A roof usually needs repair when the defect is localized, the surrounding covering and flashing are serviceable, and the roof deck and framing are dry and sound. Complete replacement is more likely when deterioration is widespread, leaks keep returning, the deck or framing is compromised, or the roof has reached the end of its exposure-dependent service life. A professional should inspect both the roof exterior and the attic before you choose either option.
One leak does not automatically mean you need a new roof. Water can travel from a failed flashing joint, valley, penetration, or fastener and appear far from the entry point. Conversely, a small ceiling stain can be the first visible symptom of concealed rot or broad covering failure. The decision depends on the extent of damage, what lies beneath the covering, the roof’s material and exposure history, code and insurance requirements, and the reliability you can expect after the work.

Repair or replacement? Start with the pattern of damage
Use the visible symptoms as a screening tool, not as a final diagnosis. The same symptom can have different causes, and a roof inspection must trace water to its entry point and assess the layers below it.

| Roof covering | One or a few damaged or loose areas; surrounding material remains flexible, attached and weather-tight. | Brittle or broadly deteriorated covering, widespread curling, buckling, granule loss or exposed fasteners. |
| Leaks | A single, traceable entry point that can be corrected and has not caused concealed damage. | Leaks recur after previous repairs, or multiple areas admit water. |
| Flashing and penetrations | A failed joint, flashing section or seal can be replaced while adjacent materials remain sound. | Failures are widespread or repairs would leave an aged covering and other vulnerable details in place. |
| Deck and framing | Deck is dry and structurally sound; no sagging, rot or compromised rafters and joists. | Deck or framing is wet, rotted, sagging or has lost structural integrity. |
| Future reliability | Repair leaves substantial serviceable roof area and a reasonable remaining life. | Storm exposure, age and repeated repairs make another repair unlikely to be durable. |
These are decision indicators rather than guarantees. A written proposal should explain the evidence supporting the recommendation and identify any areas that could not be inspected.

Does one leak mean you need a new roof?
No. A leak is evidence that water entered the roof system; it is not, by itself, a replacement diagnosis. The apparent ceiling location is often where water emerges, not where it enters. A qualified inspection should follow the drainage path and examine:
- Step and counter-flashing at walls and chimneys
- Valleys and transitions between roof slopes
- Skylights, vents, plumbing stacks and other penetrations
- Roof edges, fasteners and areas where materials meet
- Gutters and locations where water may pond or overflow
If the cause is a localized flashing failure and the surrounding roof is serviceable, a targeted repair can stop the leak. If the inspection finds brittle covering, several failed details, wet decking or a history of unsuccessful repairs, replacing only the visible leak area can postpone rather than solve the problem.
Inspect the house before you decide
Check ceilings and walls
Look for fresh or spreading stains, peeling paint, bubbling finishes, soft drywall and musty odors. Record the room, approximate size and date of each sign. Staining that appears after rain, wind or ice can help the inspector correlate interior evidence with exterior conditions, but a dry ceiling does not prove that the roof is sound.
Check the attic underside
From a safe access point, inspect the underside of the roof deck and the areas around penetrations. Wet insulation, dark staining, mold, water tracks, rotted wood, insect damage and damp framing are significant findings. The U.S. Environmental Protection Agency’s ENERGY STAR guidance identifies wet or damp attic insulation as an indication of a leaky roof and recommends professional help when rafters or joists are moldy or rotted.
Do not crawl onto loose insulation or step between ceiling joists unless a professional has provided a safe route. A flashlight, photographs and notes are useful; disturbing insulation or probing structural members can make conditions worse and can be unsafe.
Check the exterior without creating a fall hazard
From the ground or another safe vantage point, look for missing, damaged or loose covering; failed flashing; exposed fasteners; curling or unsealed asphalt shingles; buckling; and granules collecting in gutters. These are recognized deterioration and aging indicators in guidance from the EPA and the Insurance Institute for Business & Home Safety (IBHS). Also note sagging roof lines, damaged edges, blocked gutters and areas where water may stand.

Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Use non-destructive testing when moisture is hidden
Moisture can remain in insulation or decking after the surface appears dry. When intrusion is suspected, the EPA recommends including non-destructive testing such as infrared thermography or another appropriate test. These methods help locate temperature or moisture patterns without opening large areas of the roof, but they do not replace an experienced inspection or a structural assessment.
Set a maintenance inspection schedule
The EPA recommends inspecting roofs twice a year and after heavy winds or rain. A scheduled inspection can identify loose materials and failed flashing before they become interior damage. After a severe event, document conditions promptly and keep photographs and repair records for contractors and, where relevant, your insurer.
What the covering can—and cannot—tell you
Widespread asphalt-shingle deterioration
Granules accumulating in gutters, widespread curling, buckling, brittle shingles and exposed fasteners indicate a system aging problem rather than one isolated defect. Replacing a few shingles may stop a symptom temporarily while leaving the rest of the roof vulnerable. The inspector should assess representative areas, not just the location of the first leak.
Tile roofs
Tile systems often provide more repair opportunities because individual tiles can be swapped. That does not make every tile leak a simple repair: underlayment, flashing, battens, fasteners and the deck still need assessment. A tile replacement is appropriate only when the supporting layers remain serviceable and the damaged area is limited.

Cedar roofs
For cedar roofs, IBHS and the Roofing Industry Committee on Weather Issues advise considering age, decking, flashing, slope, installation quality and the nature of the damage together. Their 2018 guidance suggests considering replacement of a damaged roof segment when the repair cost reaches 80% of the replacement cost. This is a material-specific rule of thumb, not a universal insurance or building-code threshold. Your contractor should show how the comparison was calculated and what work each figure includes.

Look beneath the covering: roof-deck and framing damage
The roof deck is the structural surface attached to the rafters or trusses. It supports the underlayment and covering; framing carries the deck and transfers loads to the building. A sound-looking shingle or tile surface can conceal damage in either layer.
Signs that warrant immediate investigation
- Soft, spongy or visibly sagging areas
- Dark water staining, delamination or crumbling wood at the deck
- Rotted rafters or joists, mold growth or insect damage
- Deflection, uneven roof lines or movement around structural connections
- Wet insulation that remains damp after ordinary drying conditions
EPA moisture-control guidance warns that failing to correct roof and ceiling problems can cause additional building-envelope damage, damage to contents and failure of structural integrity. If framing or deck members are compromised, covering them with new roofing does not correct the structural problem. The affected material must be opened, evaluated and repaired or replaced as part of the project.
Questions to ask when damage is suspected
- Which deck or framing members are affected, and how were they located?
- Is the wood merely stained, or has it lost strength through rot or prolonged wetting?
- Will the proposal include removal, replacement and disposal of damaged sections?
- Are temporary measures needed to keep the area dry while structural work is arranged?
- Does the work require a permit or inspection under local rules?
Roof age is evidence, not a verdict
Age should be weighed with exposure, installation quality, ventilation, maintenance and material condition. IBHS reported in 2018 that asphalt-shingle warranties commonly run 20–45 years, yet some products may require repair or replacement after only 10–15 years under real exposure. A warranty label therefore cannot establish how much reliable life remains on your particular roof.

- A relatively young roof with a localized storm or flashing defect may be repairable.
- An older roof with brittle, curling or buckled covering and repeated leaks is less likely to justify piecemeal work.
- A roof exposed to severe wind, hail, intense sun, coastal conditions or persistent moisture may deteriorate faster than its nominal warranty period.
- Previous overlays or repairs can hide the number and condition of layers, affecting both diagnosis and code compliance.
The useful question is not “How many years old is it?” but “How much serviceable roof system remains after the identified repair?”
Repair, recover or tear-off replacement?
Localized repair
A repair removes or resets only the damaged components and corrects the water-entry path. Depending on findings, it may include replacement of shingles or tiles, flashing, fasteners, sealants, underlayment or a small deck section. A proper scope explains how the contractor will tie new materials into the existing roof and verify that water is diverted away from the repaired area.

