The reliable way to track construction attendance on a mobile app is to combine a worker’s clock-in and clock-out events with the project or cost code being worked, a clearly explained site-verification method, an offline plan, and a human review before payroll. Set up each jobsite, assign crews, define how workers change sites, test the app where cellular service is weak, and give supervisors a documented process for correcting missed or inaccurate punches.
GPS or a geofence can help verify where a punch occurred, but presence inside a boundary is not the same as a complete record of compensable work. A worker may collect tools, pick up materials, or perform another task away from the designated site before or after site presence. Treat location as evidence that supports a time record, not as the sole source of hours.

Before choosing an app, define the record you need. “Attendance” can mean simple presence, paid working time, project-cost allocation, payroll-ready hours, or all four. Those objectives overlap, but they are not interchangeable.
Presence at a jobsite
A mobile punch can show when a worker said they started or ended a shift. A GPS check, geofence reminder, NFC scan, or automated event may add evidence that the device was near a specified location. Confirm whether the location feature merely reminds the worker, permits or blocks a punch, or creates a punch automatically.

Paid working time
Paid time must include work performed outside the boundary when that work is directed or permitted. Tool collection, supply errands, travel between assigned sites, pre-shift preparation, and post-shift duties may not appear as time inside a geofence. Supervisors need a way to add, correct, or explain those periods.
Job costing
If labor must be charged to projects, phases, or cost codes, the app should record separate time segments and let a worker change assignments during a shift. A single daily total without project detail will not provide reliable job-cost information.

Payroll review requires more than a raw punch list. The workflow should expose regular hours, overtime, breaks, edits, approvals, and any project coding that payroll or accounting needs. Ask whether the required export or integration is included in the plan you would buy; feature lists often vary by configuration.
Set up the workflow before workers use it
1. Define the attendance policy
Write down what starts and ends paid time, how breaks are recorded, when travel between jobs is work time, and who may approve corrections. State whether a location check is a reminder or a requirement. Give workers a method to report a missed punch, a dead phone, an incorrect location reading, or work performed away from the site.
Do not design the policy around the app’s most restrictive setting. The US Department of Labor (DOL) says a covered employer may use any timekeeping method that is complete and accurate. The technology must serve the policy, not replace it.
2. Create projects and worksites
Enter every active project or site with a consistent name, address, time zone, and, where used, a geofence radius. Separate similarly named sites so a worker can select the correct one quickly. Add phases or cost codes only when someone will review and use that detail; unnecessary codes increase selection errors.

Assign each worker to the projects they may access and designate supervisors who can review and correct entries. Set permissions so workers can see their own records while edits and approvals remain attributable to the person who made them. Remove people promptly when they leave a project or the company.

