One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchTest a building room by room with one phone and one carrier SIM, turn Wi‑Fi off, and record both radio measurements and practical results. At fixed points, log the network generation, signal-power and signal-quality values your phone exposes, then run a consistent call or mobile-data test. Repeat the route at comparable times. This shows where service is usable, separates a weak radio signal from congestion or interference, and gives you evidence before considering a certified signal booster or a professional survey.
Why a coverage map cannot answer an indoor question
Carrier and government maps are useful for a regional view, but they are not a floor plan of your building. The FCC says its National Broadband Map represents expected mobile connectivity outdoors or in a moving vehicle and does not display indoor coverage. A building can therefore appear covered while a basement, interior office, plant room or upper floor has unreliable service.

Use a map to decide which carriers and technologies are worth checking, then measure the actual rooms. Do not infer one carrier’s indoor performance from another carrier’s map; each carrier needs its own SIM or service and the same test route.

Write down the decision before collecting readings. A construction team may need to know whether workers can make emergency calls, whether a site office can use cellular data when fixed internet is unavailable, or whether a completed building will support a cellular-connected alarm, lift phone or other device. These are different acceptance questions.

- Location question: Which rooms, floors and external areas have usable service?
- Carrier question: Which of two or more carriers performs better on the same route?
- Reliability question: Does service remain usable at different times or construction stages?
- Remediation question: Is the outside signal strong enough to make a compliant indoor booster worth investigating?
- Regulatory question: Is the evidence intended only for your project, or for a formal coverage challenge?
A personal building survey can answer the first three questions. It is not automatically evidence for an FCC challenge or an engineering acceptance test.
Prepare a repeatable test route
Choose fixed points
Mark points on a floor plan or give them permanent names. Include an outdoor reference point, an exterior wall on each floor, the center of each floor, and every room where calls or data matter. Add difficult areas such as basements, stair cores, lift lobbies, plant rooms and enclosed offices when they are relevant to the project. Keep the point names unchanged between visits.
Use the same equipment
- Use one phone model and the same carrier SIM for a room-to-room comparison.
- Keep the phone in a consistent position and orientation at every point; note whether it is stationary.
- Turn Wi‑Fi off before recording cellular data. Otherwise a speed test may measure the building’s Wi‑Fi rather than the mobile network.
- Record the date, time, floor, room, network generation and any cell or band information the phone displays.
- Use the phone’s diagnostic or field-test screen when available. Menus, permissions and displayed values differ by model and network, so there is no universal dial code or identical screen.
For a carrier comparison, swap only the SIM or service, then repeat the same route, phone position, test duration and type of call or data test. If the phones must differ, document that limitation because handset radios and software can change the result.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsRoom-by-room testing procedure
- Sketch the route. Number the outdoor reference, each floor’s exterior and center points, and rooms tied to the project’s actual use. Put the same labels on your log sheet.
- Set the phone. Disable Wi‑Fi, confirm mobile data is enabled, and note the displayed network generation. Leave the handset still and oriented the same way at every point.
- Allow the connection to settle. Wait briefly after moving to a point, then record the individual readings shown by the phone. Do not replace several observations with one remembered number.
- Log radio values. Capture signal power and any signal-quality values available. Record the units exactly as displayed, such as dBm or a vendor-specific scale.
- Run a practical check. Make a consistent voice call or run the same mobile-data test at each point. Note connection time, dropouts, latency or unusable data, rather than treating the result as another signal-strength value.
- Repeat. Take several readings separated by a short interval, or walk the route again later. Cellular conditions change as a phone selects cells and bands, so preserve every observation with its time.
- Map the result. Put the readings and practical outcome beside each point on the floor plan. Mark rooms as reliable, intermittent or unusable only after considering repeated observations.
Testing outside the building first gives you a reference for the service available before walls, floors and mechanical spaces affect the handset. Test during the construction stage that matters: a survey before internal partitions, glazing or plant installation may not represent the finished building, while a later survey can reveal the final indoor condition.

