How to Verify Steel Mill Certificates and Traceability Documents on a Construction Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify a steel mill certificate by proving three links: the certificate meets the contract documents, the certificate is authentic, and the heat or batch identified on the certificate is the same material delivered and later fabricated. Start with the purchase order, approved submittal, governing steel specification, quality plan, and inspection and test plan. Then reconcile the certificate’s issuer, product, grade, standard, identifiers, chemistry, mechanical results, signatures, markings, and delivery records. Do not accept a document merely because it looks complete; acceptance is a project decision controlled by the contract and applicable standards.

For processed steel, traceability must continue after cutting, subdivision, fabrication, or repacking. Each resulting piece or batch needs a documented link to its original heat and certificate. When a certificate cannot be authenticated or identifiers conflict, place the material on hold, obtain confirmation from the issuing mill through independently sourced contact details or an official manufacturer portal, and use independent inspection or testing when the contract or risk justifies it.

What a verified steel certificate must prove

A certificate is useful only when it connects a specific product to stated requirements and to the physical steel on your project. Verification therefore has three separate questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Does the document satisfy the project’s acceptance basis? The purchase order, approved submittal, product specification, quality plan, and inspection and test plan establish the required grade, product form, dimensions, delivery condition, tests, and certificate type.
  • Did the claimed mill or manufacturer issue it? The issuer, certificate reference, signature or declaration, and any official digital-verification route must be checked.
  • Does the delivered steel match the document? Heat or batch numbers, product numbers, dimensions, markings, quantities, and delivery records must reconcile to the certificate, including after cutting or fabrication.

These checks establish a defensible project record; they are not a universal ruling that any certificate or steel grade complies with every standard. The governing contract documents and the applicable edition of the product standard remain controlling.

Step 1: Establish the acceptance basis before reading the certificate

Collect the documents that define what the project is buying and how it will be accepted. Record the requirements in a review sheet before comparing any test values.

Documents to gather

  • Purchase order and any referenced supplier quotation or order acknowledgement.
  • Approved material submittal, including revisions and approved substitutions.
  • Applicable steel product specification and project design requirements.
  • Project quality plan and inspection and test plan.
  • Delivery tickets, packing lists, bills of lading, and receiving reports.
  • Fabrication, cutting, nesting, transfer, and re-bundling records if the steel has been processed.

Write down the required grade, referenced standard, product form (such as plate, rolled shape, or pipe), dimensions and tolerances, supply or delivery condition, required tests, sampling rules, and certificate type. Do not infer that a particular EN 10204 certificate type is universally required. A supplier guide or an example certificate cannot override the type specified by your contract or product standard.

Why the certificate type must be project-specific

ArcelorMittal Long Products Luxembourg’s Quality Management issued a conformity letter dated January 13, 2025. For rolled shapes ordered and produced to ASTM A992, A913, A709, A588, and A572, it states that material test certificates prepared according to ASTM A6 fulfill EN 10204 type 3.1 requirements. The letter says its basis includes chemical and mechanical results for the same heat as the delivered materials and a signature from a mill quality-department representative. That is a scoped statement about the products and standards named in that letter, not a general equivalence decision for every grade, product, certificate, or project.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 2: Identify the certificate and its scope

Capture the key fields exactly as printed. A certificate that cannot be tied to a defined shipment or product range is not ready for acceptance.

Field What to record Verification question
Issuer Mill or manufacturer name, site, and issuing department where shown Is this the producer named or permitted by the order, and can its identity be independently confirmed?
Certificate reference Certificate number, revision, issue date, and any order reference Does the reference correspond to the shipment and the project purchase order?
Product description Product form, section or plate description, dimensions, quantity, and delivery condition Does the description cover the actual items received rather than a similar product?
Grade and standard Grade designation and referenced product or test standard Are both the grade and standard exactly those required by the approved submittal?
Heat or batch identifier Heat number, cast number, batch number, or equivalent lot identifier Can this identifier be read on the steel and in the delivery records?
Additional product identifiers Plate number, piece number, bundle number, or manufacturer serial reference Do identifiers distinguish the supplied items within the same heat?
Test results Chemical analysis, mechanical properties, and any specified supplementary tests Are all required results present and within the limits that govern this order?
Declaration and signature Signed statement, responsible department, digital signature, or authentication details Does the declaration identify an authorized issuer and the applicable certificate type?

