Hurricane-Resistant Windows: Impact Glass vs. Shutters

Free tools Windows power users keep installed

Impact-resistant windows and approved shutters can both protect a window opening from windborne debris. Impact windows build that protection into the window assembly, so there is no separate storm-time deployment. Shutters cover an existing window, but removable systems must be installed before the storm and stored between events. Neither option makes a house hurricane-proof: impact glazing can crack while remaining in its frame, and a damaged window can still admit water.

The right choice depends on your location’s current wind zone and code, each opening’s positive and negative design pressures, the product’s approval and configuration, installation and permit requirements, the quote scope, and whether you want to deploy and store panels. Confirm every item with your building department, a qualified installer, the current product approval, and your insurer.

What “hurricane-resistant” means for a window opening

Hurricane protection is a performance claim for a complete, approved assembly—not a guarantee that glass, shutters, or a house will remain undamaged. The assembly must resist the wind pressures and debris exposures required for its location and be attached to the building as tested. A product that passes one standard is not automatically approved under another standard or for every opening.

The Florida Division of Emergency Management’s Hurricane Retrofit Guide describes large-missile testing in which a 9-pound 2×4 strikes end-on at 34 mph. The guide also says products sold as impact-rated should carry a certificate or label identifying the standards they passed. That label does not replace checking the approval, pressure rating, dimensions, anchorage, and installation instructions for your specific opening.

Impact-resistant windows

An impact window is a tested window assembly that normally includes laminated glazing, a frame, and approved hardware and anchorage. The interlayer can hold cracked glass in place after an impact. The objective is to keep the opening from being breached during the debris and pressure sequence, not to leave the glass looking untouched.

Because the protection is part of the installed window, there is no removable panel to find, label, carry, or mount when a storm approaches. You still need to operate and lock the window according to the manufacturer’s instructions and maintain seals, frames, and hardware. If an impact damages the glazing, replacement may be necessary even when the opening remained closed; the damaged assembly may also allow water through.

Approved shutters and panels

Shutters protect the window from the outside. Permanent systems may remain mounted or be hinged into position, while removable panels are stored and installed for a storm. The system must be approved for the opening dimensions, pressure loads, fasteners, substrate, and clearances. A shutter is not automatically suitable merely because it is made from metal or because a panel appears thick.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Shutters can deflect or sustain debris impact, and the window behind them can still be affected if the gap, attachment, or panel arrangement is wrong. Follow the exact approved configuration and installation sequence. For removable systems, mark each panel and its opening, keep the required fasteners together, and allow enough time for installation before hazardous winds arrive.

What neither option promises

The Florida Building Commission’s August 28, 2020 Fenestration Industry Report states: “Impact-resistant products are not designed to be hurricane-proof.” The report explains that the goal is to retain glazing in the opening after missile tests and then subject the product to positive and negative pressure cycles that simulate hurricane conditions. A passing test is not a promise of zero breakage, zero leakage, or no frame, wall, roof, or door damage.

Impact glass vs. shutters at a glance

Decision factor Impact-resistant windows Approved shutters or panels
Everyday readiness Protection is incorporated into the window assembly; no separate deployment step is described as necessary. Permanent systems can be ready in place. Removable panels require preparation, storage, and installation before a storm.
Existing windows Requires a suitable impact-rated window assembly and installation; the existing unit is generally replaced. Can protect an existing window when the shutter system and its attachment are approved for that opening.
After debris impact Glazing can crack or break while remaining in the frame. The damaged window may need replacement and can admit water. Shutters can deflect or be damaged. The window behind may also be affected if clearances or the assembly are incorrect.
Approval and fit Check the current product approval or Notice of Acceptance (NOA), approved glass schedule, sizes, mullions, configuration, and positive and negative design pressures. Check the current approval or NOA, shutter or panel type, opening dimensions, attachment details, substrate, and required design pressures.
Cost description Miami-Dade County describes impact glass as expensive. Obtain an opening-specific installed quote. Miami-Dade County describes metal shutters as reliable and economical, but type, access, anchorage, and installation change the quote.
Insurance Miami-Dade says impact glass may help reduce insurance costs; ask your carrier how an approved installation is treated. Do not assume a discount from the product category alone. Ask the carrier what approval documents and inspection records it requires.

