How to Temporarily Weatherproof an Unfinished Building After Facade Removal

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After a facade is removed, the wall is a temporary building-envelope breach. Keep rain out by repairing the exposed substrate, creating a drained water-control layer, integrating flashing, and protecting large openings with securely supported sheeting or an engineered enclosure. A loose tarp pressed against wet sheathing is not a complete weatherproofing system.

Keep the temporary protection in place and maintained until the permanent water-resistive barrier (WRB), flashing, windows and cladding are restored. The New York City Department of Buildings states in Chapter 33 (2022): “Temporary weather protection shall be installed and maintained by the demolition contractor, as necessary, to protect building systems or elements that may be susceptible to exposure to the weather during periods where the permanent weather protection has been breached, diminished, or is not yet in place.” Local requirements can differ, so have the building official, design professional or qualified envelope contractor confirm the arrangement for your project.

What to do immediately after facade removal

Treat every exposed wall as vulnerable until you can prove that water is being directed safely to the exterior. Start with a survey, make the work area safe, repair damage, then install temporary protection that has a drainage path and can withstand the expected weather.

  • Photograph the exposed framing, sheathing, existing WRB, windows, doors, penetrations, conduit and any interior staining.
  • Identify where water can enter at the top edge, sides, corners, sills, base and service penetrations.
  • Keep drains, weeps and other intended outlets open.
  • Use a temporary membrane or housewrap over sound sheathing; use supported sheeting or panels to close large openings.
  • Inspect after rain and high wind, and repair failed tape, tears or loose edges promptly.

Do not close the wall over active leaks, rotten sheathing, wet insulation that cannot dry, or concealed deterioration. Temporary protection buys time; it does not make damaged materials sound.

Inspect the exposed wall before covering it

Check the water-control layer

PNNL guidance recommends examining the existing building wrap or other water-control membrane. Look for torn, detached, punctured or unsealed areas, especially around window and door openings, corners, utility penetrations and the lower edge. Repair compatible wrap before adding another layer, or remove and replace sections that cannot be made continuous.

Check sheathing and framing

Probe suspicious areas for softness and look for delamination, swelling, staining, mold growth and fasteners that no longer hold. Rotten or structurally unsound sheathing must be removed and replaced. Damp sheathing may dry when drainage and ventilation are improved, but concealed rot and the source of water entry must be corrected before the wall is enclosed.

Check the inside of the building

Inspect the interior face of the exposed wall and adjacent ceilings and floors for staining, wet insulation, damaged finishes and electrical components affected by water. Record the location of damage so later repairs can be verified. Do not rely on a dry surface alone: water can remain in insulation, joints and framing cavities.

Document conditions for the permanent rebuild

Mark the location of existing flashing, window pans, control joints, penetrations and drainage outlets. Photograph every repair before it is covered. This record helps the permanent WRB and cladding installer reconnect the temporary work to the final envelope instead of burying an unknown defect.

Choose a temporary weather-protection method

The correct method depends on exposure duration, wind and rain, the condition of the substrate, the size of the opening and how the permanent envelope will be installed. Compare the options by drainage, compatibility, attachment, worker access, inspection and removal.

Method Water-control function Attachment and wind considerations Best use
Compatible housewrap, building paper or manufacturer-approved temporary membrane over sound sheathing Provides a temporary drainage plane when seams are lapped shingle-style, taped or sealed, penetrations are closed and the bottom edge drains outward. Follow the product’s substrate, temperature and fastening requirements. Protect the membrane from tearing and inspect exposed edges. Exposed wall areas where sheathing is sound and a continuous plane can be formed.
Self-adhered flashing membrane, sheathing tape or compatible sealant at transitions Connects flashing to exposed sheathing and seals top edges, openings and selected penetrations when installed according to the manufacturer. Surface preparation, temperature limits and compatibility control adhesion. Do not substitute an unapproved product. Heads, sills, corners, bases, window and door openings, and the top edge of new flashing.
Scaffold sheeting or heavy-duty construction tarp Blocks wind-driven rain at large openings but is not, by itself, a drained wall assembly. Must be securely supported and tied to an engineered scaffold or other structure. OSHA states that sheeting does not provide additional structural support to the scaffold. Large facade openings where a membrane plane cannot be installed immediately.
Temporary panels or an engineered enclosure Closes a large opening while allowing the designer to provide drainage, ventilation and planned transitions. Attachment, wind loads, movement and access must be designed for the actual structure and site conditions. Openings that need a more rigid barrier or will remain exposed through severe weather.

A tarp can be part of the protection system, but it should not be treated as the building envelope. A weather-resistant wall needs a WRB behind the cladding and a means for water that gets past the outer layer to drain out, as reflected in International Residential Code wall-envelope provisions.

