Use the operating company’s current emergency action plan (EAP) as the controlling source for alarms, routes, hazards, assembly points and contacts. Before anyone enters, brief every contractor and visitor, assign hosts or wardens, and verify how the roster will be reconciled. During an alarm, stop work, follow the authorized instruction and move to the designated safe assembly area. At assembly, report missing people and their last known locations to the official in charge—never send an unauthorized search party back inside.
What this checklist is—and what it cannot decide
This is a field checklist for a host, contractor supervisor or site safety lead. It helps you verify that people know what to do before entry and during an evacuation. It does not replace the facility’s EAP, dam-safety plan, permit conditions, emergency-services direction or local law. Procedures differ by dam, powerhouse, construction phase, downstream exposure, access road and jurisdiction.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Obtain the current, approved EAP from the operator before briefing a group. Confirm its revision date and identify the plan owner or control-room contact. The EAP determines the meaning of each siren, horn, public-address message, radio call, text alert or runner instruction. A generic checklist cannot tell you whether a particular signal means evacuate uphill, shelter, cease water access, report to a control point or await further instructions.
Federal guidance treats hydropower EAPs as early-warning arrangements for potential or sudden dam failure or other accidents. They can include operating actions and notifications to downstream emergency agencies and residents. Public-safety controls may include sirens, signs, lights, buoys, barriers, fences, safety nets, escape ladders and guards. Those measures are site-specific; do not assume a device, route or boundary is present or usable at your project.

Before entry: complete the briefing and roster
1. Establish who is accountable for each person
- Record every visitor, employee, subcontractor and delivery worker through the operator’s sign-in process. Use the site’s required badge, permit or electronic system.
- Name the host or supervisor responsible for each group and identify a deputy for breaks, shift changes and communications loss.
- Give the control room or designated site contact the group name, work area, expected duration and any planned movement between areas.
- Make sure the roster can be read at the assembly point. Keep a current copy in the approved location; do not rely on an individual’s memory.
- For mixed crews, reconcile the contractor’s own attendance list with the facility’s visitor log before work starts.
2. Give a concise, verifiable orientation
Brief people at the entrance or another location that is itself outside the hazard area. Point to the relevant map or diagram rather than describing routes only in words. Ask participants to repeat back the signal, route and assembly location so you can correct misunderstandings immediately.
- Explain how an emergency is reported: the approved emergency number, radio channel, call point, control-room extension or other method.
- Show the alarm and warning devices that apply to the work area and state what each signal means under the current EAP.
- Identify who may order or direct an evacuation: for example, the authorized site lead, control-room operator, incident commander or emergency responder named in the plan.
- State how instructions will continue during the move, including public-address announcements, radios, runners, mobile alerts or face-to-face direction.
- Point out the assembly area, the person who will conduct the count and where to wait for the all-clear.
3. Map primary and alternate routes from every work area
Walk or inspect the route before the group uses it. Mark the nearest exit, gates, stairs, ladders, turnstiles and access restrictions. A route should be marked, adequately lit, unobstructed and unlikely to expose evacuees to an additional hazard. Verify that doors open as required and that a locked or controlled gate has an emergency release or an assigned person who can open it.
Identify an alternate route only if the EAP authorizes it. Record the condition that triggers its use, such as smoke, flooding, a blocked road or a failed gate. Do not improvise a shortcut toward a riverbank, spillway, intake, tailrace, penstock, canal or dam face.
| Work area | Primary route | Alternate route and trigger | Assembly point | Hazards or restrictions |
|---|---|---|---|---|
| Enter the actual area | Use the operator’s route designation | Use only when the EAP permits and the primary is blocked or unsafe | Use the verified location and map reference | List water, traffic, electrical, fall, confined-space or access hazards identified by the operator |
| Enter the actual area | Use the operator’s route designation | Use only when the EAP permits and the primary is blocked or unsafe | Use the verified location and map reference | List conditions that could change during the shift |
4. Cover assistance and supervision
- Assign a host or warden to visitors and to workers unfamiliar with the layout. The assignment continues until the person is accounted for or formally transferred to another supervisor.
- Ask privately whether anyone needs mobility, hearing, vision, medical, language or other assistance. Do not disclose personal information beyond what responders need.
- Plan how instructions will reach people with limited English or anyone who may not understand technical terms. Use a competent interpreter, translated briefing, pictograms or a buddy who can communicate accurately.
- Do not promise that a lift, vehicle or personal rescue equipment will be available unless the EAP specifically provides it. Identify the approved method for people who cannot use stairs or a route independently.
- Ensure hosts know that their role is to guide and account for people, not to attempt an unassigned rescue.
5. Verify contacts and backup communications
Write down current names, roles and numbers for the control room, site lead, contractor supervisor, emergency services contact and assembly-point coordinator. Confirm the approved radio channel, call signs, charging arrangements and battery expectations if radios are used. Cellular phones or portable radios may be suitable emergency communications only when the facility plan specifies them and coverage, interoperability and user training have been checked.