There is no universal installed-price premium, payback period, failure rate, or insurance-discount percentage established for these choices. Quotes must account for the actual openings, wall construction, access, permits, finishes, and approved details.

Code, testing, and approval: the documents that control the decision

Start with the current local requirements

Building codes and wind-borne-debris zones vary by jurisdiction and can change between code editions. Ask the local building department which edition applies, whether the property lies in a debris region, what wind speed and exposure category govern, and whether the work requires a permit and inspection. Miami-Dade’s requirements are a useful local example, not a universal process for every county or state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a Miami-Dade permit, the county’s Windows, Shutters, Doors and Security Bars information requests product approval numbers or current NOAs and design-pressure information for windows and doors. For shutters and panels, it calls for a drawing locating protected openings, identifying the product at each opening, and providing the current NOA. Other jurisdictions may request different forms, calculations, or inspections.

Understand the missile standard

“Impact rated” is not a generic synonym for hurricane-proof. The Florida retrofit guide distinguishes Miami-Dade criteria from other cited standards and cautions that passing another standard does not necessarily mean passing the Miami-Dade standard. Read the certificate or label to identify the exact standard, test level, and product configuration.

Ask for the approval document rather than relying on a sales description. Confirm that the listed product is the one being quoted, including frame series, glass make-up, mullions, maximum size, hardware, fasteners, and allowable installation conditions.

Match positive and negative design pressures

Wind can push inward on one face of a building and pull outward on another. The required positive and negative design pressures can differ by elevation, corner location, roof height, exposure, opening size, and building geometry. An approval that covers a small window at one pressure is not automatically valid for a larger opening or a higher pressure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Have the installer or design professional document the required pressure for every opening and compare it with the approval’s allowable pressure. Do not accept a single pressure number for an entire house unless the governing design specifically permits that approach.

Check the full installation, not just the product

Approval applies to the tested assembly and its attachment. Verify the rough-opening dimensions, frame embedment, anchor type and spacing, edge distances, substrate, shims, sealants, mullions, and required clearances. Obtain the manufacturer’s installation instructions and make sure the work follows them; the Florida retrofit guide specifically advises obtaining those instructions and verifying the installation.

Conditional wood-panel example

A Florida Building Commission staff analysis reproducing code language describes an allowance for wood structural panels at least 7/16 inch thick, with a maximum span of 8 feet, for one- and two-story buildings, subject to preparation and attachment requirements. This is a conditional example from a prior code analysis—not blanket approval for arbitrary retail panels or a recommendation to improvise fasteners.

A search for “7/16-inch OSB storm window panels” does not establish that any particular panel-and-fastener combination is approved for your building. Before using wood panels, confirm the current local code, design loads, panel grade, span, edge support, fastener type and spacing, substrate, and inspection requirements. If those details cannot be documented, use an approved shutter system instead.

How to evaluate your property before choosing

1. Inventory every opening

  1. List windows, glazed doors, sidelights, transoms, garage doors, and other openings that may require protection.
  2. Record rough-opening or visible-frame dimensions, floor level, corner proximity, operating type, and access constraints.
  3. Note existing damage, corrosion, rot, cracked glass, loose masonry, failed sealant, and interior or exterior finishes that could be disturbed.

Protecting only the most visible windows can leave an unprotected opening that still allows wind and rain into the building. Ask the building department which openings must be protected under the current code and whether doors are treated differently from windows.

2. Determine pressures and exposure

Obtain the site wind criteria and required positive and negative pressures from the permitting authority or a qualified designer. Corner and edge openings often experience different demands from openings near the center of a wall. Large openings, upper stories, high elevations, and unusual building shapes can also change the design requirement.