What to record at every point
| Field | What to enter | Why it matters |
|---|---|---|
| Point ID | Floor, room and a fixed label on the plan | Lets later visits reproduce the location |
| Date and time | Local date and clock time for each reading | Separates location effects from time-varying network conditions |
| Carrier and SIM | Service used for this run | Prevents accidental comparison of different routes or services |
| Network generation | For example, LTE or 5G NR when displayed | Radio measurements are technology-specific |
| Signal power | The handset’s reported value and unit | Shows received reference-signal strength |
| Signal quality | Each quality or interference value exposed | Adds context that a power number alone cannot provide |
| Cell or band | Identifier or band, if available | Helps explain changes when the phone selects another serving cell |
| Phone state | Stationary position, orientation and Wi‑Fi status | Makes observations comparable |
| Call or data outcome | Connected, dropped, slow, unavailable, or the test result | Shows usable service rather than only a radio measurement |
Understand the measurements your phone may show
Signal bars are a coarse visual summary. Android’s telephony documentation identifies separate measurements for LTE and 5G New Radio (NR), and the values are not interchangeable. Record whichever comparable fields your device exposes instead of forcing every phone into one score. See the Android signal-strength documentation for the framework’s measurement families.
| Radio technology | Power measurement | Quality or interference measurements |
|---|---|---|
| LTE | RSRP | RSRQ and RSSNR |
| 5G NR | SS-RSRP | SS-RSRQ and SS-SINR |
Power is not the same as quality
A received-power value describes the strength of a reference signal at the handset. Quality measurements add information about interference, noise and how cleanly that signal can be used. A location can therefore show a stronger power reading but a poor practical result if interference, congestion or another network condition limits service. Treat power, quality and the call or data outcome as separate columns.
Do not apply one universal pass/fail number
Thresholds depend on the handset, band, carrier, technology and test purpose. The FCC’s coverage-map reference includes a modeled -110 dBm example minimum signal field, but explains that RSSI and RSRP have different interpretations and that the model assumes outdoor stationary conditions. That is a map-model input, not a universal indoor limit for an individual phone. The FCC coverage-map formatting guide should be read in that context.
Separate radio reception from usable service
A signal reading answers “what radio conditions did the phone measure here?” It does not by itself answer “could a worker complete a call or transfer a file?” Run a separate, repeatable application-level check when usability matters:

- Keep Wi‑Fi disabled for the entire check.
- Use the same test server or app, duration and file size where possible.
- Record download and upload results, latency, failed connections and the exact time.
- For voice, use a consistent call destination and duration, and record setup delay, audio quality and drops.
- Do not combine a speed result with an RSRP, RSRQ or SINR value as if they were the same metric.
Repeat the practical test at the same points and times as the radio readings. A slow result with reasonable radio values may indicate congestion or a service-side problem; a failed result with consistently weak or poor-quality readings points toward an indoor radio problem, but neither conclusion should be made from one transient observation.
Compare floors, rooms and carriers fairly
Comparing rooms or floors
Use the same phone, SIM, route, orientation and test method. Compare the distribution of repeated observations rather than a single best or worst number. Report the network generation, power, quality and practical outcome together so a reader can see why one room is preferable.
Comparing carriers
Run a complete route for carrier A, then repeat it for carrier B with the same handset if possible. Keep the phone stationary at each point and use identical call and data checks. A carrier may select a different band or cell indoors, so retain the cell or band information when the phone provides it. Do not rank carriers from their public maps alone.
Comparing construction stages
Use the same marked points before and after major changes such as partitions, glazing, doors, plant installation or completion. Note what changed between visits. A result from a shell or temporary site office should be labeled as such; it is not automatically a prediction for the finished building.

When a professional measurement system is justified
A phone survey is appropriate for locating problem rooms and deciding whether more investigation is needed. A professional scanner can capture more channels and provide controlled, repeatable logging. Ofcom’s 2024 description of its vehicle-based systems records 4G RSRP and RSRQ plus 5G SS-RSRP, SS-RSRQ and SS-SINR, and describes selecting the strongest measured cells with a rolling two-second window. Ofcom also cautions that its route data is not exhaustive for the entire UK. Its mobile signal-strength measurement systems document is an example of a professional method, not a required home-testing protocol.
Consider commissioning a survey when the result will be part of a handover, safety case, building-services design, multi-carrier specification or dispute. Ask the provider to state the device or scanner, antennas, collection speed, indoor or outdoor conditions, metrics, averaging method, carrier bands and reporting format. Those details determine whether the evidence answers your project’s question.

