These records may be held by different authorities. A planning approval by itself does not prove that the building was constructed, occupied or altered in compliance with building regulations.
The exact forms, terminology and legal effect depend on the country, state or province and local authority. Use the sequence below as a due-diligence framework, then obtain the jurisdiction’s named certificates and records before relying on a warehouse for purchase, lease, financing or operations.

What you are actually trying to prove
“The warehouse is approved” is not a single legal status. A defensible conclusion normally requires matching several records to the same land and to the same physical building.
| Question | Record or authority to check | What it establishes |
|---|---|---|
| Is warehouse use permitted on this land? | Parcel-specific planning certificate, zoning confirmation, legal requisition or equivalent | The current use classification, zoning, controls and relevant planning instruments |
| Was this proposal approved? | Planning decision, written permission, consent, endorsed plans and conditions | The authority’s decision, approved use, layout and conditions at a particular time |
| Was the building itself approved? | Building permit or approval, approved building and structural plans, inspection and completion or occupancy records | Building-control status; the exact record set varies by jurisdiction |
| Are there private or land-law restrictions? | Title register, title plan, lease, grant, deed, government lease and deed of mutual covenant where applicable | Restrictions that may continue even when planning permission exists |
Keep the planning question separate from the construction question. A lawful-development or planning certificate can address planning lawfulness while leaving building-regulation, fire-safety, environmental, licensing or lease obligations untouched.

Step 1: Identify the exact parcel and title
Collect identifiers before requesting approvals
Start with the full postal address, local parcel or lot number, title number, plan reference, and any site or estate name used by the authority. Obtain an official title or land-register record and map its legal extent to the warehouse you can see. A street address can cover several titles, and a single warehouse site can span more than one parcel.
Check boundaries and associated titles
Compare the title plan with a current site plan, access road, loading yard, easements and adjoining land. In England and Wales, HM Land Registry warns that a property-details search may not reveal every title affecting a property. An index-map search is the relevant route when you need to identify all titles in a location. Official copies of the register and title plan show the entries and title extent as at a stated time, so record the date obtained.
Do not assume that a seller’s red-line plan, marketing brochure or tax parcel is the legal planning parcel. If the warehouse, access, parking or service yard crosses a boundary, include every affected title in the search.

Step 2: Obtain the current land-use or zoning record
Request a parcel-specific certificate or formal search
Ask the responsible planning authority for the current planning certificate, zoning confirmation, legal requisition or equivalent formal response. The document should identify the parcel and state the applicable use classification, permitted uses, use-specific restrictions and relevant development controls.
An online zoning map is useful for orientation but may not contain the latest decision, overlay, condition or correction. Treat a formal authority search as the controlling evidence for the transaction. The NSW Planning Portal describes section 10.7 planning certificates as covering zoning, planning instruments and policies, controls, hazards and risks; a full certificate may include other information held by the council.
Read the use classification precisely
“Industrial,” “employment,” “commercial” or “logistics” does not automatically mean that every warehouse activity is permitted. Check whether the proposed operation involves storage, distribution, cold storage, hazardous goods, waste, manufacturing, retail trade, customer collection, heavy-vehicle movements, extended hours or outdoor storage. A use may be permitted in principle but require consent, a separate licence or conditions on hours, traffic, noise, fire protection or environmental management.