4. Define site and task changes
Decide how a worker records a move from one project to another. Options include ending one segment and starting another, selecting a new cost code, or having a supervisor reallocate time. Test a realistic day with several changes; a process that works only for one uninterrupted shift will produce bad cost data on multi-site crews.
Choose a clock-in method that fits the site
| Method | What it does | Questions to verify |
|---|---|---|
| Worker-initiated mobile punch | The worker taps clock in or clock out in the app. | Can the app require a project selection, capture location at the event, and explain a missed punch? |
| GPS or geofence check | The app checks whether the device is near a defined project area. | Is it a reminder, a location-checked punch, or a blocking rule? What happens when GPS is inaccurate or permission is denied? |
| NFC scan | The worker taps an enabled phone or tag at an equipped location. | What hardware is required, how are lost tags replaced, and is there a manual fallback? |
| Automatic geofence event | The app creates or suggests a clock event when a device enters or leaves an area. | Does the worker confirm the event? Does it run in the background, and what happens when the phone is off or the operating system suspends the app? |
These methods are not equivalent. A geofence reminder can prompt a worker to punch without proving that all work happened there. Continuous background monitoring collects a different kind of information from a location check at the moment of a punch. Explain the actual behavior to the crew and verify it on the phone models you will support.
Make offline attendance work at real construction sites
Construction sites routinely have weak, delayed, or absent cellular service. “Offline support” is not a single feature, so test it rather than relying on a sales label.
Questions to ask the provider
- Can a worker clock in and out with no data connection?
- Is the event stored securely on the device until service returns?
- Does the stored timestamp represent the tap, the eventual synchronization, or both?
- Are the project, cost code, location reading, and device identity retained with the event?
- What happens if the app is closed, the phone battery dies, the worker signs out, or the phone is replaced?
- Can a supervisor see that an event was recorded offline and later synchronized?
Run a low-signal acceptance test
- At a representative site, put a test phone in airplane mode or an area known to lose service.
- Clock in, select the project and cost code, record a break if the app supports it, and clock out.
- Close and reopen the app, then confirm that the pending events remain visible.
- Restore connectivity and record the time until synchronization completes.
- Compare the stored event time, location evidence, project assignment, and audit history with what the supervisor sees.
- Repeat the test after a forced app close and with a nearly depleted battery so the fallback procedure is known before rollout.
Construction timekeeping vendors describe different offline behaviors. Some say their apps switch between offline and online modes; others say clock events are stored on the device and synchronized later. Those are provider claims, not a universal standard. Validate the exact app, operating-system version, and account configuration you intend to use.
Use location without mistaking it for total hours
Explain the collection window
Tell workers whether the app checks location only when they punch, uses geofence reminders, monitors location during an active shift, or continues collecting after clock-out. Explain who can view the data, how long it is retained, and how a worker can challenge an incorrect event. Keep collection limited to the operational purpose.
Account for work beyond the boundary
A construction worker can begin the day by picking up tools or buying supplies away from the designated site, then travel to the project. A worker may also deliver materials or perform a directed task after leaving it. The DOL’s 2024 guidance on location-based systems warns that a system counting only presence at a designated site can miss compensable work. Give supervisors a queue for reviewing exceptions and a way to add the missing time with an explanation.
Check permissions and accuracy
- Confirm that location permission is enabled at the level the app requires.
- Check whether battery-saving settings suspend background location or synchronization.
- Record what happens when a worker is near the edge of a geofence, inside a steel structure, underground, or surrounded by tall buildings.
- Provide a manual punch or supervisor entry when the device cannot obtain a reliable reading.
Procore’s cited support material describes geofence reminders without live location tracking, while IronClock’s product description discusses background location monitoring during enabled active shifts. Such differences show why a generic “GPS time tracking” label is insufficient; read the current documentation and test the configured behavior.

Process a shift from punch to approved timesheet
Worker procedure
- Open the app before starting work and confirm the correct project or site.
- Clock in using the agreed method. If the app shows a location or permission warning, follow the documented fallback instead of repeatedly tapping.
- Change project, phase, or cost code when the assignment changes, creating a separate segment if required.
- Record breaks according to the company policy and applicable law.
- Clock out after the final work activity, including any required closeout at the site.
- Review the day’s segments and submit a correction request immediately if a punch, break, location, or code is wrong.
Supervisor procedure
- Review pending timesheets on a defined schedule, preferably before the payroll cutoff.
- Compare unusually early or late punches, very long shifts, missing breaks, duplicate events, and offline-sync notices with site knowledge.
- Ask the worker for an explanation before changing an entry.
- Correct the record using the app’s edit function, preserving the original event and reason where the system supports an audit trail.
- Approve only after regular hours, overtime, breaks, and project segments are complete.
- Export or synchronize approved records to payroll or job costing, then retain the resulting record according to the applicable rules.
Some construction applications describe tracking breaks and overtime and synchronizing approved hours with payroll. Confirm which payroll systems, exports, approval levels, and plan tiers are actually available for your account; the cited product pages do not establish a universal integration list.
Track attendance across multiple jobsites
Multi-site work fails when the app assumes that a worker stays at one address all day. Build the movement into the workflow.
Use a clear project-selection rule
Display short, distinct project names and place the most likely assignments first. Require a worker to select the project before starting a new segment, or give the supervisor a same-day reallocation process. Avoid relying on GPS alone to infer which of two nearby sites received the labor.
Record travel and intermediate work correctly
Determine whether travel between assigned projects is paid time under your policy and applicable law. If it is, create a travel or transition code rather than leaving the period outside both geofences. Tool pickup, supply runs, and deliveries should use the appropriate project or overhead code.

