Neither option is universally cheaper. A hydrogen pipeline usually has the advantage when a project can secure a suitable route, move a large and predictable flow, and keep the line highly utilised. Road delivery is often the better first step for small or uncertain demand, dispersed customers, or sites without practical pipeline access.
The comparison must be made at the same delivery point and on a full-system basis. That means including hydrogen conditioning, compression or liquefaction, storage, loading, transport, unloading, endpoint equipment, energy, utilisation and reliability—not just the pipeline tariff or the truck itself.

The short answer: match the transport system to demand certainty and route access
For a high-throughput industrial project with a dependable demand profile and a buildable corridor, a dedicated or shared pipeline can provide the lowest delivered cost. Its economics improve as utilisation rises because the large upfront investment is spread over more kilograms of hydrogen.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsFor an early-stage project, a site with low daily demand, or a network of users scattered across different locations, trucks provide modularity. A trailer can be dispatched when needed, routes can change, and supply can start before a dedicated line is permitted and built. That flexibility can outweigh a higher per-kilogram delivery cost.

| Project condition | Likely first choice | Why |
|---|---|---|
| Large, steady demand and a suitable corridor | Pipeline, subject to a delivered-system study | High utilisation can spread capital costs and avoid repeated road movements. |
| About 1 tonne per day or less, or highly uncertain demand | Compressed-gas tube trailer is often the practical starting point | The U.S. Department of Energy says tube trailers are typically used for small quantities of this scale; this is a typical use case, not a hard technical limit. |
| Several small or geographically dispersed users | Truck delivery, potentially with a hub-and-spoke arrangement | Road supply can serve multiple endpoints without constructing a branch to each site. |
| No feasible right of way or no nearby hydrogen pipeline | Truck unless a new corridor is justified | Route, land, permitting and connection constraints may dominate the decision. |
| Demand expected to grow but timing is unclear | Phased truck supply, with a pipeline option preserved | Modular delivery limits stranded infrastructure risk while demand is proven. |
These are screening conclusions, not a substitute for a project model. Actual results depend on distance, flow, pressure and purity requirements, hydrogen phase, storage, energy prices, road access, route rights, utilisation, financing and the cost boundary selected.
What “truck delivery” actually means
Truck is not one technical pathway. Two routes are commonly considered, and they require different equipment and operating assumptions.
Compressed gaseous hydrogen in a tube trailer
A tube trailer carries compressed hydrogen in high-pressure vessels. At the production or distribution point, hydrogen is compressed and loaded; at the receiving site it is connected to unloading, pressure-management and storage equipment before entering the user’s process or refuelling system. The number of trips, trailer capacity, loading time, unloading time and return distance determine how much hydrogen can be delivered in practice.
The DOE Hydrogen Program Plan (2024) states: “Hydrogen is typically transported under high pressure in tube trailers when the quantity of hydrogen delivery is small (≤1 tonne/day).” The statement describes a common application, not a universal maximum. A larger project may still use tube trailers during commissioning, while a small site may choose a different arrangement because of pressure, storage or purity requirements.
Liquid hydrogen in a tanker
A liquid-hydrogen tanker carries hydrogen after it has been liquefied. Liquefaction adds a major conditioning step and its associated capital, energy use and operating requirements. The receiving facility needs equipment to unload and store the liquid and to vaporise it before use where gaseous hydrogen is required. The tanker pathway can move hydrogen differently from a compressed-gas trailer, so payload, turnaround, boil-off management, storage duration and delivery frequency must be modelled separately.
Why the distinction changes the comparison
A truck study that counts only the vehicle and fuel misses the equipment that makes the delivery possible. The DOE H2A Delivery Analysis treats gaseous tube trailers, liquid-hydrogen trucks and pipelines as distinct pathways and can include liquefiers, pumps, vaporizers, compressors, loading equipment and storage. Comparing a pipeline transmission number with a fully equipped liquid or gaseous truck system will produce a misleading result.

