Verify a builder through two separate channels: the licensing regulator checks whether the person or business is authorized for the work, while the local building department confirms permits and inspections for your specific property and project. Then compare the names and details across the license, contract, permit, insurance documents, and payment instructions. Requirements and public records vary by location, so use the agencies responsible for the project address.
Start with the exact business you are hiring
Ask for the builder’s legal business name, any trade name, license number, and the names of the individuals responsible for the work. Use the official licensing regulator’s lookup—not an advertisement, directory listing, or a photograph of a license card—and make sure the record belongs to the same person or entity that will sign your contract.

Check the license, its scope, and its history
Confirm active status and work classification
On the issuing regulator’s website, check whether the license is active for the dates when work will be performed and whether its classification covers the proposed work. Review the expiry date and any conditions, suspension or cancellation indicators, and listed disciplinary actions. For example, the California Contractors State License Board license lookup includes license information and complaint disclosures. Oregon’s Construction Contractors Board lookup may show status, bond, liability insurance proof, workers’ compensation, lead-safe status where relevant, and complaint or disciplinary information.

These are examples of what particular systems display, not a universal list of legal requirements. In New South Wales, the government’s licence check can show categories, expiry, conditions, warnings, cautions, infringement notices, and prosecutions. Its licensing threshold for certain residential building work is jurisdiction-specific and should not be applied elsewhere.
Read complaint and discipline records carefully
Look for complaint history and formal enforcement separately if the regulator offers separate searches. A complaint or allegation is not the same as a finding or disciplinary order. Note the date, outcome, and period covered by the database; Oregon says its contractor lookup reports complaints and discipline filed in the preceding 10 years, so a clean result does not establish that no dispute ever occurred.

Some agencies divide these records across multiple tools. Hawai‘i’s Department of Commerce and Consumer Affairs, for example, provides separate searches for licensee status, licensee complaint history, business status, and general business complaint history: Hawai‘i DCCA license and complaint search. If the identity, classification, or record is unclear, contact the regulator before signing or paying.

Ask for current certificates for the applicable liability and workers’ compensation coverage, as well as any bond required for the contractor or project. Check that the named insured matches the contracting business, the dates cover the work period, and the coverage is relevant to the work. If needed, confirm the certificate with the insurer or broker; a status entry or proof on file in a public portal may not answer every project-specific question.

Official systems differ. Oregon’s lookup includes bond and insurance information; New York City says its DOB NOW licensee information displays license and insurance status for its licensees. Miami-Dade directs consumers to check liability and workers’ compensation through local or state authorities. Coverage obligations vary by jurisdiction, business structure, and project, so ask the relevant regulator what applies.
Find out whether your project needs a permit
Permit requirements depend on the property’s location and the specific work. Contact the building department with the project address, property type, and a clear description of the proposed work. Ask which permits, trade licenses, drawings, and inspections are required. If the builder says no permit is needed, confirm that with the local Building Official rather than relying on an unsupported assurance. Miami-Dade’s consumer guidance also recommends checking permit requirements with the local authority.

Check the actual permit and inspection record
If a permit is required, ask for its number and independently check it in the local authority’s permit portal or by calling the building department. Verify that the record matches the property address and work scope, is issued and current, and identifies an appropriate contractor where the system records one. Track required inspections and confirm final approval or closeout; an application or permit number alone does not establish that the work passed inspection.
Inconsistencies deserve an explanation before work or payment proceeds. Miami-Dade identifies a permit obtained by someone other than the contractor as a warning sign. Ask the builder to document why the names differ and confirm the arrangement with the issuing agency. California’s CSLB provides a channel for reporting a contractor who fails to pull a project building permit: CSLB consumer information and complaint resources. Palm Beach County advises consumers to check permit requirements and not make final payment before permit closeout: Palm Beach County contractor and permit guidance.

Compare the names across all project records
The legal party on the written contract should make sense alongside the licensee, permit applicant or contractor, insurance certificate, and payment recipient. If the names differ, request a written explanation and verify it with the relevant licensing regulator or building department. Do not assume that a trade name, related company, or subcontractor is interchangeable with the licensed contracting party.
Keep records and act on discrepancies
Save dated copies of license searches, insurance certificates, the signed contract, permit records, inspection results, change orders, invoices, and important communications. Recheck volatile public records before major payments and at closeout. If a lookup cannot be matched confidently or a permit or license appears deficient, pause and contact the authority responsible for that record.
Complaint routes and remedies vary. CSLB says it can investigate and take administrative disciplinary action against licensed and unlicensed persons for alleged Contractors License Law violations, but it does not guarantee financial restitution; recovering damages may require a separate court process. Check the local agency’s complaint procedure and deadlines rather than assuming an administrative complaint will resolve a payment dispute.
Compare builders on verifiable details
Use the same checks for each candidate instead of treating raw complaint counts as a score. Compare license status and scope, the dates and outcomes of any public discipline, confirmation of required insurance and bond, willingness to identify and obtain required permits, inspection and closeout records, consistency of business names, and completeness of the written contract.
