How to Verify House Plans and Building Approvals Before Construction in Greater Noida

What’s actually slowing this PC down?

Do not start construction until you have matched the sanctioned building plan to your exact plot, confirmed the issuing authority and permit validity, and checked land-title documents separately. For a Greater Noida property, the practical sequence is: identify the competent authority from the plot papers, obtain the signed approval packet, authenticate its permit and revision details with that authority, compare the approved drawing with the proposed work, and complete the construction-stage and occupancy requirements stated on the permit.

A map sanction permits specified construction; it does not prove that the applicant owns the land. A project record on UP-RERA can help you locate approved drawings and certificates, but it is a project-level cross-check rather than a universal approval lookup for every individual house plot.

What counts as a verified house-plan approval?

A reliable verification is more than seeing a stamped drawing or a builder’s photocopy. You should be able to trace the plan to the authority that had jurisdiction over the parcel, identify the permit and its effective version, and show that the drawing corresponds to the plot and work you intend to build.

  • Issuing authority: the authority named on the sanction or permit and responsible for the parcel.
  • Parcel identity: plot number, sector, block, village or project identifiers, dimensions and other details that tie the approval to your land.
  • Permit identity: permit or sanction number, approval date, validity or expiry terms, and any revalidation or revision.
  • Approved drawings: sanctioned site or layout plan, building plan, floor plans and any conditions or no-objection requirements.
  • Construction status: commencement, plinth, completion and occupancy documents where the approval requires them.
  • Separate land rights: conveyance, allotment or lease documents and registry records that establish your right to build.

If one of these links is missing, treat the file as incomplete and pause work until the gap is resolved in writing by the competent authority or a qualified professional.

1. Identify the authority that controls your plot

Greater Noida is a geographic description, not a guarantee that every parcel follows the same approval route. Begin with your allotment letter, lease, sale deed, registry, mutation or other property papers. Look for the authority named as lessor, development authority, sanctioning body or approving office. If those documents name the Greater Noida Industrial Development Authority (GNIDA), confirm the plan with GNIDA’s current official channel. Do not substitute a Ghaziabad Development Authority example, a private consultant’s interpretation or an unrelated municipal approval.

The official publication titled Checklist for Building Plan Approval (As per Greater Noida Bye Laws) is a useful reference for the document categories and professional roles normally associated with a submission: view the checklist. Use the current contact and filing route identified by the authority; a single public lookup route for every standalone residential plot has not been established, so do not rely on an unofficial portal or an old phone number.

When the authority is unclear

  1. List every authority appearing on the land papers, prior permits and builder correspondence.
  2. Ask the authority named on the allotment or lease which office has jurisdiction over building-plan sanction for that parcel.
  3. Request a written confirmation of jurisdiction before paying for drawings or beginning work.
  4. Keep the response with the title documents so a later plan revision can be checked against the same authority.

2. Obtain the complete approval packet

Ask the owner, builder, architect or authority for the signed or digitally verifiable documents, not only a marketing brochure or an undated plan. For a single house, the packet may be smaller than a registered project file, but it should still identify the plot, approval and conditions.

Document What to check Why it matters
Sanction letter or approval certificate Authority name, permit number, approval date, applicant, plot identity, validity and conditions Establishes the legal decision and the version of the permission
Approved building map Seal, signature or digital authentication; drawing number and revision; footprint, floors, setbacks and access Defines the work that was actually permitted
Approved site or layout plan Plot boundaries, adjoining roads, common areas and project or sector identifiers Connects the building drawing to the correct parcel
Floor plans and sections Each approved level, dimensions, use and relationship to the sanctioned footprint Prevents construction from relying on an obsolete or partial sheet
Commencement or work-start record Intimation or approval required before physical work begins Shows that the start-of-work condition was met where applicable
Plinth, completion and occupancy documents Stage applications, certificates and dates required by the permit Determines whether the building may proceed to the next stage or be occupied
Land-rights file Sale deed, allotment or lease, registry and parcel identifiers Proves the right to use the land; a map sanction does not do this

For a registered development, UP-RERA records demonstrate the kinds of files that may be available publicly: sanctioned layout, sanctioned building or block plan, floor plans, sanction letters, commencement certificates, completion certificates and, in some records, registry documentation. These records are useful leads, but you still need to match the project and parcel and confirm the plan with the competent plan-approving authority.