Singapore example: legal requisition
In Singapore, the Urban Redevelopment Authority’s legal requisition provides the latest planning decision and current Master Plan zoning, and any member of the public may apply. Use that formal result rather than relying solely on a map or an informal statement. Singapore terminology and procedure should not be transplanted to another jurisdiction.
Step 3: Retrieve the planning decision, approved plans and conditions
Request the complete decision history
Obtain the decision notice, written permission or consent, the approved or endorsed plans, all conditions, subsequent amendments, extensions, certificates and enforcement or appeal outcomes relevant to the warehouse. Record the application or case number and decision date.
Compare the documents with the intended operation
Check the parcel boundary, building footprint, floor area, access points, parking and loading arrangements, yard, height, signage, hours and stated use. Then compare them with the existing building and your proposed operation. A decision reference without its plans and conditions is not enough: a condition may restrict vehicle movements, require a completion item, limit occupation or make permission effective only after another step.
Singapore example: planning records are not building records
Singapore URA’s planning-records service provides past written permissions or refusals and approved planning plans. URA distinguishes those records from approved building and structural plans and directs applicants to the Building and Construction Authority for the latter. That separation illustrates why one agency’s approval number cannot be treated as a complete compliance file.
Step 4: Check building-control approval separately
Ask the building authority for the applicable record set
Contact the jurisdiction’s building-control authority and request the records it maintains for the parcel and building, which may include:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- building permit, building approval or equivalent consent;
- approved architectural, building-services and structural plans;
- plan revisions, change-of-use approvals and amendment notices;
- inspection, completion, final or occupancy documentation where the jurisdiction issues it;
- records of outstanding notices, enforcement, dangerous-building action or unresolved inspections; and
- fire, accessibility, mechanical, electrical or other specialist approvals when maintained separately.
The records do not establish one universal list. Ask the local authority which documents prove approval and lawful completion in that jurisdiction, and whether records are available to an owner, prospective purchaser, tenant or authorised representative.

Match the approved building to the physical building
Compare the approved footprint, number of storeys, mezzanines, floor loading, fire compartments, exits, docks, ramps, plant, drainage and structural alterations with a measured survey or current plans. Unapproved mezzanines, infilled yards, altered exits, added refrigeration plant or changed occupancy loads can create a building-compliance problem even where the original warehouse was approved.
Step 5: Review title, lease and other legal restrictions
Search private and public land documents
Read the register, title plan, lease, grant, deed, easements and covenants for restrictions on user, loading, access, nuisance, hours, subletting, alterations or hazardous materials. Planning permission does not override a restrictive covenant or a lease condition. Obtain consent from the landlord, estate manager, lender or covenant beneficiary where the document requires it.
Do not confuse planning lawfulness with full legality
In England, a lawful development certificate can establish that an existing or proposed use is lawful for planning purposes under the relevant legal test. Government guidance makes clear that it does not remove obligations under building regulations or other legal regimes. Apply the same caution to any certificate elsewhere: identify its statutory scope and exclusions before treating it as proof of overall compliance.
Hong Kong example
Hong Kong guidance identifies land grants, Government Leases, conditions, occupation permits and deeds of mutual covenant as potentially relevant to land-use or user restrictions. The Land Registry’s land-record search can provide the register and copies of filed documents. These documents may impose controls that do not appear in a planning map.
Step 6: Compare every record with the proposed warehouse use
Use a controlled comparison sheet
| Item to compare | Questions |
|---|---|
| Identity | Do the title, parcel, lot and plan references describe the same land? |
| Boundaries | Are the building, yard, parking, access and services inside the searched parcel or covered by additional titles? |
| Use | Does the approved classification cover storage, distribution, ancillary offices and any special goods or processes? |
| Layout | Do the footprint, floors, mezzanines, docks, parking and circulation match the endorsed plans? |
| Conditions | Are hours, traffic, noise, landscaping, drainage, fire, environmental or completion conditions satisfied? |
| Currency | Were there later amendments, expiry dates, reversals, appeals, enforcement notices or changes of use? |
| Building status | Do permits, inspections and completion or occupancy records cover the current structure and alterations? |
| Private restrictions | Do leases, grants, covenants or deeds limit the intended operation? |
Resolve mismatches instead of averaging them away
If the title plan, planning plan and building plan show different footprints or identifiers, stop and resolve the discrepancy with the issuing authority and a qualified property professional. Do not infer that the newest-looking document supersedes the others. Ask for the amendment, consolidation, subdivision or reissued plan that explains the difference.
Step 7: Preserve authoritative evidence
Keep a dated evidence file
Save the formal certificate, decision notice, endorsed plans, conditions, title and lease documents, building approvals, completion or occupancy records and written responses from authorities. Preserve the original file format where possible and note the retrieval date, issuing office, case number, fee or certification status and person who supplied it.

