How to Tell Whether a Sewer Pipe Needs Repair or Replacement

Frequent clogs or a sewage odor are warning signs, not proof that a sewer pipe has failed. A blockage may need only safe clearing. After the line drains, a qualified plumber or sewer contractor should inspect the entire lateral with a recorded CCTV camera, identify each defect and its location, and explain whether the evidence supports monitoring, a localized repair, rehabilitation, or replacement.

The right decision depends on the defect’s severity, extent and effect on flow or structural integrity—not simply the pipe’s age or one symptom. Before authorizing work, compare the video and written findings, confirm who is responsible for each section of the line, and check local permits and inspection requirements.

Symptoms are clues, not a diagnosis

Repeated blockages

A drain that clogs repeatedly can indicate roots, a crack, an offset joint, a sag, accumulated debris or another obstruction in the lateral. It can also be a fixture-level or branch-line problem. The City of Carlsbad lists frequent clogged drains as a possible sign of lateral trouble, but does not treat the symptom alone as proof of structural failure (Carlsbad’s property-owner guidance).

Sewage odor

An ongoing sewage smell near cleanouts, drains or the yard can justify an inspection. Odor may accompany a damaged or poorly vented line, but it does not identify the location or severity of a defect. Stop adding water if sewage is backing up and arrange professional help promptly rather than trying to infer the repair scope from smell alone.

Trees and roots

Mature trees and bushes are useful risk context because roots can enter older concrete or clay pipes through non-watertight joints. Root presence still does not automatically mean the pipe must be replaced: the camera must show how much of the passage is obstructed and whether the pipe wall or joints are damaged.

Why age is not a replacement rule

The available municipal guidance does not establish a universal age at which every sewer pipe should be replaced. A newer line with one failed joint may need a spot repair, while an older line that remains structurally sound may be monitored or cleaned. Ask the contractor to connect the proposed scope to recorded defects rather than to age, a single backup or an unexplained recommendation.

What to do when the line backs up

  1. Limit additional discharge. Stop using fixtures that flow into the affected line until a professional assesses the backup. Keep people away from sewage-contaminated areas and follow local cleanup guidance.
  2. Call a qualified plumbing or sewer professional. Tell the provider which fixtures are affected, when the problem began and whether there has been previous work or root intrusion.
  3. Have the obstruction cleared safely. Clearing and structural repair are different services. Seattle Utilities cautions that high-pressure cleaning can damage pipes further; ask the provider to document the probable cause and location of the blockage (Seattle Utilities’ repair-method guidance).
  4. Inspect after flow is restored. A camera cannot see through standing water. Seattle Utilities states that camera inspections are most useful after a blockage has been cleared, when the operator can evaluate pipe condition and identify where future problems may develop.
  5. Preserve the evidence. Request the recording and written findings before approving excavation, lining or replacement. The footage can provide a baseline for later comparison.

What a proper CCTV inspection should show

Ask for a full-length inspection of the lateral, not a quick look at the first few feet from an access point. Hamilton’s municipal checklist calls for a color CCTV recording of the entire lateral, markings that identify defect locations, and a sketch with measurements (City of Hamilton sewer-backup guidance). A useful inspection package should include:

  • A copy of the video in a format you can keep and show to another contractor or your municipality.
  • A written defect log describing cracks, fractures, roots, joint offsets, holes, sags, exposed aggregate, collapse or other findings.
  • Locations for every finding, measured from a stated access point or recorded by camera footage.
  • A sketch or plan showing the lateral route, access points and whether defects are isolated or spread across several sections.
  • A note about visibility limits. Standing water, heavy debris or an inaccessible section can prevent the camera from seeing the pipe wall. The report should say what was not visible and whether another cleaning or inspection is needed.

Ask whether the operator inspected the entire lateral or stopped at a blockage, collapse or connection. A short video cannot establish that the unseen portion is sound. If the contractor proposes work before providing footage, ask why the inspection could not be completed and what evidence supports the proposed scope.

