A smelter processes and refines mineral material. In this debate, the distinction is between producing an intermediate input and carrying processing further toward higher-value products or finished goods in Indonesia. Concern about oversupply and prices
Bahlil cited the risk of global nickel oversupply and falling commodity prices. ANTARA reported his estimate of approximately 2.5 million tons of oversupply. A push for deeper domestic processing
The other stated rationale is to move more activity beyond intermediate processing, so Indonesia captures more value from nickel at home. Indonesia Business Post reported Bahlil’s estimate that processing at most Indonesian nickel smelters reaches around 50%–60%; the report does not specify how that percentage is measured. Bahlil said intermediate products are sent abroad for use as raw materials and can return to Indonesia as finished goods. That is his explanation of the value-chain concern, not a quantified account of all nickel flows.
Export-value figures cited by the minister
Bahlil also pointed to rising export values as evidence of the sector’s growth. ANTARA reported the figures below as his statements; the 2026 figure is a projection, not a completed-year result.