Check evidentiary status
Distinguish an ordinary online result, an uncertified scan, an official copy and a direct written authority response. A lender, insurer, court, investor or conveyancer may require a certified copy or a search current to a specified date. HM Land Registry’s official-copy guidance emphasizes that the register and title plan are records as at a particular time; a later search may be needed before completion.

Build a version trail
Name files consistently, for example by authority, case number, document type and date. Keep superseded plans rather than deleting them, because a later amendment only makes sense when compared with the earlier approval. Record which plan revision was used for the physical comparison.

| Jurisdiction | Useful official route | Important limit |
|---|---|---|
| Singapore | URA legal requisition for the latest planning decision and current Master Plan zoning; URA planning-records service for past decisions and approved planning plans; BCA for approved building and structural plans | URA planning records do not substitute for BCA building and structural records |
| New South Wales, Australia | Section 10.7 planning certificate through the NSW Planning Portal or relevant council | The certificate describes planning information; building approval and private restrictions require separate checks |
| England | Planning authority records and, where relevant, a lawful development certificate; HM Land Registry official copies and index-map search | A lawful development certificate is limited to planning lawfulness and does not replace building-regulation compliance |
| Wales | Local planning and building-control records plus HM Land Registry title searches | Exact certificates, access rules and legal tests are authority-specific |
| Hong Kong | Land Registry search and copies of leases, grants and filed documents; planning and building records from the relevant departments | Land documents such as leases, conditions, occupation permits and deeds may impose separate user restrictions |
These examples demonstrate the method, not a universal application procedure. Before ordering a search, confirm the local authority, current form name, eligibility, fee, turnaround and whether the result is certified.
Red flags and how to handle them
Only a seller’s approval number is available
Request the complete decision, plans and conditions directly from the authority or an authorised records service. Verify that the number belongs to the parcel and not an adjoining phase or earlier owner.
The map says “industrial,” but no formal certificate exists
Order the parcel-specific planning certificate or equivalent. Check overlays, use classes, conditions and hazard information before relying on the map.

There is planning approval but no completion or occupancy evidence
Ask the building authority whether the jurisdiction requires a completion, final inspection or occupancy document and whether one was issued. Treat an unanswered gap as a due-diligence issue, not as proof of approval.
The proposed operation differs from the approved warehouse use
Describe the actual activity in operational terms—goods, vehicle types, hours, staffing, plant, noise and outdoor storage—and ask the planning authority whether a change-of-use application, variation or additional licence is required.
Title or lease wording conflicts with the planning result
Obtain written advice from the landlord, title specialist or property lawyer. Planning permission may make a use possible in public law while a covenant or lease still prohibits it privately.

When to use specialist help
Use a local planning or land-use professional when the use class is unclear, the operation includes hazardous or regulated goods, a change of use is suspected, conditions are complex, or the authority cannot reconcile the plans. Use a title specialist or property lawyer for multiple titles, easements, restrictive covenants, lease conflicts or missing deeds. Use a building surveyor or building-control consultant when the physical building differs from approved drawings, completion evidence is missing, or structural and fire-safety changes are material.
Ask each professional to answer a defined question and identify the documents relied upon. A general statement that the site is “suitable for warehousing” is less useful than a written schedule showing the parcel, approved use, plan revision, conditions, building status and unresolved exceptions.
Conclusion: the defensible test
You can treat a warehouse as verified only after the parcel is correctly identified, the current land-use permission is confirmed by the responsible planning authority, the decision and endorsed plans match the intended operation, building-control records cover the structure and alterations, and title or lease documents reveal no conflicting restriction. Preserve dated official evidence and resolve every mismatch before relying on the property.
