan/Dubai Holding, and distinguish a construction-progress report from promotional material.
  4. Report the scope and date with the finding. A dated update about District One West or Al Meydan Street describes that project, not the status of every project in the district.
  5. Do not infer cancellation from a gap in public updates. If a current project record or developer statement is unavailable, say that the project’s status could not be independently verified rather than calling it abandoned.

What the available records can—and cannot—show

  • Dubai legislation: establishes Meydan City and the corporation’s mandate; it does not certify that all planned components have been delivered.
  • Dubai Land Department: describes a project-level status lookup; the service page alone does not report the status of Meydan One Mall or Dubai One Tower.
  • Dated construction updates: document activity on District One West and Al Meydan Street, but do not establish the status of other named projects.
  • Developer marketing: can identify a planned or nearby destination, but should not be treated as proof of completion or active construction.
  • A media headline: can explain the spread of the “$30 billion abandoned city” label, but does not substantiate a budget or project status.
