How to Verify a Contractor’s License, Permits, and Inspection History

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify a contractor through two separate official record systems: the state licensing board for the contractor’s identity, license status and classification, and the city or county building department for permits and inspections at your property. Match the legal business name, license number, qualifying individual, project address and work scope. A blank search result is a reason to check jurisdiction and contact the agency—not proof that no license or permit exists.

What each record can—and cannot—tell you

No national database contains every contractor license, permit and inspection record. States commonly regulate general construction licenses, while cities and counties maintain building permits and inspection histories. Some jurisdictions also issue their own trade licenses. Treat each record as an answer to a specific question.

Record Usually held by What to verify What it does not prove
Contractor license State licensing board; sometimes a city or county for a trade Legal licensee, number, current standing, classification, qualifying party and disclosed enforcement information That the contractor obtained a permit for your project or that work passed inspection
Permit City or county building department Property, permit holder or contractor, permit type, scope, issue date and status That the contractor’s license is valid or that every part of the work is code-compliant
Inspection history City or county building department Inspection type, scheduled and completed dates, status and inspector comments That an unlisted inspection never occurred, especially in older or migrated records
Historical or certified record Licensing board or records office Status during a specified period, formal actions and other documents the agency can release Confidential investigation material or information outside the requested period

1. Collect the exact identity and project location

Start before opening a search portal. Ask the contractor for the legal business name, license number, name of the individual associated with the license (often called the qualifying party), business address and any local registration number. Copy the information exactly from the contract, proposal and insurance documents. A trade name, abbreviated company name or misspelled surname can produce a misleading “no result.”

Write down the property’s complete street address, parcel or assessor identification number, city, county and state. Confirm which government has jurisdiction. A property just outside municipal boundaries may be served by the county rather than the city, even when its mailing address uses the city name. Panama City Beach, Florida, specifically warns that nearby properties can fall outside city jurisdiction; its building services should not be used until that boundary question is settled.

  • Ask who will pull the permit if the prime contractor plans to use subcontractors.
  • Keep screenshots or downloaded copies of results, with the date you accessed them.

2. Verify the state license

Search the official board

Open the licensing board operated by the state where the work will occur. Search by license number first, then by the exact business name and qualifying-party name. Use more than one search field when the system permits it. Compare the record with the contractor’s paperwork rather than accepting a number printed on an estimate.

Confirm all of the following:

  • The licensee’s legal name matches the contracting party. If the quote is from a different entity, ask why and obtain the relationship in writing.
  • The license is current or otherwise authorized for the dates of your project.
  • The classification covers the proposed work. A valid license in one classification may not authorize roofing, electrical, mechanical, plumbing or structural work in another.
  • The qualifying individual named by the board is connected to the business that will contract with you.
  • The board’s public record shows any complaints, citations, referrals or final disciplinary actions, and identifies their status.

Louisiana’s State Licensing Board for Contractors allows searches by contractor name, license number, license type, location or qualifying-party name. The board says: “Search results are returned in real time so contractors, homeowners, permit offices and the general public can access the most current licensure/registration information.” Real-time display does not remove the need to read the classification and status fields.

California’s Contractors State License Board (CSLB) lookup includes complaint disclosure. A California state department overview updated April 27, 2026, describes approximately 290,000 contractors across 44 license classifications. That figure concerns California’s regulated population, not the United States as a whole.

Match classification to the actual scope

Read the board’s classification description, not just the word “active.” If the project combines structural, electrical and mechanical work, determine whether one license covers all of it or whether separate licensed trades are required. Ask the licensing board when the classification language is unclear; a permit office may enforce permit rules but may not interpret every state licensing category for you.

Read complaints and discipline accurately

Separate an allegation from an adjudicated result. A portal may show a complaint, referral for legal action, citation, settlement or final disciplinary order. These are not interchangeable. CSLB cautions that referring a complaint for legal action does not itself establish a violation. Report what the agency labels and, when necessary, obtain the underlying public order before concluding that misconduct was proven.

3. Check local and trade-specific licensing

State licensing may be only one layer. Look up the rules for the city or county where the property sits and for each trade included in the project. New Orleans, for example, directs residents to the state board for construction contractor licensing while separately licensing electrical and mechanical contractors through the city. That arrangement is an example, not a nationwide rule.

Ask the local licensing or permitting office:

  • Does this jurisdiction require a local contractor registration or occupational license?
  • Are electrical, mechanical, plumbing, asbestos, demolition or other specialties licensed separately?
  • Must the contractor be registered before applying for a permit?
  • Can a subcontractor pull a permit under its own license, or must the prime contractor be listed?

Record the local license number and expiration date alongside the state license. Do not infer that a state-licensed general contractor automatically satisfies a municipal trade requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Find the project permit

Use the building department’s portal

Search the official city or county permit system for the property. Depending on the jurisdiction, search fields may include street address, parcel ID, permit number, applicant or contractor name, permit type and date range. New Orleans provides permit searches by address, name or permit number. Panama City Beach lists permit number, date, parcel ID, address, type and contractor name as available criteria.