3. Authenticate the permit, parcel and dates

Read the approval as a record, not as a visual stamp. Compare every identifying field across the sanction letter, drawing sheets and land papers. A mismatch in one digit, sector name or revision can mean that the documents belong to a different plot or an earlier proposal.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
  1. Record the authority and permit number. Copy them exactly, including prefixes, hyphens and year codes.
  2. Match the parcel. Check plot or unit number, sector, block, project name, area and boundary description against the title and allotment documents.
  3. Check the approval date. Ensure the drawing carries the same approval event as the certificate or a clearly identified later revision.
  4. Locate validity terms. Note the expiry date, duration, renewal requirement and conditions that could suspend or cancel permission.
  5. Search for revalidation or revision. A later permit number or revised drawing may supersede the first approval.
  6. Confirm authenticity with the authority. Use the current official channel named by the authority and retain the response, receipt or digitally verifiable record.

For project records, the UP-RERA details page for Rhythm County (Phase RC-2) displays fields for permit number, original permit date, validity, revalidated permit number and date, revised end dates, and downloadable approved plans: see the project details record. Those fields illustrate what to compare; the page’s project-record process should not be treated as the governing procedure for a standalone house.

Use a document identity worksheet

Field Sanction letter Drawing sheet Land document Result
Authority Enter exact name Enter seal or digital issuer Enter lessor or development authority Must be consistent or explained
Permit or drawing number Enter number Enter sheet and revision number Not normally applicable Later approved revision controls
Plot or project identity Enter identifiers Enter identifiers Enter identifiers All must point to the same parcel
Approval and validity dates Enter dates Enter approval reference Enter acquisition or lease dates Check the permit’s own term

4. Check validity, revalidation and amendments

Never apply a validity period from another plot automatically. One example approval certificate states that its map is valid for five years from approval, but that is a term of that particular approval, not a universal Greater Noida rule. Read the actual certificate for its duration, expiry, renewal route and conditions.

Check whether the authority issued a revised map, extension or revalidation after the original sanction. Keep both versions, then identify which one is expressly current. An older plan and a newer plan are not interchangeable when the footprint, number of floors, setbacks, use or conditions changed.

The project details record cited above shows original and revalidated permit information and revised end dates. It also states a project-specific rule about extending an end date through RERA’s process. Do not generalize that project rule to an individual residential plot; ask the authority named on your permit how renewal or amendment is handled.

Validity checklist

  • Approval date is legible and matches the sanction reference.
  • Expiry or validity period is stated on the actual permit.
  • Any revalidation number and date are attached to the current drawing.
  • Conditions precedent, such as work-start intimation, have been satisfied.
  • No later notice, cancellation, ownership dispute or authority communication has withdrawn permission.
  • The proposed start date falls within the effective period.

5. Compare the sanctioned drawing with the proposed construction

Have the owner and a qualified technical professional compare the proposal line by line with the approved map before excavation. The comparison should use the latest approved revision, not a sales plan or an architect’s unsubmitted update.

Items to measure and mark

  • Plot outline: boundary lengths, corner positions and orientation against the site or layout plan.
  • Building footprint: location on the plot, covered area and relationship to boundaries.
  • Setbacks and open spaces: front, rear and side clearances shown on the sanctioned drawing.
  • Floors and height: number of storeys, terrace structures, basements and floor-to-floor dimensions.
  • Access and parking: driveway, gate, fire access where specified, ramps and parking spaces.
  • Use: residential or other approved use, room arrangement and any restricted area.
  • Services and conditions: drainage, water, electrical provisions, NOCs and notes written on the permit.

Do not insert a generic setback, floor-area ratio or height number from an internet article. The applicable value depends on the current bye-law, plot category and permit conditions. The available Greater Noida checklist supports submitting the sanction certificate with plans and prescribed documents, but it does not by itself establish a dimensional rule for every plot.

Professional sign-off

The checklist describes an architect authorised to sign plans and an engineer authorised for plots up to 1,000 square metres. Professional eligibility and area limits can change, so confirm the current wording in the authority’s checklist or directly with the authority before appointing someone. Ask the professional to mark deviations on a copy of the sanctioned plan and to state whether a revised sanction is required.

6. Keep building approval separate from land ownership

A sanctioned map is not a title certificate. The approval document hosted by UP-RERA as Final Certificate GDA BP 24-25 0265 expressly states: “The approval of map does not give land rights to the applicant.” That sentence belongs to the specific approving authority and certificate; its practical warning is broadly important: permission to construct does not establish ownership or leasehold rights.

Verify the land file independently. Match the applicant named on the permit to the person or entity holding the relevant conveyance, allotment or lease. Check registry documentation and parcel identifiers, and investigate any mismatch before construction. The same example certificate warns that ownership disputes can result in permission being forfeited.

UP-RERA’s BHS-17, Lohiya Enclave, Omicron-1 project summary lists plan records and registry documentation as separate categories, reinforcing that title evidence and building permission are different records: open the project summary.

7. Follow construction-stage and occupancy conditions

Approval is not necessarily the final permission to occupy. Follow the sequence written on the actual certificate. An example approval certificate states that information must be given to the authority before construction starts, that an application is made after plinth completion, and that a completion certificate must be obtained before occupying the building. It refers to an occupancy application through UPOBPAS and cites Building Bye-Laws 2008 as amended in 2011 and 2016 for that example.