How a pipeline fits a hydrogen project
Where pipelines gain an advantage
A pipeline can move a continuous flow without scheduling a vehicle for every delivery. When demand is large and predictable, the line can operate near its design utilisation and its capital cost can be allocated across a high annual throughput. A route that connects production directly to a concentrated industrial demand centre may also reduce the need for local truck unloading and repeated road access.
The IEA’s Global Hydrogen Review 2026 describes the condition precisely: “Pipelines are often the lowest-cost option for pure hydrogen transport where suitable routes are available and high utilisation rates can be achieved.” Both conditions matter. A line without a usable corridor, or a line serving a lightly loaded market, may not deliver the expected advantage.
What makes a route suitable
- A practical right of way between the production source and the delivery point.
- Connection to existing infrastructure, or a credible plan for new construction or repurposing.
- Hydrogen quality, pressure and flow requirements compatible with the proposed system.
- Enough contracted or otherwise reliable demand to support high utilisation.
- Permitting, land access, crossings, safety studies and construction timing that fit the project schedule.
- Endpoint equipment for metering, pressure management, isolation and the customer’s process.
Repurposing an existing line can change the capital case, but feasibility is not automatic. Material compatibility, operating conditions, integrity, capacity, ownership, access and regulatory approval must be established for the specific asset.
Where pipelines become risky
The largest exposure is underutilisation. If a project is sized for future demand that arrives late—or never arrives—the fixed investment is spread across fewer kilograms. A dedicated branch can also be difficult to justify for one small customer or for users whose locations may change.
Construction lead time is another constraint. A pipeline may require route acquisition, environmental review, crossings, design, procurement, construction and commissioning before the first molecule is delivered. A truck contract can often be staged more quickly, although local storage, compression or liquefaction equipment still requires engineering and approvals.

How truck delivery fits a hydrogen project
Strengths of road supply
- Modularity: capacity can be added by scheduling more deliveries or adding equipment rather than extending a buried line.
- Geographic reach: one production or distribution point can serve several sites without a pipeline spur to each one.
- Demand discovery: a project can establish actual consumption before committing to dedicated infrastructure.
- Route flexibility: supply can be redirected if a customer, process or construction phase changes.
- Phased investment: storage and unloading capacity can be sized for an initial phase and expanded later.
Limits and operating dependencies
Road delivery depends on a complete logistics chain. The project must account for loading slots, trailer or tanker availability, driver and vehicle cycles, road restrictions, weather exposure, site access, unloading time, storage inventory and contingency supply. A nominal trailer payload is not the same as a dependable daily delivery rate: turnaround and reserve capacity determine how often the site can actually be supplied.

For liquid hydrogen, the liquefier, cryogenic storage, vaporisation and handling systems are part of the delivered pathway. For compressed gas, compression, high-pressure storage and unloading equipment are central. The appropriate choice depends on the endpoint’s pressure, phase, purity, consumption pattern and safety case.
Compare the full delivered-system cost
Use one endpoint and one set of operating assumptions for both options. A fair comparison should calculate the cost of hydrogen arriving ready for the customer’s process, not an isolated transport component.
| Cost or assumption | Pipeline case | Truck case |
|---|---|---|
| Upfront infrastructure | Line, stations, connection, metering, route and construction works | Trailers or tankers, loading and unloading equipment, storage, compression or liquefaction and site connection |
| Energy and conditioning | Compression and any conditioning required by the network and endpoint | Compression for gaseous delivery, or liquefaction, pumping and vaporisation for liquid delivery |
| Operating cost | Operations, maintenance, integrity management, energy and network charges where applicable | Vehicle operation, drivers and logistics, loading, unloading, maintenance, energy and inventory losses where applicable |
| Utilisation | Average and peak flow relative to line capacity | Trailer or tanker cycles, payload assumptions, turnaround and reserve vehicles |
| Storage | Line-pack and site storage requirements, if any | On-site buffer storage and any production-side or distribution-side inventory |
| Endpoint equipment | Pressure regulation, metering, isolation and process connection | Unloading, pressure control or vaporisation, storage and process connection |
| Risk allowance | Construction, route, permitting and demand risk | Delivery interruption, road access, equipment availability and fuel or energy-price risk |
The DOE H2A framework calculates levelized delivered costs from scenario-specific component designs and assumptions. Users can define market, size, location, demand, delivery modes, storage and financial inputs. The model’s scope runs from a central production plant through transport, storage and conditioning to a refuelling station or other endpoint, depending on the scenario.