How to interpret defect severity

The presence of a defect matters less than its effect on function and structural integrity. Seattle Public Utilities gives the following examples in its side-sewer defect guidance (Seattle’s defect classifications):

Finding What the local guidance says Decision implication
Minor crack Typically does not affect function, although it may worsen. Ask how it will be monitored and what change would trigger intervention.
Moderate crack May or may not affect function and should be watched for progression. Request the contractor’s assessment of flow, leakage and structural risk, plus a follow-up plan.
Severe crack Affects function or is near collapse. Obtain a repair or rehabilitation proposal tied to the recorded location and extent.
Severe root intrusion Intrusion obstructing 50% or more of the pipe can or will affect working condition. Discuss removal or cleaning and the condition of the joint or wall behind the roots; do not treat 50% as a universal code threshold.
Severe exposed aggregate with holes Classified in Seattle’s examples as full structural failure. Replacement is recommended as soon as discovered in that guidance.

These categories are Seattle’s local examples, not national code thresholds. Your contractor should explain whether a defect is allowing soil or groundwater into the line, restricting flow, undermining the pipe or creating a collapse risk. Ask for the exact footage and video segment supporting each conclusion.

“Camera inspections are most useful after the blockage has been cleared to determine the condition of your pipes and where future problems might turn up.” — Seattle Utilities, Side Sewer Repair Methods

Defect patterns that change the recommendation

One localized failure

A major offset joint, a short collapsed section or a concentrated root-damaged area may be suitable for a spot repair when the surrounding pipe is sound. The contractor should show the defect’s upstream and downstream limits and explain how the replacement section will connect to stable pipe.

Damage in several sections

Multiple structural cracks, repeated offsets or widespread deterioration can make a series of excavations impractical. Depending on the pipe’s shape and access, a longer open-cut replacement or a trenchless rehabilitation such as cured-in-place pipe (CIPP) may be considered. The video must establish that the defects are suitable for the chosen method.

A sag or belly

A severe sag changes the pipe’s grade and can retain water and solids. A municipal CCTV report example says a severe sag may require removing and reinstalling the affected length at the correct grade rather than simply covering the symptom with a liner (Mid-County Water and Sewerage District CCTV report FAQ, updated February 25, 2026).

Roots without structural damage

Roots can sometimes be cleared, but recurring intrusion should prompt questions about the joint or pipe wall that allowed entry. Ask whether the cleaning is temporary, whether the camera saw an open joint or crack, and what maintenance interval or repair is recommended.

Repair and replacement methods to compare

Method What it generally does Questions to ask before approving it
Spot repair Excavates and replaces a specific defective section, such as a localized collapse, offset or root-damaged area. Where exactly is the defect? Does the surrounding pipe appear sound? How will the new section be joined and tested?
Open-cut construction Excavates and replaces a longer length where defects occur in multiple sections; it creates more surface disturbance. What length will be replaced? Where will excavation occur? Which paving, landscaping or structures must be restored?
Pipe bursting Pulls a new flexible pipe through the old pipe, normally using access pits at the beginning and end, and can reduce surface disturbance. Is the existing alignment, material and site suitable? Where will the pits go? Are there utilities or connections that limit the method?
Cured-in-place pipe (CIPP) lining Inserts and cures a resin-soaked liner inside the existing pipe to form a continuous liner, potentially reducing surface disturbance. Are the pipe’s shape, offsets, sags and condition suitable? Which defects will remain? How will service connections be reopened and verified?

Seattle Utilities notes that more than one method may be used together. For example, a contractor might excavate one failed section and line a suitable adjacent length. Trenchless work is not automatically appropriate: severe deformation, a sag, inaccessible connections or a collapsed host pipe can rule out a liner or bursting. Require a defect-specific explanation rather than accepting “trenchless” as a complete answer.