Step-by-step temporary weatherproofing sequence

1. Survey and photograph the opening

Before installing anything, record the condition of the exposed wall and the weather forecast. Identify framing, sheathing joints, existing wrap, flashing remnants, openings, penetrations, interior damage and all potential drainage paths. Measure the area so the temporary material can be installed without leaving unprotected edges.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

2. Make the area safe before work starts

Do not install protection in conditions that make footing, access or material handling hazardous. OSHA’s interim fall-protection guidance says: “When adverse weather (such as high winds, rain, snow, or sleet) is creating a hazardous condition, operations shall be suspended until such time as the hazardous condition no longer exists unless safe footing can be ensured.”

At unguarded edges six feet or more above a lower level, provide guardrails, safety nets or personal fall-arrest systems as required for the work. Establish a safe access route, secure tools and materials, and coordinate scaffold access with the person responsible for the scaffold.

3. Remove debris and prepare dry, sound surfaces

Remove loose fasteners, sharp debris, failed sealant and fragments that could puncture a membrane. Dry the substrate to the extent required by the selected product. Do not cover a surface with standing water, active leakage or contamination that prevents the membrane, tape or sealant from bonding.

4. Repair sheathing and the existing WRB

Replace rotten, delaminated or structurally unsound sheathing. Patch torn wrap with a compatible repair material and restore continuity around penetrations. If the existing layer cannot be repaired reliably, remove the affected portion and install a compatible replacement. Keep insulation and cavities from remaining wet; improve drainage and ventilation where the wall design permits drying.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Install a continuous temporary drainage plane

Cover sound sheathing with compatible housewrap, building paper or a manufacturer-approved temporary membrane. Install it so water sheds downward and outward:

  1. Begin at the lowest practical course and work upward so upper layers overlap lower layers in shingle fashion.
  2. Lap vertical and horizontal seams according to the product instructions; tape or seal them with compatible materials.
  3. Seal or tape penetrations, fastener lines and damaged spots without blocking intended drainage openings.
  4. Keep the lower edge free to drain to the exterior. Do not fold it inward where water can run into the wall.
  5. Leave designed ventilation and drying paths open; do not create a sealed pocket against wet sheathing unless the assembly specifically requires it.

Use the selected product only within its stated exposure, temperature and substrate limits. A temporary layer that is incompatible with the permanent WRB can make the later installation harder or trap moisture.

6. Integrate flashing at openings and transitions

Re-establish a clear path around windows, doors, corners and the base of the wall. Direct water from the head and side flashing onto the temporary drainage plane, and keep the sill area from draining into the framing.

Where facade removal exposes a flashing edge or leaves no separate water-control layer, PNNL advises sealing the top edge of new flashing to the sheathing with “self-adhered membrane, sheathing tape, or sealant.” Follow the chosen product’s substrate-preparation instructions, temperature limits and compatibility requirements. Do not assume that every tape or sealant bonds to every sheathing, wrap or flashing material.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Close large openings with supported sheeting, tarp or panels

For an opening too large to protect with a membrane alone, install scaffold sheeting, a reinforced construction tarp, temporary panels or an engineered enclosure. Attach the weather layer to a structure designed to carry the loads. Provide enough slack and movement allowance to avoid tearing, but do not leave loose areas that can balloon and create dangerous wind pockets.

OSHA’s scaffold guidance is explicit: tarp or sheeting used to block weather does not provide additional structural support to the scaffold. Scaffold ties, anchorage, tie patterns, bracing and fall protection remain necessary. Keep the sheeting from obstructing safe access, emergency egress or inspection points.

8. Inspect the installation before the next storm

Walk the entire perimeter. Confirm that seams are bonded, edges are secured, the lower edge drains outward, flashing is integrated and no opening remains around a penetration. Check that no temporary layer is pressing water against wet sheathing and that the enclosure cannot contact energized equipment or create an unprotected fall edge.

Flashing and drainage details that prevent common leaks

Top edges

Water entering at the top of a removed facade can run behind a membrane and emerge far from the original entry point. Lap the temporary water-control layer over the top transition where the assembly allows, and seal the top edge of flashing to sound sheathing with a compatible self-adhered membrane, sheathing tape or sealant. Protect the seal from puncture and confirm that the final cladding installer can remove or integrate it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Windows and doors

Keep head flashing, jamb transitions and sill drainage distinct. Do not place a new layer where it blocks a sill outlet or directs water into the rough opening. If a window or door remains in place, inspect its perimeter and connect the temporary WRB to the existing flashing rather than relying on a bead of sealant as the only defense.

Corners and penetrations

Wrap corners continuously or use compatible corner patches. Seal conduit, pipes, vents, brackets and other penetrations with products approved for both the substrate and the temporary membrane. Leave serviceable components accessible for inspection and avoid fastening through the membrane where each hole cannot be sealed.