Supplier quality guidance commonly identifies the issuer and reference, product description, standard and grade, heat number, chemistry, mechanical properties, and signature or declaration as the minimum reading set. Those are review points, not project acceptance limits. The limits must come from the governing specification and approved documents.

Step 3: Compare chemical and mechanical results with the governing limits

Read the results against the exact grade, product form, thickness range, delivery condition, and edition of the standard specified for the project. A number printed on a certificate is not acceptable merely because it appears plausible.

Chemical analysis

Check that every element required by the applicable specification is reported, that units are clear, and that the reported heat or batch is the one assigned to the delivered material. Confirm any carbon-equivalent, residual-element, or supplementary chemistry requirement only when the project documents call for it. Do not substitute values from an unrelated certificate example for the project’s limits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mechanical properties

Confirm the reported yield strength, tensile strength, elongation, toughness or impact results, bend or other required tests, specimen orientation, test temperature, and thickness or product category where the governing documents make those distinctions. Check that the result is associated with the same heat and certificate reference as the chemical analysis. If a required test is absent, unclear, or reported under a different standard, record a deficiency instead of assuming equivalence.

Supply-condition statements

Some orders require a delivery condition or processing state, such as normalized, quenched and tempered, or another condition defined by the product specification. Match the certificate’s statement to the order and receiving condition. A chemical and mechanical match alone does not prove that an explicitly required delivery condition was met.

Step 4: Match the certificate to the steel that arrived

Document review and physical identification must be performed together. Inspect the markings before the material is distributed to fabrication or installation.

  1. Photograph or transcribe the heat, batch, cast, plate, piece, and bundle markings while the material is still identifiable.
  2. Compare those markings with the certificate, packing list, delivery ticket, and receiving report.
  3. Reconcile the product description, dimensions, quantity, grade, and delivery condition to the pieces physically received.
  4. Mark any mismatch as a hold or nonconformance according to the project quality procedure.
  5. Resolve the mismatch with the supplier or mill before acceptance or incorporation. Do not erase, replace, or guess at a missing identifier.

A plate supplier’s quality description illustrates the required chain: grade, heat number, plate number, thickness, and supply condition are matched to each certificate, and the identity is retained through cutting and loading. Your project should define the exact marking and record method, but the principle is the same: the document must identify the steel, not merely the order in general.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common physical-to-document mismatches

  • The heat number on a bundle differs by one character from the certificate.
  • A plate number appears on the packing list but not on the certificate or receiving record.
  • The certificate describes one thickness or section while the delivered pieces are another.
  • The quantity on the certificate cannot account for the received bundles.
  • Markings are missing, illegible, painted over, or transferred to a new bundle without a controlled record.
  • Two certificates cover the same heat but do not identify which certificate applies to which product dimensions.

Any of these conditions breaks the evidence chain until corrected. A supplier explanation may be appropriate, but it should be supported by controlled records or direct mill confirmation rather than an informal assumption.

Step 5: Preserve traceability after cutting, fabrication, and movement

Traceability frequently fails after receipt, when one plate or bundle becomes many pieces. The project’s records must preserve the original heat-to-piece relationship at every transfer.

Minimum transfer record

  • Original heat or batch number and certificate reference.
  • Original plate, piece, bundle, or coil identifier.
  • Cutting or subdivision date and the operator or fabrication work order.
  • New piece or sub-piece identifiers, dimensions, and quantity.
  • Marking method used on the resulting pieces, such as durable paint, stamping where permitted, tags, or a controlled digital record.
  • Destination bundle, assembly, or installation location.
  • Any scrap, rework, repair, or reassignment that changes the material’s status.