3. Compare the disruption you will accept

  • Impact windows involve demolition, disposal, rough-opening preparation, interior and exterior finish repairs, and a permanent change to the window assembly.
  • Shutters may leave existing windows in place, but removable systems need labeled storage, periodic inspection, hardware control, and a storm deployment plan.
  • Permanent shutters reduce deployment work but still require approved attachment, operating clearance, and maintenance.

4. Request comparable quotes

Ask each contractor to identify the product approval or NOA, glass or shutter configuration, pressure rating, opening schedule, permit responsibility, installation scope, finish repairs, debris removal, warranty terms, and exclusions. A low quote that omits permits, engineering, anchors, trim repair, or difficult-access work is not comparable with a complete installed price.

Installing impact-resistant windows: a controlled sequence

  1. Verify the design basis. Confirm the address, governing code, wind zone, debris requirement, and required positive and negative pressures for each opening.
  2. Review the approval. Match the quoted window series, glass make-up, frame, mullions, maximum size, hardware, and approved installation details to the opening schedule.
  3. Measure and inspect the rough openings. Check dimensions, plumb, level, sill condition, wall structure, moisture damage, and the substrate available for anchors. Correct structural or water-intrusion problems before setting a new unit.
  4. Obtain permits and schedule inspections. Submit the documents required by the local authority, including approval or NOA information and pressure data where requested.
  5. Remove the old unit without damaging the opening. Protect finishes, identify hidden wiring or plumbing, and repair deteriorated framing or masonry rather than covering it.
  6. Install exactly as approved. Use the specified anchors, spacing, shims, sealants, embedment, and clearances. Substituting a convenient fastener or changing the frame position can invalidate the tested configuration.
  7. Seal the opening and finish the work. Integrate sill, jamb, and head flashing or sealant with the existing water-management system; repair interior and exterior finishes included in the contract.
  8. Document completion. Keep the approval, installation instructions, permit, inspection record, invoice, and photographs. Your insurer or a future buyer may need evidence of the installed system.

Installing shutters or panels: a controlled sequence

  1. Select the approved system for each opening. Confirm shutter type, panel dimensions, pressure rating, attachment pattern, substrate, clearances, and operating method in the current approval or NOA.
  2. Map the openings. Prepare a drawing or schedule identifying the product at every protected opening. Miami-Dade’s permit guidance specifically requests this type of opening map for shutters and panels.
  3. Install permanent anchors or tracks before storm season. Follow the approved spacing and edge distances. Check that anchors are in sound structure, not loose stucco, deteriorated wood, or unsupported trim.
  4. Test operation and clearance. Roll, hinge, slide, or latch the system as designed. Make sure shutters do not bind against window handles, screens, air-conditioning equipment, lights, or adjacent walls.
  5. Label and store removable panels. Mark each panel and its opening, keep fasteners in a sealed inventory, and store panels where moisture and heat will not damage them. Replace bent panels, corroded hardware, and missing fasteners.
  6. Deploy before conditions become dangerous. Use the approved sequence and do not wait until winds, flooding, or evacuation orders make exterior work unsafe.
  7. Inspect after every event. Look for bent panels, pulled anchors, elongated holes, cracked windows, damaged seals, and water entry. Do not reinstall a damaged assembly until it has been evaluated and repaired.

Cost, insurance, and long-term ownership

What the available cost guidance does—and does not—say

Miami-Dade County characterizes metal shutters as reliable and economical and impact glass as expensive. Those descriptions are directional, not quotes. Installed cost changes with opening count and size, window access, wall construction, demolition, interior and exterior repairs, engineering, permits, shutters’ operating method, and whether the system is permanent or removable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Request an itemized quote that separates products, engineering, permit fees, labor, anchors, finish repairs, disposal, taxes, and optional upgrades. Compare the total installed scope, not the material price alone.

