Under OSHA’s federal Cranes and Derricks in Construction rules (29 CFR Part 1926, Subpart CC), a signal person’s record must identify the signaling methods assessed and show both knowledge and practical testing. A rigger is qualified only when the employer determines that the person meets the qualified-person standard for the particular rigging work. A generic card, course certificate, or past experience is not an automatic answer for every lift.
Which rules apply to your lift?
This guide addresses construction work covered by federal OSHA’s 29 CFR Part 1926, Subpart CC. The actual job may also be governed by an OSHA-approved state plan, owner or general-contractor rules, a collective agreement, manufacturer instructions, or employer procedures. Those requirements can be more specific or more protective. Confirm the rules for the state, project, crane, and lift plan before treating the federal baseline as complete.

How to verify a signal person
1. Identify the responsible employer
Start by identifying which company employs the person who will give signals. OSHA places the duty on that employer: the employer must ensure that the signal person meets the qualification requirements before the person gives any signals. A general contractor, crane owner, staffing company, or subcontractor may have separate site duties, but do not assume that another company’s verbal approval transfers the employer’s legal responsibility.
Ask the employer’s lift or safety contact to identify the evaluator, the date of the assessment, and the signaling methods covered. Make that request before the pre-lift meeting so a missing record does not become a last-minute stoppage.
2. Request documentation that is available at the worksite
OSHA permits documentation from either a qualified third-party evaluator or the employer’s own qualified evaluator. The documentation must be available at the site while the person is employed by that employer. Paper and electronic records are acceptable under OSHA’s FAQ, provided the record can be produced for review.
A useful record should let you answer these questions without relying on the worker’s memory:
- Who was assessed and which employer employed that person at the time?
- Who performed the evaluation, and what establishes that the evaluator was qualified for signal-person assessments?
- When was the evaluation completed?
- Which signaling types were assessed?
- Does the record show both an oral or written test and a practical test?
- Does it identify the competencies required by the rule?
If the employer cannot produce the required record at the site, pause the assignment and refer the issue to the employer’s responsible person. Do not treat a wallet card, attendance sheet, or verbal assurance as a substitute for the documentation OSHA requires to be available.
3. Match the record to the signaling method in use
Signal-person qualification is tied to the signaling type assessed. Compare the record with the method planned for this lift rather than checking only the person’s name.
| Planned method | What the record should cover | Verification question |
|---|---|---|
| Hand signals | Assessment of the hand-signal method being used, including OSHA’s standard hand signals when applicable | Does the evaluator’s record expressly identify hand signals, and can the person apply the signals consistently from the operator’s viewpoint? |
| Radio or other voice signals | Assessment of the radio or voice-signaling method and the communication practices used on the lift | Does the record identify radio or voice signaling, and does the lift plan use the same channel, terminology, and confirmation practice? |
| More than one method | Assessment for each method the person will use | Are all methods listed, or is the assignment limited to the method actually assessed? |
Qualification for hand signals does not prove qualification for radio signals, and qualification for one radio procedure does not automatically establish competence in a different method. If the lift changes from hand signals to radio, or a second signal person is added, check that the documentation and site communication plan still match.

4. Confirm the required knowledge and practical skills
The signal-person assessment must address more than memorizing a chart. The person must know and understand the signals used, be competent in applying them, understand basic equipment operation and limitations, understand relevant crane dynamics, and know the signaling provisions that apply to the work.
For hand signals, observe whether the person can select and deliver the standard signal clearly, maintain the operator’s line of sight where required, and recognize when a signal cannot be seen or understood. For radio work, confirm that the person uses the agreed call signs or commands, gives directions in a controlled sequence, and stops the operation when communication is lost or ambiguous. These observations are practical verification points; they do not replace the evaluator’s required assessment.
Basic equipment knowledge matters because a signal can be technically recognizable yet unsafe in context. The signal person should understand how the crane responds to hoisting, lowering, swinging, booming, traveling, stopping, and emergency stop instructions, along with the limits created by the crane configuration, load path, visibility, and site obstructions. The required knowledge is about the equipment and signaling provisions relevant to the assignment, not a claim that the person is qualified to operate the crane.
5. Check that both tests were completed
OSHA requires an oral or written test and a practical test. A course-completion certificate by itself should not be represented as proof of compliance unless the evaluator and the documentation establish that both parts of the required assessment occurred and covered the required competencies.
Recommended Free Tools
Ask to see how the record describes the assessment. A credible entry may identify the test format, practical demonstration, signaling methods, evaluator, date, and result. If the document only records attendance, a video module, or a multiple-choice score with no practical evaluation, ask the employer to resolve the gap before assigning the person to signal.
6. Understand the evaluator routes and portability
An employer may use its own qualified evaluator. That evaluator must be qualified to assess signal persons, and the resulting employer assessment is not portable to another employer. A person who changes companies therefore needs the new employer to accept responsibility and make its own qualification determination; the old employer’s assessment does not automatically follow the worker.
The alternative is a qualified third-party evaluator. OSHA describes that evaluator as an independent entity with expertise in accurately assessing signal persons. OSHA does not endorse particular training or evaluation programs. When reviewing a third-party record, verify the evaluator’s identity, independence, expertise, assessment scope, and the signaling types listed. A provider’s marketing statement is not itself an OSHA endorsement.