Test the method at the locations where people will work. Note dead zones, noisy machinery, weather exposure and areas where a radio cannot be heard. Establish the fallback method—such as a runner or fixed call point—without creating a new exposure. Never publish a private number or channel that the operator has not approved.
Hydropower hazards to address in the briefing
The operator must identify the hazards and boundaries for the particular facility. Ask specifically about changing flows, sudden releases, dam or dike incidents, inundation zones, restricted areas, ice or debris, electrical equipment, rotating machinery, traffic and construction hazards. A quiet river or dry channel is not proof that access is safe; operating conditions can change quickly.
- Do not approach the dam, spillway, intake, tailrace, conveyance, river edge or another restricted area to investigate an alarm, unusual noise, water level or siren.
- Do not infer that a siren always means a release, a failure or a test. Use the signal definitions in the current EAP and ask the control room if the meaning is unclear.
- Keep gates, barriers, fences, signs, buoys, lights and escape equipment in the condition required by the operator. Report damage or a missing control before entry.
- Include weather, darkness, snow, mud, high flows and construction changes in the route check. A route that was safe during a morning walk-through may be unsuitable later.
During an alarm or evacuation instruction
1. Stop, make the area safe and listen
- Stop work when the authorized signal or instruction applies. Shut down equipment only if the EAP assigns that action and it can be done without delaying evacuation or creating additional risk.
- Warn nearby people who may not have received the signal, then listen for the stated destination and any route restriction.
- Take only essential personal protective equipment needed for the route. Do not delay to collect tools, vehicles, materials or personal property.
- Follow the authorized site lead, emergency official or designated warden. If two instructions conflict, report the conflict to the control room or incident commander and follow the current emergency command structure.
2. Use the designated route
Move promptly, without running, on the route assigned for your area. Use the alternate only when the primary is blocked or unsafe and the plan permits that change. Keep the group together where conditions allow; do not split off to check another building or retrieve a colleague unless the responsible official assigns it.
Hosts and wardens guide visitors, people needing assistance and anyone unfamiliar with the language or layout. They should report hazards encountered en route rather than detouring around them independently. No one should perform rescue, medical response, equipment isolation or a search unless trained, assigned and directed under the applicable plan.

3. Avoid investigation and unauthorized re-entry
Do not return toward water, a dam structure, spillway, intake, powerhouse, construction excavation or another restricted area to see what happened. Do not drive through a closed gate or cross a flooded road. If the route becomes unsafe, stop at a safe location, communicate your position and await direction or use the plan’s alternate route.
At the assembly point: account for everyone
1. Secure the group
- Move to the exact assembly location specified by the operator, not merely the nearest open ground. Stay clear of access lanes needed by emergency vehicles.
- Keep visitors with their host or assigned warden. Prevent people from leaving to find vehicles, phones or co-workers.
- Position the group so the coordinator can hear instructions and responders can reach anyone needing medical help.
2. Reconcile the roster
- Obtain the latest sign-in list, shift list and contractor attendance record.
- Call each name and verify the person visually or by an approved response method. Mark visitors, transfers, late arrivals and people who left before the alarm.
- Ask hosts to confirm the last place and time they saw anyone not present. Record the person’s likely route, task, clothing or equipment only if known.
- Report the total accounted for, the names missing and each last known location to the designated official or emergency incident commander.
- Report known injuries, hazardous exposure, trapped vehicles, route blockages or people who may need specialist assistance.
A missing person is an information and command issue, not an invitation for a volunteer search. Do not re-enter, send a co-worker back or authorize a drone or vehicle search unless emergency responders or the responsible authority directs it. Keep the roster and updates available for responders, and preserve the time and source of each report.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches3. Remain until released
Stay at the assembly point or move only when directed. Do not leave the site, return to work or re-enter a building until the responsible authority gives the all-clear through the approved communication method. If someone must leave for a medical or family emergency, record the departure and tell the accountability coordinator so the roster remains accurate.