At approval, check that every segment has a project, the segments do not overlap, and the total duration matches the worker’s reported shift. A map showing two sites cannot by itself determine how the time should be divided; use dispatch records, supervisor knowledge, and the worker’s correction request.
App-selection checklist for construction teams
| Selection area | What to verify before purchase |
|---|---|
| Clock method | Worker punch, GPS or geofence check, NFC, automatic event, and whether each is a reminder or a blocking rule. |
| Offline behavior | Whether punches work without signal, how they synchronize, which timestamp is authoritative, and what evidence is retained. |
| Projects and cost codes | Separate time segments, quick site changes, worker visibility, supervisor reallocation, and reporting by project or code. |
| Approvals and edits | Worker review, correction requests, supervisor approval, edit reasons, audit history, and payroll cutoff controls. |
| Overtime and breaks | Rule configuration, warnings, calculations, and whether the output matches your payroll process. |
| Payroll workflow | The exact export or integration you need, supported fields, approval status, and whether it is included in your plan. |
| Location and privacy | Collection window, background behavior, permissions, retention, access controls, worker notice, and local-law requirements. |
| Recordkeeping | Ability to produce complete, accurate records and retain them for the period required in each applicable jurisdiction. |
Ask for a live demonstration using your scenarios: a punch in a dead zone, a worker moving between two sites, a supply run outside a geofence, a missed punch, an overtime shift, and a supervisor edit. A feature checkbox does not show how the exception appears in the audit trail or payroll export.

Federal FLSA records
For covered, nonexempt employees in the United States, the DOL requires accurate records of hours worked and wages but does not prescribe a particular app or format. Fact Sheet 21 says payroll records should generally be retained for at least three years, while records used to compute wages should generally be retained for at least two years. The figures come from the DOL’s 2008 fact sheet and are federal guidance, not a complete statement of every employer’s obligations.

The DOL’s formulation is direct: “Any timekeeping plan is acceptable as long as it is complete and accurate.” Keep the original punch, any correction, the reason, the approver, and the payroll result when your system supports those records.

Location and human oversight
The DOL’s 2024 Wage and Hour Division bulletin says, “Employers should exercise responsible human oversight when using such systems to ensure that they are properly accounting for and compensating employee work hours.” That means a geofence rule should never silently discard reported work merely because a phone was outside a boundary.
Rules beyond federal law
State and local wage-and-hour rules, privacy statutes, collective bargaining agreements, public-project requirements, and rules outside the United States may impose additional notice, consent, retention, or pay obligations. Have counsel or your compliance lead review the policy for each jurisdiction in which crews work. The federal overview cannot answer those questions for you.
Troubleshoot common attendance failures
The worker cannot clock in
- Check that the worker is assigned to the project and has signed in to the correct account.
- Confirm location, notification, battery, and network permissions.
- Try the documented offline or manual fallback rather than creating duplicate punches.
- Record the actual start time and notify the supervisor for later correction.
The app shows the wrong site
- Ask the worker to select the project explicitly if two sites are close together.
- Check geofence size and GPS accuracy at the location where the event occurred.
- Reallocate the segment with a reason and retain the original event.
Offline punches did not synchronize
- Keep the phone powered and connected until the pending queue clears.
- Do not uninstall the app or erase local data before the provider confirms recovery steps.
- Capture the worker’s written start, break, and end times and have a supervisor enter a corrected record if the event cannot be recovered.
A worker says the app missed work outside the geofence
Ask what task occurred, when, where, and under whose direction. Add the time to the correct project or travel code and document the reason. Do not reject the claim solely because no location event exists.
Payroll totals do not match the app
- Compare the approved export with the payroll import, including time zone, rounding, breaks, overtime, and duplicate employee identifiers.
- Check whether the export includes only approved records or also pending edits.
- Reconcile one worker and one pay period end to end before correcting the entire batch.
A practical rollout plan
Pilot
Choose one crew and at least two different site conditions, including a weak-signal area. Run the full workflow for a pay period: setup, punches, site changes, offline synchronization, corrections, approval, export, and payroll reconciliation.
Train
Show workers the exact tap path, the fallback for no service, the correction process, and what location data is collected. Give supervisors a short checklist for reviewing exceptions rather than asking them to infer everything from a map.
Measure data quality
Track operational errors such as missed punches, duplicate punches, wrong projects, unresolved offline events, late approvals, and payroll corrections. These measures tell you whether the workflow is usable; they do not prove that a particular app improves productivity.
Go live with a safety net
Keep a temporary paper or supervisor log during the first pay period. Set a support contact and a cutoff for unresolved records. Remove the parallel log only after the app has demonstrated that workers can record time in every environment where the crew operates.
Bottom line for construction managers
Choose a mobile attendance app that can capture worker punches, project or cost-code segments, offline events, corrections, approvals, and the payroll output you actually need. Use GPS, geofences, NFC, or automatic events only after you understand their exact behavior and have explained it to workers. The dependable control is the combination of tested technology, a documented exception path, supervisor review, and records that account for work performed both inside and outside the designated jobsite.