The FCC Mobile Speed Test app can perform mobile and Wi‑Fi speed tests, but a test intended to challenge mobile broadband coverage must use mobile data and occur outdoors or in a vehicle. FCC guidance says indoor tests are not eligible as challenge tests. Therefore, an indoor room-by-room log is useful for construction decisions but cannot be submitted as an eligible indoor challenge test merely because it was collected with the app. Read the FCC consumer guidance before collecting data for that purpose.

Government agencies and third parties submitting their own challenge data face additional requirements: a complete test-method description, certification by a qualified engineer or official, required metrics, and a device able to interface with drive-test software and/or run Android. The FCC third-party challenge-process guidance describes that formal path. Do not present a consumer indoor survey as equivalent evidence.

What to do when service is poor
First, verify the finding
- Repeat the point at another time and preserve every reading.
- Confirm Wi‑Fi was off and that the phone was not in airplane mode or battery-saving behavior that changes radio operation.
- Compare the outdoor reference with the interior point.
- Check whether the phone switched from 5G NR to LTE or to another cell or band.
- Run both a voice and a data check if both services matter.
Then investigate remediation
If repeated measurements show poor indoor service while an outdoor reference is usable, a cellular signal booster may be worth investigating. FCC OET material covers consumer-booster certification and safeguards intended to protect the network. Review the applicable FCC OET KDB guidance and involve the carrier or a qualified installer where required.
A test does not establish that a particular booster will work, where its donor antenna should be placed, what gain is available, or whether installation is suitable for your building. Those depend on the outside signal, carrier bands, internal layout, cabling, power and regulatory requirements. Treat the booster as a conditional engineering option, not as part of the measurement itself.
Common failure modes and corrections
| Problem | Why it misleads | Correction |
|---|---|---|
| Relying on bars | Bars hide the underlying technology and quality values | Record the handset’s power and quality fields plus a practical outcome |
| Leaving Wi‑Fi on | Data results may describe the building network, not cellular service | Disable Wi‑Fi and verify mobile data before every run |
| Testing one corner once | Cell selection and radio conditions change over time | Use fixed points, several readings and repeat visits |
| Mixing phones or routes | Handset capability and location differences overwhelm the carrier comparison | Keep phone, route, orientation and method constant |
| Using an outdoor threshold indoors | Map-model assumptions are not handset pass/fail limits | Compare repeated local results and practical service |
| Calling an indoor app test an FCC challenge | FCC challenge tests have outdoor or in-vehicle and mobile-data conditions | Use the FCC process only when your collection method meets its rules |
| Buying a booster immediately | Indoor weakness may be intermittent, carrier-specific or caused by congestion | Verify the pattern, assess the outside signal and check certified options |
A compact field-log template
Copy these headings into a spreadsheet or project log:
Point ID | date/time | floor/room | carrier/SIM | phone | Wi-Fi off? | network (LTE/5G NR) | power value/unit | quality values/units | cell/band | stationary/orientation | call result | data result | notes
Keep the original observations, not only an average. When you issue a report, show the route on a floor plan, list the test conditions, identify any construction-stage changes and explain how you classified reliable, intermittent and unusable areas.
Quick Recap
Decision guide
- You need a quick site decision: Use the phone-and-log method at fixed points, with Wi‑Fi off and repeated practical checks.
- You need to choose between carriers: Repeat the complete route for each SIM under the same conditions.
- You need evidence for a regulatory challenge: Follow the FCC’s specific outdoor or in-vehicle mobile-data rules and formal methodology requirements.
- You need design or handover evidence: Specify the scanner, metrics, averaging, collection conditions and reporting method in a professional survey brief.
- You need to improve verified indoor service: Investigate a suitable, certified booster only after confirming the outside signal and the building’s requirements.