7. Reassess after a performance problem
Qualification is not a permanent exemption from supervision. If subsequent actions indicate that the person no longer meets the requirements, the employer must stop assigning signal-person work until retraining and reassessment confirm qualification. Examples that should trigger an employer review include repeated incorrect signals, failure to stop an unsafe movement, inability to explain the agreed communication method, or conduct showing that the person does not understand the crane’s response or limitations.

When is a signal person required?
OSHA’s signal-person guidance identifies three circumstances in which a signal person is required: the operator cannot fully see the point of operation; the operator’s view is obstructed in the direction of equipment travel; or the operator or load handler determines that a signal person is needed for site-specific safety concerns. The lift plan and site walk should identify which condition applies and where the signal person will stand.
Before starting, establish one clear chain of communication. The operator should know who has authority to give routine signals, how a stop signal will be recognized, what happens if the signal person loses sight of the load or operator, and how the crew will communicate a change. A second person should not give competing routine directions unless the plan assigns that role and the operator understands the arrangement.
How to verify a rigger’s qualifications
Use the qualified-person definition, not a card-only test
OSHA defines a qualified rigger as “a rigger who meets the criteria for a qualified person.” A qualified person is someone whose recognized degree, certificate, or professional standing, or whose extensive knowledge, training, and experience, demonstrates the ability to resolve problems relating to the subject matter, work, or project.
This definition is deliberately task-focused. The employer must decide whether the individual is qualified for the particular rigging job. The necessary knowledge and experience vary with the load, rigging arrangement, crane configuration, connection points, travel path, weather, ground conditions, and other site factors. Experience on ordinary bundled material does not automatically qualify someone for an unusual, heavy, fragile, eccentric, long, or otherwise complex lift.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDefine the rigger’s actual duties
Write down what the person will do, not merely the job title. Duties may include selecting slings and hardware, calculating or estimating load weight, determining the center of gravity, attaching the load, protecting slings from edges, connecting to a spreader or lifting beam, controlling rotation with tag lines, guiding the load, communicating with the operator, and releasing the load after it is stable. The employer’s qualification decision should address every duty assigned.
Then describe the conditions that make this lift different from routine work:

- Load weight, dimensions, center of gravity, lifting points, and potential to shift or roll.
- Sling type, hitch configuration, sling angles, hardware capacity, edge protection, and connection compatibility.
- Crane capacity and configuration, including radius, boom length, attachments, and travel or swing restrictions.
- Obstructions, overhead lines, nearby structures, public areas, weather, visibility, ground conditions, and simultaneous operations.
- Whether anyone will enter the fall zone to hook, unhook, guide, or initially connect the load.
Ask the employer to explain what evidence demonstrates competence for those specific duties. Useful evidence can include relevant training, supervised experience with comparable loads and configurations, a practical demonstration, documented participation in similar lifts, and the employer’s evaluation of the person’s ability to identify and solve rigging problems. None of those items has a universal pass mark in the federal rule; the employer must make a defensible task-specific judgment.
Understand what a credential can and cannot prove
OSHA does not require a third-party evaluator for rigger qualification. A certificate, card, apprenticeship record, or training log may inform the employer’s decision, but it does not replace that decision. Compare the credential’s scope and date with the actual lift, and ask whether the person has applied the knowledge to the same type of load, hardware, and site conditions.
| Evidence offered | What it can show | What it does not establish by itself |
|---|---|---|
| General rigging course certificate | That the person completed the provider’s stated course requirements | Task-specific qualification for an unusual load, configuration, or site |
| Prior work history | Exposure to certain loads, cranes, or rigging systems | Ability to solve the hazards of this lift or current site |
| Employer practical demonstration | Observed ability to perform assigned rigging duties under defined conditions | Qualification for different duties or materially different conditions |
| Third-party credential | Evidence from the credentialing organization’s stated scope | A substitute for the current employer’s task-specific determination |
Apply the fall-zone requirement
For construction crane work, a qualified rigger is expressly required when employees are in the fall zone while hooking, unhooking, or guiding a load, or while initially connecting a load to a component or structure. In those circumstances, the materials must also be rigged to prevent unintentional displacement, and the applicable hook-latch requirement must be met.
Determine this before the lift, not after a worker steps under the load. If the plan can keep everyone out of the fall zone, that may change which activities are performed and how they are controlled, but it does not turn an unqualified person into a qualified rigger. If entry is necessary for the listed activities, document who is qualified and how the load will be secured against unintended movement.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do not confuse personnel qualification with equipment inspection
Even a fully qualified rigger may not use defective equipment. OSHA requires rigging equipment to be inspected before use on each shift and as necessary during use to ensure it is safe. Slings and attachments must be checked before use each day by a competent person designated by the employer. Defective equipment must be removed from service.
The inspection should cover the equipment actually selected for the lift, including identification, rated capacity, stitching, wires, links, hooks, latches, shackles, pins, spreader components, abrasion, cuts, heat damage, corrosion, distortion, and unauthorized repairs. Follow the manufacturer’s instructions and the employer’s inspection system for details. A worker qualification record proves neither that today’s sling was inspected nor that it is suitable for the planned angle and load.