“Before commencement of construction information shall be given to the Authority and after completion of construction, Completion Certificate shall be obtained from the Authority before occupying of the building or part thereof as per provision of Building Bye-Laws 2008 (as amended 2011/2016).”

Do not assume that the cited bye-law version, application sequence or portal applies unchanged to every Greater Noida plot. Your permit controls. Before work starts, identify the required start intimation. At the plinth stage, submit any inspection or stage application specified. After completion, obtain the completion certificate and submit the occupancy application if required. Do not move into, lease or hand over the building until the authority’s conditions for lawful occupancy are met.

Stage records to retain

  • Work-start intimation, acknowledgement or approval.
  • Plinth-level application, inspection note or approval where required.
  • Approved plan and all revisions used during construction.
  • Completion certificate and authority correspondence.
  • Occupancy application, approval or rejection with reasons.

8. Use UP-RERA records as a cross-check, not a substitute

UP-RERA can be valuable when the house is part of a registered project. Public project pages may expose sanctioned layout plans, building or block plans, floor plans, sanction letters, commencement certificates, completion certificates and registry records. In the BHS-17, Lohiya Enclave, Omicron-1 record, a completion-certificate upload is dated 27 June 2023. That date describes the upload in that project record; it is not a general completion statistic or proof that every unit or standalone plot is approved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a project record only after confirming the project name, phase, block and unit or plot. Download the plan and compare its identifiers with your sale or allotment documents. Then obtain confirmation from the authority that actually sanctioned the building plan. Registration or an uploaded document on UP-RERA does not replace that verification.

9. Resolve conflicting approvals

When two documents differ, do not choose the newer-looking stamp or the drawing supplied by the contractor. Build a short chronology and ask the issuing authority which record is effective.

Conflict Likely issue Action
Different plot or sector number Wrong parcel file or transcription error Stop and obtain written identity confirmation from the authority
Same permit number, different drawing Unmarked revision or altered copy Request the officially stamped or digitally authenticated revision history
Original and revalidated permits Earlier permission may have expired Use the revalidation terms and current end date on the effective record
Plan differs from site work Unauthorised deviation or later amendment Have a qualified professional survey the work and ask whether revised sanction or regularisation is available
Applicant differs from title holder Ownership or authority mismatch Resolve land rights before construction; approval alone cannot cure title problems
Completion certificate missing Building may not be ready for lawful occupation Follow the permit’s completion and occupancy process before use

10. Red flags that should stop work

  • A plan has a stamp but no permit number, date or issuing authority.
  • The plot number on the drawing differs from the sale deed, allotment or lease.
  • The seller supplies only a brochure, WhatsApp image or unsigned PDF.
  • A revised floor plan adds a storey, changes setbacks or enlarges the footprint without a revised sanction.
  • The stated validity has expired and no revalidation is attached.
  • The applicant’s name does not match the documented land right, and no transfer or authorisation explains the difference.
  • The builder refuses to provide the sanction letter, approved layout or stage certificates.
  • Work has begun without the start intimation or other prerequisite named in the permit.
  • Someone claims that UP-RERA registration alone proves approval for your individual house.

For any red flag, document the discrepancy with dated photographs and copies, stop the affected work, and seek a written response from the competent authority and an eligible technical professional. Do not rely on a verbal assurance that a deviation will be accepted later.

11. A practical pre-construction file checklist

  1. Property papers identify the parcel, right-holder and competent authority.
  2. Sanction letter or approval certificate is complete and authenticated.
  3. Approved site or layout plan matches the parcel identifiers.
  4. Approved building and floor plans are the latest effective revision.
  5. Permit number, approval date and validity or expiry are recorded.
  6. Revalidation, extension or amendment documents are attached where applicable.
  7. Proposed footprint, floors, setbacks, access and use match the sanctioned drawing.
  8. Required professional signatures and current eligibility have been confirmed.
  9. Land-title or lease documents have been checked separately from the map approval.
  10. Work-start, plinth, completion and occupancy steps are listed from the actual permit.
  11. Authority confirmations, receipts and correspondence are stored with the drawings.

12. What to do after verification

Give the contractor only the current approved drawing and mark it as the construction issue. Keep superseded plans in a separate folder so they cannot be used accidentally. Record every field change, then ask the architect or engineer whether the change is within the sanction or requires an amended approval. At completion, assemble the stage records and apply for the completion or occupancy document required by the permit before anyone occupies the building.

The safest decision rule is simple: build only what the competent authority approved for the parcel whose land rights you can document, and keep the approval, revision and occupancy trail intact from first excavation to handover.