Cutting and rebundling controls

Before cutting, verify that the source plate or bundle is released and that its heat and certificate are recorded on the cutting list or nesting plan. During cutting, transfer the identifier to each piece or maintain a controlled map that cannot be confused with another heat. When pieces are moved into a new bundle, attach a bundle record listing every source heat and piece number. If different heats are mixed, do not represent the bundle as a single heat; segregate it or document each piece individually.

Fabrication and installation records

Link fabricated members to their piece or plate identifiers, shop work order, weld map where applicable, and final erection or installation location. If a member is repaired, cropped, or replaced, retain both the original and replacement traceability records. The objective is that an auditor can start with an installed member and work backward to the certificate and original heat without relying on memory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 6: Authenticate the issuer and the document

Visual quality is not authentication. Use an independent channel to confirm a questionable certificate or a certificate that carries significant project risk.

Independent contact confirmation

  1. Obtain the mill’s telephone number, email address, or web address from the manufacturer’s established public materials, the approved vendor record, or another source independent of the certificate itself.
  2. Ask the mill’s quality or customer-service department to confirm the certificate number, product, heat or batch, grade, and issue date.
  3. Send only the information needed for confirmation and keep the response with the project quality records.
  4. Record the name or department responding, date, method of confirmation, and any limitations the mill places on the confirmation.

Do not use contact details printed only on a suspicious document when an independent source is available. A mismatch between the certificate’s contact information and the manufacturer’s established channels is a reason to escalate, not proof by itself that the steel is fraudulent.

Manufacturer portals, QR codes, and digital signatures

Use a digital verification route only when the issuing manufacturer actually provides it. A sample Hyundai Steel Pipe certificate states that its digitally signed original can be checked through the manufacturer’s customer portal or QR scanner application. That example demonstrates a possible control; it does not establish that every mill offers a portal, QR check, or digitally signed original. Verify the domain and application through the manufacturer’s independent channels before entering certificate data or downloading a replacement document.

What a successful authentication does and does not establish

Authentication confirms that the issuer recognizes the document or reference. It does not, by itself, prove that the document covers every piece delivered, that the material was not mixed after issuance, or that the project’s specified limits are met. Physical matching and specification review remain necessary.

Step 7: Escalate unresolved or high-risk cases

Place material on hold when a certificate cannot be authenticated, identifiers conflict, required results are missing, or the physical product does not match the order. Escalate in proportion to the consequence of accepting the material.

Mill clarification

Request a corrected certificate, a controlled reissue, or a written explanation that identifies the affected heat, product, and records. Keep the original document, the request, and the response; replacing a questionable file without retaining the history weakens the audit trail.

Independent inspection

Independent inspection can be useful when the contract requires it, the supplier’s records are incomplete, the material is safety-critical, or the commercial and schedule consequences of a later failure are high. Define the scope before appointing an inspector:

  • Document review and certificate authentication.
  • Marking, heat, plate, piece, and quantity reconciliation.
  • Inspection timing, such as before dispatch, at loading, or at receipt.
  • Sampling plan and any chemical, mechanical, dimensional, or other testing.
  • Inspection location, access, reporting format, and nonconformance process.
  • Independence from the supplier and the party responsible for acceptance.

A supplier source says it can arrange pre-loading inspection and names SGS, Bureau Veritas, and TÜV as possible firms. That statement establishes an offered arrangement, not the current scope, availability, independence, or accreditation of any provider. Confirm those details directly and align the inspection with the purchase order and inspection and test plan. There is no provider ranking established here.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Testing when documents remain insufficient

Testing may help characterize material, but it does not recreate every part of the original traceability chain. Define the test method, sampling location, laboratory qualifications, acceptance criteria, and disposition authority in advance. If the heat cannot be identified, a passing test result may still be insufficient for a contract that requires heat-specific certification.