A practical pre-lift verification procedure
- Confirm the governing requirements. Identify the OSHA jurisdiction, state-plan or project rules, crane type, lift plan, and any owner or employer requirements that add controls.
- Name the employers. Record which employer is responsible for the signal person and which employer is responsible for the rigger. Make sure the site contact can produce the records and explain the qualification decisions.
- Define the communication method. Decide whether the lift will use hand signals, radio signals, or another approved method. Identify the primary signal person, stop-signal authority, communication channel, and backup response if contact is lost.
- Review the signal-person record. Check that it is available at the site, identifies the evaluator, shows oral or written and practical testing, and lists the signaling type used for this lift.
- Test the plan in the work area. Walk the operator’s sight lines, blind spots, travel route, swing radius, and signal-person position. Correct locations where the operator cannot reliably see or hear the person.
- Define the rigger’s assignment. List the load, rigging arrangement, connection points, duties, fall-zone exposure, and unusual conditions. Ask the employer to explain why the selected worker is qualified for those exact duties.
- Check fall-zone controls. If employees will hook, unhook, guide, or initially connect a load while in the fall zone, confirm the qualified-rigger requirement, anti-displacement measures, and applicable hook-latch rule.
- Inspect the equipment. Verify the shift inspection and the daily inspection of slings and attachments by the employer-designated competent person. Remove defective equipment from service.
- Resolve discrepancies before lifting. If the record, evaluator scope, demonstrated skill, lift conditions, or equipment status is uncertain, stop the assignment and use the responsible employer’s lift process to retrain, reassess, replace personnel, revise the plan, or obtain compliant equipment.
- Document the pre-lift decision. Record the people assigned, communication method, qualification records reviewed, task-specific rigger determination, equipment inspection status, and any conditions that would require the lift to stop and be reevaluated.
Common verification mistakes and the correct response
“The person has a crane-operator certificate, so they can signal.”
Operator qualification and signal-person qualification address different functions. Ask for the signal-person assessment record covering the method used and the required knowledge and practical tests. Do not infer signal qualification from an operator credential.

“The card is valid, but it lists no signaling method.”
Qualification must be matched to the signals planned. Have the employer obtain clarifying documentation or use a person whose record identifies the required method. Do not silently treat an unspecified method as universal coverage.
“The rigger has ten years of experience.”
Experience is relevant evidence, but the employer still must determine whether it demonstrates the ability to resolve problems for this lift. Compare the experience with the load, rigging configuration, crane setup, and site hazards rather than counting years alone.
“A training provider issued a certificate, so the employer has no further duty.”
The employer retains the qualification decision. For signal persons, verify that the evaluator and documentation satisfy OSHA’s assessment requirements. For riggers, use the certificate as one input to a task-specific qualified-person determination.

Personnel records do not establish that slings, hooks, shackles, or other attachments are safe and suitable today. Complete the required equipment inspections and remove defects before the lift.
“The signal person made a serious mistake, but the old record is still on file.”
Tell the employer immediately. OSHA requires the employer to stop assigning signal-person work when subsequent actions indicate the person no longer meets the requirements, then provide retraining and reassessment before returning the person to that role.
What a defensible verification file contains
A concise lift file can make the decision understandable to the crew, supervisor, and inspector. Include the current lift plan, the names and employers of the signal person and rigger, the signal-person record with evaluator and methods, the employer’s task-specific rigger determination, the communication plan, fall-zone controls, equipment inspection records, and any restrictions or reassessment actions. Keep the signal-person documentation accessible at the site while the person is employed by that employer.
The goal is not to collect the largest number of cards. It is to show that the employer matched each person’s demonstrated ability to the signals, load, equipment, and conditions that will exist when the crane moves.