The DOE Hydrogen Delivery Roadmap identifies distance from production, station size and utilisation, demand profiles, delivery modes and storage as cost drivers. It also treats capital, operations, energy, land, lifecycle energy and emissions as outputs or decision metrics. This is why a single vehicle price, pipeline construction estimate or per-kilometre figure cannot answer the project question.
Demand, utilisation and the value of flexibility
Measure more than average daily demand
Record average flow, peak flow, operating hours, seasonal variation, planned outages, commissioning demand and the confidence level attached to future growth. Two sites with the same annual kilograms can require very different infrastructure if one consumes steadily and the other has sharp peaks.
A pipeline sized for a peak that occurs rarely may have poor utilisation. A truck system sized only for average demand may need extra storage, additional delivery windows or backup equipment to cover peaks. The model should show both the base case and credible high- and low-demand cases.

Value flexibility explicitly
Flexibility has an economic value when the project is uncertain. Trucks can be rerouted or added in stages; a pipeline corridor is less adaptable once built. Conversely, a pipeline can provide predictable continuous supply without relying on vehicle scheduling. Put a monetary or decision value on schedule certainty, expansion options and the cost of a supply interruption instead of treating them as informal preferences.

Distance affects pipe length, route construction, compression, road time, fuel, turnaround and inventory. It is therefore an important input, but distance alone does not determine the answer.
The IEA’s Global Hydrogen Review 2021 estimated that pipelines were generally most cost-efficient below roughly 1,500–3,000 km, depending on capacity. That range is historical, high-level context—not a current threshold for a project in any country. It does not account for a particular route, existing infrastructure, hydrogen phase, utilisation, storage design, energy price or local permitting conditions.
A short pipeline with difficult terrain and low utilisation can lose to trucks. A longer route serving a concentrated, dependable flow may justify a pipeline. The correct comparison uses the actual route length and a delivered-system model rather than applying a distance rule.
A practical screening method for developers
- Define the delivery point. Specify where cost and responsibility end: the plant battery limit, a storage vessel, a refuelling station or the customer’s process inlet. Use the same boundary for both options.
- Describe the hydrogen. State required phase, pressure, purity, temperature and daily and peak quantities. Confirm whether the customer can accept gaseous hydrogen, liquid hydrogen or either after conditioning.
- Build the demand profile. Use hourly or operational-period demand where peaks matter. Separate committed demand from forecasts and identify the earliest start date, ramp-up period and expansion phases.
- Screen the route. Map production, users, roads, existing pipelines, possible rights of way, terrain, crossings, land constraints and access for heavy vehicles. Treat a proposed pipeline as unavailable until route, ownership, permitting and schedule are credible.
- Define both truck pathways. Model compressed-gas tube trailers and liquid-hydrogen tankers separately where each is technically possible. Include conditioning, payload, loading, turnaround, unloading, storage and backup requirements.
- Size pipeline alternatives. Test a dedicated line, a shared line or a connection to existing infrastructure where technically and legally feasible. Include construction, connection, compression, metering, maintenance and utilisation.
- Run a common financial model. Use the same hydrogen production cost, financial assumptions, operating period, energy-price cases, reliability requirement and endpoint equipment boundary. Calculate levelized delivered cost and show capital, operating, energy and storage components.
- Stress-test uncertainty. Vary demand, utilisation, delivery frequency, route cost, energy price, schedule, storage days and expansion timing. Identify the assumptions that reverse the preferred option.
- Check non-cost constraints. Compare permitting, safety case, land, construction schedule, road access, outage response and supply-chain availability. Reject an option that cannot meet a binding requirement even if its modelled cost is lower.
- Set a decision gate. Choose a phased truck plan, pipeline development, or a hybrid only after documenting the trigger for expansion—for example, contracted demand, a route approval or a utilisation level. The trigger should be measurable and assigned to an owner.
Project patterns and what they imply
Small pilot or early commercial user
When demand is around 1 tonne per day or less, or when the schedule and volume are uncertain, a compressed-gas tube trailer is commonly considered first. The project should still size storage, unloading and backup supply for the actual operating pattern. A small initial system can preserve a later pipeline option without assuming that future demand will materialise.
Large, steady industrial load
A predictable, concentrated load is the strongest pipeline case. The study should test whether the route can be shared with other users, whether existing infrastructure can be used, and how much of the line’s capacity will be contracted. If utilisation remains low during a long ramp-up, compare a temporary truck phase with an eventual pipeline.