Recover or overlay
A recover installs a new roof covering over an existing one. It can reduce tear-off work, but it is not a way to hide damaged structure. IBHS and the Roofing Industry Committee on Weather Issues state that damaged structural roof components must not be covered and that the existing covering must be in good condition for a recover. Local codes may restrict overlays, including the number of existing layers, material compatibility, slope and ventilation requirements.
Full tear-off replacement
A replacement removes existing layers down to the roof deck, permits inspection of the substrate and installs a new roof system. The scope may include deck replacement, new underlayment, flashing, ventilation components, valleys, hips, ridges and disposal. Tear-off is generally the clearest option when the existing covering is broadly deteriorated or when concealed damage must be exposed and corrected.
| Option | What happens | Conditions that must be satisfied |
|---|---|---|
| Repair | Damaged areas and the water-entry detail are corrected. | Damage is localized; adjacent covering and the deck remain serviceable. |
| Recover | New covering is installed over an existing covering. | Existing covering is in good condition, structural components are sound, and local rules allow the assembly. |
| Tear-off replacement | Existing layers are removed to the deck and a new roof system is installed. | Widespread deterioration, recurring leaks or concealed deck/framing damage make a new system more reliable. |
A practical decision process
- Document interior evidence. Photograph stains, wet insulation, mold, rot and the dates when symptoms appear.
- Arrange a safe exterior and attic inspection. Request an assessment of covering, edges, flashing, penetrations, gutters, deck, framing and ventilation.
- Trace the water path. Make sure the proposed repair addresses the entry point rather than only the interior stain.
- Classify the extent. Separate one or a few defects from systemic deterioration across slopes or elevations.
- Establish the substrate condition. Require the proposal to state whether the deck and framing are dry and structurally sound, and what testing supports that conclusion.
- Check material, age and exposure. Use the roof’s actual condition and repair history, not a warranty period alone.
- Compare repair, recover and tear-off scopes. Make sure each estimate identifies flashing, ventilation, deck work, disposal and the assumptions behind any allowance.
- Confirm code and insurance constraints. Ask about permits, overlay limits, wind or hail requirements and the terms of any claim before signing.
- Choose the option that solves the source and provides dependable remaining life. The lowest initial price is not the lowest total cost if it leaves wet structure, aged flashing or a failing covering in place.
How to compare roofing estimates
Obtain at least two or three written estimates. The Federal Trade Commission advises that each estimate and contract state the work scope, materials, completion date, price and contractor contact information. Ask every bidder to identify the project explicitly as a repair, recover or tear-off replacement.
Require these scope details
- Areas to be repaired or replaced, with photographs or marked-up roof plans
- Roof-covering product, underlayment, flashing and fastener specifications
- How valleys, wall intersections, skylights, vents, chimneys, hips and ridges will be handled
- Ventilation work, including what is present and what will change
- How deck or framing damage will be priced if discovered after removal
- Protection of landscaping and interiors, daily cleanup and disposal of old materials
- Start and completion dates, payment schedule and workmanship terms
Compare assumptions as well as totals. One estimate may include deck replacement and flashing while another prices only visible shingles. A lower number is not comparable if it excludes the work needed to stop the leak or restore the substrate.
Verify the contractor independently
Verify the contractor’s license and insurance with the relevant state or county authority, rather than relying only on a certificate supplied by the bidder. Use a written contract, resist pressure to decide immediately and do not pay the full amount up front. The FTC also advises independently verifying insurance coverage and never signing an insurance check over to a contractor.

When insurance is involved
Ask your insurer what documentation, deductibles, deadlines and approved-contractor conditions apply before authorizing work. Keep inspection reports, photographs, estimates, invoices and correspondence. Insurance coverage and claim terms vary by policy and jurisdiction; a contractor’s opinion does not determine what your policy covers.

Common mistakes and how to avoid them
Repairing only where the stain appears
Water frequently travels along decking, underlayment or framing. Require the contractor to identify the entry detail and inspect nearby flashing, valleys and penetrations.
Using a new overlay to conceal damaged components
An overlay cannot make rotten decking or compromised framing sound. Confirm substrate condition and local overlay rules before accepting a recover proposal.
Relying on age or a warranty number alone
Exposure and product variability mean that some roofs need work well before a nominal warranty period ends. Judge remaining service life from observed condition, leak history and the roof system beneath the covering.
Accepting a vague allowance for hidden damage
A contract that says “repair as needed” without a unit price or approval process can produce disputes. Ask how additional deck or framing work will be measured, priced and authorized.
Choosing the first or cheapest bidder under pressure
Get multiple written scopes, verify credentials and take time to compare what each contractor will actually remove, repair and install.
Walking an unsafe roof
Steep, fragile or damaged roofs require training and fall protection. Use ground observations and professional access rather than risking a fall to obtain a closer look.
What a sound recommendation should contain
Before approving work, you should be able to answer five questions in plain language:
- Where is water entering, and what evidence proves it?
- How much of the covering is affected?
- What is the condition of the deck and framing?
- Why is repair, recover or tear-off the most reliable option for this roof?
- What work, materials, dates, price and contingencies are included in writing?
If the answers are incomplete, obtain another inspection rather than committing to a scope that may leave the cause unresolved. The right choice is the smallest intervention that restores a dry, structurally sound and code-compliant roof for a reasonable remaining service life; when the roof system itself is broadly failing, that intervention is a complete replacement.