Certificate review worksheet

Use one controlled worksheet per certificate or clearly defined certificate group. The following sequence keeps document, material, and records checks together.

  1. Record project, purchase order, supplier, delivery, certificate number, revision, and review date.
  2. Copy the required grade, product form, dimensions, delivery condition, tests, and certificate type from the approved project documents.
  3. Enter the issuer, product description, heat or batch, plate or piece identifiers, quantity, and certificate date exactly as shown.
  4. Mark each required chemical and mechanical result as present, within the governing limit, and associated with the correct heat.
  5. Record the signature, declaration, digital-signature status, or mill confirmation reference.
  6. List every physical marking checked and the delivery record that supports it.
  7. For processed steel, attach the cut list, transfer map, new piece identifiers, and destination record.
  8. Assign a disposition: accepted, accepted with documented clarification where contractually permitted, rejected, or on hold pending defined evidence.
  9. Obtain the designated reviewer and quality representative approvals required by the project quality plan.

Failure modes and corrective actions

Symptom Likely control failure Corrective action
Certificate has no heat or batch number Document is not tied to a production lot Request a controlled mill document that identifies the heat; hold material until the project acceptance basis is met.
Heat number differs from the bundle marking Wrong certificate, transcription error, or mixed material Segregate the bundle, recheck delivery records, and obtain mill or supplier confirmation before release.
Required test is absent Certificate scope does not match the purchase order Identify the governing requirement and request the missing result or approved disposition; do not substitute an unrelated value.
Certificate looks altered or digital file is inconsistent Uncontrolled copy or possible forgery Preserve the original, contact the mill through independent details, and use the manufacturer’s official verification route if available.
Traceability lost after cutting Identifiers were not transferred to pieces or new bundles Stop further movement, reconstruct the chain from controlled cutting and loading records, and obtain project quality approval for disposition.
Supplier proposes a replacement certificate without history Original discrepancy may be concealed Retain the original and request a revision or reissue that explains the change and preserves the audit trail.
Different heats are in one unmarked bundle Rebundling destroyed segregation Segregate by heat or identify every piece individually before acceptance.

How to decide whether more assurance is warranted

Use a documented risk decision rather than ordering inspection automatically or accepting documents automatically. Consider:

  • Structural or safety consequence if the grade or properties are wrong.
  • Supplier and mill history on this project.
  • Value, size, and schedule impact of the shipment.
  • Whether the material will be concealed or difficult to replace.
  • Completeness and consistency of the certificate and traceability records.
  • Contractual inspection, witness, hold-point, and testing requirements.
  • Distance from the mill and practicality of inspecting before dispatch.

When comparing viable inspection options, compare scope, timing, independence, geographic coverage, sampling or testing, reporting, and alignment with the purchase order. Do not treat a firm named by a supplier as pre-approved unless the project documents and responsible authority say so.

Limits of what certificate verification can establish

A properly reviewed certificate supports acceptance of the documented material under the project’s stated criteria. It does not establish universal compliance across standards or projects. The available material does not reproduce the authoritative text of EN 10204 or the governing structural-steel product standards, and it does not provide project-specific acceptance limits. Use the standards and contract documents specified for the actual work.

The January 13, 2025 conformity letter from ArcelorMittal Long Products Luxembourg is useful as an example of a mill making a scoped statement. Its wording says, “The Chemical and Mechanical results in the MTC are for the same heat No. of the delivered materials.” Treat that sentence as the mill’s statement for the products and standards named in its letter, not as a blanket rule for unrelated steel or certificates.

Final release decision

Release steel only when the acceptance basis is identified, the certificate fields and required results are satisfactory, the issuer or document has been authenticated where needed, the physical markings match the certificate and delivery records, and traceability remains intact through processing. If any link is missing, keep the material controlled and document the evidence required to close the gap. This approach gives the project a verifiable chain from contract requirement to mill record to installed steel.