How to compare contractor proposals

  1. Match every proposed work area to the video. The estimate should identify the access point, footage range and defect type. If a proposal covers more pipe than the inspection shows, ask why.
  2. Separate emergency clearing from permanent work. A price to restore flow is not the same as a price to repair structural damage. Confirm what was done during cleaning and what remains.
  3. Ask what happens to connections. Proposals should explain how branch connections, cleanouts and the building connection will be protected, reopened or replaced.
  4. Request the restoration scope. For excavation, identify paving, concrete, soil, planting, fences and other surfaces included in restoration and any exclusions.
  5. Ask about testing and inspection. Confirm whether the repaired or lined section will be re-scoped by camera, tested for flow or inspected by the municipality before it is covered.
  6. Get alternatives in writing. If spot repair, open cut, pipe bursting and CIPP are all technically possible, ask for the reason, expected service area and limitations of each. A lower-disruption method is not better if it leaves a severe sag or failed section in place.
  7. Check qualifications and insurance. Verify that the contractor is licensed where required and is authorized to perform work in the public right of way or on private property.

Responsibility, boundaries and permits

The boundary between a private lateral and a public sewer differs by municipality. San Francisco Public Utilities Commission describes upper and lower lateral sections and, under its local arrangement, generally has the utility perform lower-lateral repair or replacement in specified circumstances. That arrangement is a local example, not a rule for other cities (SFPUC sewer-lateral overview, March 11, 2024; SFPUC sewer laterals).

Seattle Utilities states that side-sewer repairs require permits on private property and in the right of way, and that repaired work should be inspected before it is covered. Other jurisdictions may use different permits, inspections, financial assistance or responsibility boundaries. Contact your sewer utility or municipality before excavation to confirm:

  • which owner or agency is responsible for each segment;
  • whether a permit is required on your property, in the street or both;
  • when the municipality must inspect the work;
  • whether traffic control, right-of-way approval or utility locates are required; and
  • whether local programs help with eligible repairs.

Questions to ask before signing a repair or replacement contract

  • Did you inspect the entire lateral, and can I keep the color video?
  • Where is every defect measured from, and can you mark those locations on a sketch?
  • Was any section hidden by standing water, debris or a blockage?
  • Which finding makes this a repair, rehabilitation or replacement rather than monitoring?
  • Is the surrounding pipe structurally sound enough for a spot repair or liner?
  • Could the proposed method leave a sag, offset, root pathway or collapsed section in place?
  • What permits and municipal inspections are required before work starts and before excavation is closed?
  • Who owns and maintains the section being repaired?
  • What surfaces, connections, testing and documentation are included in the written scope?
  • Will you provide a post-work CCTV recording showing the completed line?

Can a homeowner use a sewer camera?

A consumer camera can be useful for seeing an accessible, empty section, but it is optional and cannot replace a professional inspection. Municipal guidance says a camera cannot see through a blocked, water-filled line; the line should be cleared first. Home equipment may also lack the locating transmitter, lighting, length, recording quality or interpretation needed to map a full lateral. If you use one, treat the images as preliminary information and still obtain a full-length professional recording before deciding on structural work.

A practical decision sequence

  1. Respond to the symptom. Limit water use and call a qualified professional when sewage backs up or recurring blockages affect the home.
  2. Restore drainage safely. Have the obstruction cleared and ask for the likely cause and location to be recorded.
  3. Inspect the whole lateral. Obtain color CCTV footage, a written defect log and a measured sketch; note any sections the camera could not see.
  4. Classify the condition. Use the video to distinguish a minor or moderate defect that can be monitored, a localized defect suited to spot repair, widespread deterioration requiring longer rehabilitation or replacement, and structural failure requiring prompt action.
  5. Compare methods. Review spot repair, open cut, pipe bursting and CIPP only after the contractor explains which defects each method can and cannot address.
  6. Verify authority requirements. Confirm ownership, permits, inspections and right-of-way rules with your local utility or municipality.
  7. Authorize a documented scope. Sign only when the contract identifies locations, method, restoration, testing and post-work records.