Run multiple searches. Start with the address, then try the parcel number, contractor’s legal name and any permit number on the proposal or notice. Search the street number without the unit or suite if the system is sensitive to formatting, and try older and newer versions of the business name. Save the permit record showing:

  • Permit number and property address
  • Permit type and stated scope of work
  • Applicant, owner and contractor names
  • Issue, expiration, renewal and final dates
  • Current status, such as issued, expired, suspended, closed or finaled
  • Associated documents, permit letters or certificates when the portal provides them

Compare the permit scope with the contract. A permit for a bathroom remodel does not establish authorization for an unlisted addition, electrical upgrade or structural alteration. Conversely, a permit may identify the owner or applicant rather than the company performing every part of the work.

5. Read the inspection history

Open the entries, not just the permit summary

Open each inspection entry attached to the relevant permit. Note the inspection type, scheduled date, completed date, status and inspector comments. Use the portal’s exact label: “failed,” “correction required,” “pending,” “cancelled,” “no access,” “partial,” “passed” and “final” describe different events. Never convert a failed, pending or incomplete status into “passed.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check whether a final inspection or certificate is present when the project requires one. A permit marked issued is not the same as a completed project, and an inspection marked passed is not a guarantee of workmanship, warranty performance or future code compliance.

Account for multiple permits

One project can have separate building, electrical, mechanical and plumbing permits. Panama City Beach says inspection entries for properties with multiple permits may appear under the primary permit rather than under the trade subcontractor’s name. If an expected inspection is missing, open the primary permit and its associated records before concluding that no inspection occurred.

When the portal’s relationships are unclear, call the building department. Give the address, parcel number, permit number and approximate work dates, and ask which permit contains the inspection history. Request clarification in writing when the result affects a payment, closing or dispute.

6. What to do when no record appears

A blank result has several possible explanations: the property is outside the agency’s boundaries, the record uses a different spelling or business name, the permit is indexed under a parcel number, the record predates online publication, or the work truly has no visible record. Do not tell a homeowner that a contractor is unlicensed or that work was unpermitted solely because one search returned nothing.

  1. Confirm the city, county and state jurisdiction using the property’s legal address.
  2. Repeat the search with the parcel ID, permit number, contractor’s legal name and alternate formatting.
  3. Search separate trade permits and the primary permit for the property.
  4. Ask the local building department whether historical records are online and how to request older files.
  5. Ask the state board to confirm license status and classification directly.
  6. Keep the agency’s written response and the date of the inquiry.

Some agencies restrict online data to current records or redact confidential material. The absence of an online document is not necessarily the absence of an agency record.

7. Request historical or certified license information

When a portal does not answer a time-specific question, use the licensing board’s records process. California CSLB distinguishes between a general status letter and a certified license-history verified certificate. CSLB says a general status letter provides current license information but not license history or bond information; its listed fee is $8 with an estimated two-to-three-week response. The figures are California-specific, may change, and should be confirmed on the current form before ordering.

CSLB lists a certified license-history verified certificate for a requested period, three years by default unless another period is requested. It includes status and possible enforcement information; the listed fee is $67 with an estimated six-to-eight-week response. Again, these are California estimates and fees, not a national schedule.

CSLB also explains that public-record copies may contain redactions and that investigation reports normally cannot be released, although formal legal actions and citations may be available. For legal-action disclosure, the board directs requesters to the appropriate case-management office. Ask the agency what it can legally release before assuming a confidential file will be provided.

Jurisdiction examples to illustrate the workflow

California

Use CSLB to check the contractor’s identity, classification, current status and complaint disclosure. California guidance for building officials says cities and counties that require permits must obtain a written, signed statement from a licensed contractor identifying the license number and stating that it is in force. That requirement is California guidance; it should not be presented as a rule for every state. For older status questions or certified history, use CSLB’s records-request procedure.

Louisiana

Use the Louisiana State Licensing Board for Contractors’ website or mobile application. Search by name, number, license type, location or qualifying party, then read the classification and current registration or licensure information. The board’s real-time description concerns the information displayed by its service; it does not replace local permit and inspection research.

New Orleans

New Orleans separates construction contractor licensing handled by the state board from city licensing for electrical and mechanical contractors. Its permit search accepts an address, name or permit number. Check the state record and the applicable city trade record before examining the permit history.

Panama City Beach, Florida

First establish whether the property is inside the city or in another jurisdiction. The city’s portal can search by permit number, date, parcel ID, address, type or contractor name and may display permit letters and certificates. Inspection entries can show type, status, dates and comments, and multi-permit properties may place entries under the primary permit.

Use the results before signing or paying

Put the verified information into the contract and payment file. The following checklist keeps the records tied to the actual job:

  • Legal contracting entity matches the state license record.
  • State license number, classification and status are recorded on the contract.
  • Qualifying party is identified and the board’s relationship to the business is understood.
  • Required city, county or trade registrations are confirmed.
  • Permit number, scope and property address match the proposed work.
  • Inspection entries are reviewed through the latest available status, including comments and any required final inspection.
  • Unresolved discrepancies are documented and explained by the licensing or building department.
  • Copies of the board lookup, permit record and inspection history are retained with the signed agreement.

Do not treat a license, permit or passed inspection as a guarantee of quality. These records show what the responsible agency publishes about authorization and inspections. They do not replace a written scope, insurance verification, payment controls, independent evaluation of workmanship or advice from a qualified professional when a safety or legal dispute exists.

The practical standard for a complete verification

A contractor is properly checked only when the person and business in your contract match a current license and appropriate classification, the required local trade rules are satisfied, the project address has the relevant permits, and the inspection record has been read through its actual statuses and comments. If any part is unclear, resolve it with the official board or building department before relying on the result.