Insurance questions to ask directly

Miami-Dade says impact glass may reduce insurance costs, but neither the county statement nor the product category guarantees a discount for every policy. Ask your carrier whether it recognizes impact windows, shutters, or both; which approval or NOA is required; whether all openings must be protected; what inspection or documentation is needed; and whether savings apply at renewal or only after underwriting review. Obtain the answer in writing before using a projected discount in your budget.

Maintenance obligations

  • Clean and inspect impact-window tracks, locks, gaskets, sealants, and drainage paths according to the manufacturer’s instructions.
  • Operate permanent shutters periodically so corrosion, seized hinges, or failed motors are found before a storm.
  • Inventory removable panels and fasteners at least annually, and after each deployment.
  • Repair wall cracks, loose trim, failed sealant, and rusted anchors before they compromise attachment.
  • Keep approval and inspection records with your property documents.

Common failure modes and how to correct them

“The product is impact rated, so any installation is acceptable.”

Why it fails: The approval covers a defined assembly, size range, pressure, anchorage, and installation method. Correction: Compare the actual opening and attachment details with the current approval or NOA before ordering and again during installation.

“A shutter is strong enough because it is metal.”

Why it fails: Panel thickness alone does not establish pressure capacity, fastener performance, deflection limits, or debris protection. Correction: Use the approved shutter type, panel arrangement, anchors, spacing, and clearances for that opening.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The glass stayed in place, so there is no damage.”

Why it fails: Laminated or impact glazing can crack while retaining the opening, and the damaged window may allow water through. Correction: After an impact, have the assembly inspected for glass, frame, seal, and water-management damage and replace components as required.

“We can install removable panels during the storm warning.”

Why it fails: Exterior work becomes hazardous as winds rise, and missing or mismatched hardware can leave openings unprotected. Correction: Label, inventory, and practice the installation in fair weather; deploy before dangerous conditions.

“A neighboring property received an insurance discount.”

Why it fails: Discounts depend on the carrier, policy, jurisdiction, documented approvals, and the percentage of openings protected. Correction: Ask your own insurer for written requirements and confirmation.

Which option fits which property?

Choose impact-resistant windows when

  • You want opening protection that is present every day without storing or mounting panels.
  • You are already replacing windows and can budget for the complete approved assembly and finish work.
  • You value normal window operation and a consistent appearance across the building.
  • You can verify that the selected sizes, glass schedule, frame, pressures, and anchorage cover every opening.

Choose approved shutters or panels when

  • Your existing windows are serviceable and the approved shutter system can protect them at the required pressures.
  • You prefer a lower material-cost path, accepting that installation details and labor determine the final price.
  • You can store, label, inspect, and deploy removable panels safely, or you select a permanent system.
  • You need a staged project in which openings are protected without replacing every window immediately.

Use a mixed strategy only with opening-by-opening verification

A property may use impact windows on frequently used or difficult-to-reach openings and approved shutters on other openings, but each assembly must independently satisfy the current requirements. Do not assume that one product’s approval transfers to another opening or that an unprotected door is covered because nearby windows are protected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical decision checklist

  • Have you confirmed the current code, wind zone, debris region, and permit path with the local building department?
  • Do you know the positive and negative design pressures for every opening?
  • Does the current approval or NOA match the exact product, size, configuration, pressure, anchors, and substrate?
  • Does the quote include engineering, permits, installation, finish repairs, disposal, and inspection?
  • For shutters, do you have a storage, labeling, deployment, and post-storm inspection plan?
  • For impact windows, does the scope address rough-opening condition, water management, and replacement of damaged framing or finishes?
  • Has your insurer explained in writing whether the documented installation affects your premium?
  • Are you relying on a conditional wood-panel provision only after confirming the current local rule and attachment details?

If you cannot answer these questions, pause the purchase and obtain the missing documentation. The safest choice is the system that is approved for your actual openings and that you can install correctly before a storm.