Base of wall

The lower edge must discharge to the outside. Keep it above or connected to the intended drainage plane, and do not bury it behind debris, insulation or a horizontal ledge that can hold water. Preserve weeps and other outlets required by the wall design.

Safety controls for scaffold sheeting and exposed work

  • Weather: Suspend work during high winds, rain, snow or sleet when footing or handling cannot be made safe.
  • Falls: Protect unguarded edges six feet or more above a lower level with guardrails, safety nets or personal fall arrest systems.
  • Scaffold loading: Have a competent person or engineer confirm that the scaffold, ties and anchorage are suitable for the added wind exposure. Sheeting is a weather barrier, not bracing.
  • Wind pockets: Secure perimeter edges and avoid loose flaps that can pull on anchors or strike workers and pedestrians.
  • Access: Keep ladders, platforms, exits, fire equipment and inspection routes clear.
  • Electrical safety: Protect or isolate exposed electrical conduit and equipment before introducing wet materials or metal fasteners.
  • Public protection: Prevent falling debris and control the area below the facade, especially while temporary materials are being installed or removed.

Maintenance while the facade is open

Temporary protection is a maintained system, not a one-time installation. Assign inspections to a named person and check the wall after every significant rain or wind event and before forecast severe weather.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Look for tears, lifted tape, open laps, detached fasteners, flapping edges and ponding water.
  • Check that the lower edge, weeps and other drainage outlets remain open.
  • Inspect the interior for new staining, damp insulation, condensation or musty odors.
  • Repair small failures with compatible materials prepared according to the manufacturer’s instructions; replace sections that have lost continuity.
  • Recheck scaffold ties, anchors and access after any event that could have moved the enclosure.
  • Remove trapped water and improve drainage rather than simply adding another tarp over the same wet area.

If water continues to enter after repairs, stop treating the symptom. Trace the entry point from the highest wet location, open the affected area if necessary, and have a qualified envelope professional determine whether the temporary design or the existing wall is at fault.

When to remove the temporary protection

Keep the temporary layers in place until the permanent WRB, flashing, windows and cladding can be installed in a sequence that preserves drainage. Remove them in manageable sections so newly exposed areas are covered the same day. Do not strip a whole elevation in advance of a weather delay.

Before closing the final wall, verify that rotten materials were replaced, repairs are documented, flashing is continuous, drainage outlets are clear and the permanent products are compatible with any temporary membranes or sealants left in place. If a temporary adhesive, tape or sealant must be removed, follow the manufacturer’s method so the sheathing and permanent WRB are not damaged.

Choosing between methods: a practical decision check

Use the following questions with the project’s designer, scaffold provider or weatherproofing contractor:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. How exposed is the wall? Consider prevailing wind, driving rain, snow and the duration before recladding.
  2. Can a continuous drainage plane be installed? If sound sheathing is accessible, a compatible membrane is generally more complete than a tarp pressed against the wall.
  3. What will the permanent system require? Confirm compatibility with the final WRB, flashing, cladding and sealants before applying adhesive products.
  4. How will wind loads be carried? Engineer scaffold sheeting, tarps and panels as attachments to a structure; never count the sheeting as scaffold support.
  5. Can workers inspect and repair it safely? Plan access, fall protection and storm inspections before the enclosure is installed.
  6. Will removal damage the substrate? Choose attachment and sealants that can be removed or incorporated without tearing the sheathing or contaminating the permanent WRB.

Common failure modes and fixes

A loose tarp is pressed directly against wet sheathing

Why it fails: It has no reliable shingle-lapped seams, can trap moisture and may funnel water into unsealed edges.

Fix: Repair the sheathing and WRB, install a drained temporary plane, and use the tarp only as a supported outer weather layer where needed.

The bottom edge is sealed shut

Why it fails: Water that reaches the membrane cannot discharge and may be driven back into the wall.

Fix: Rework the termination so water drains outward while preserving the wall’s designed weeps and ventilation.

Flashing is installed but not connected to the sheathing

Why it fails: Water can run behind the flashing at its top edge.

Fix: Use compatible self-adhered flashing membrane, sheathing tape or sealant at the top edge, following substrate-preparation and temperature instructions.

Scaffold sheeting is treated as bracing

Why it fails: Wind on the sheeting increases forces without strengthening the scaffold.

Fix: Have scaffold anchorage, ties, bracing and fall protection designed and inspected separately from the weather layer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Damaged materials are covered to meet a schedule

Why it fails: Concealed rot and wet insulation continue deteriorating behind the new layer.

Fix: Replace unsound sheathing, repair the source of water entry and document the substrate before enclosure.