Distributed users in several locations
Road delivery can serve a portfolio of sites from one production or distribution point. Compare the combined truck fleet, route schedules and local storage with a trunk pipeline plus multiple branches. The value of serving sites independently may exceed the theoretical efficiency of one large line.
Remote site without practical pipeline access
Truck delivery may be the only near-term option, but the analysis must confirm road geometry, seasonal access, delivery windows, storage autonomy and contingency supply. If the site’s demand later becomes large and stable, a dedicated route can be reassessed using actual operating data.
Cluster with mixed demand certainty
A hybrid plan may be appropriate: trucks serve uncertain or remote users while a pipeline is developed for anchor customers with firm contracts. The model must allocate shared infrastructure costs transparently and avoid counting the same backup capacity twice.
Infrastructure announcements are not guaranteed access
The IEA’s Global Hydrogen Review 2026 reports more than 40,000 km of announced hydrogen pipeline projects by 2035, but only 9% of that announced length is operational or has committed investment. An announced line therefore cannot be treated as available infrastructure for a site unless its route, investment status, ownership, schedule and connection terms are established.
The same review reports that less than 8% of announced low-emissions hydrogen trade volume for 2030 is associated with projects that are operational, under construction or have committed investment. This is broader infrastructure-maturity context, not a direct pipeline-versus-truck cost metric. It reinforces the need to separate public announcements from supply that a project can contract and rely upon.
Reliability, permitting and safety are decision variables
Cost does not capture every project constraint. A pipeline may require a longer approval and construction sequence but offer continuous supply after commissioning. Trucks may start sooner but depend on vehicle availability, route conditions, delivery slots and storage buffers. Compare planned outages, emergency response, alternate supply and restart procedures for both pathways.
Permitting and safety requirements are local and project-specific. They can affect route selection, pressure and storage design, traffic movements, separation distances, emergency planning and operating procedures. The available global studies do not establish a permit timeline or safety conclusion for a particular site; those require local engineering, regulatory and emergency-response input.

Common comparison mistakes
- Using a universal distance rule: distance is an input, not a decision threshold.
- Comparing a pipeline tariff with truck freight: include conditioning, storage, endpoint equipment, energy and utilisation in both cases.
- Treating tube trailers as a fixed daily limit: the DOE’s 1-tonne-per-day figure describes typical use, while payload and delivery rate depend on equipment and logistics.
- Ignoring hydrogen phase: compressed gas and liquid hydrogen have different conditioning and receiving systems.
- Sizing to average demand only: peaks, outages and ramp-up periods determine storage and backup requirements.
- Counting an announced pipeline as available: verify operational status, committed investment, route and connection terms.
- Assuming the cheapest modelled option is buildable: route, land, permitting, safety and schedule can be binding constraints.
- Locking in a future forecast: test staged demand and define an evidence-based trigger for permanent infrastructure.
Bottom line for construction and infrastructure planning
Choose a pipeline when a suitable route is real, demand is large and dependable, and the system can run at high utilisation for long enough to recover its capital. Choose trucks when demand is small, dispersed or uncertain, when the project needs an earlier or more flexible start, or when pipeline access is not practical. Specify whether the truck pathway is compressed gas or liquid hydrogen, and compare both options at the same delivered endpoint.
A defensible decision requires a location-specific techno-economic and permitting study using the project’s demand profile, route, hydrogen specifications, storage, equipment, schedule and reliability requirements. Global figures can frame the question, but they cannot replace that project evidence.
