You cannot confirm that a damaged bridge is safe from a quick look. Follow any closure, barricade, posted restriction, and current direction from the authority responsible for the route. Do not go around a closure or drive through floodwater to reach a bridge. If you see damage or a sudden change, stay clear and report it when you can do so safely.
What to do before approaching a bridge
- Check its official status. Look for current notices from the local transportation or emergency authority responsible for that bridge. If it is closed or barricaded, do not enter, even if other vehicles have gone through.
- Follow posted restrictions that apply to your vehicle. A bridge’s owner or responsible authority sets closures and load postings based on inspection and engineering review. Cross only if your vehicle falls within the applicable posted limit; do not assume a restriction for another vehicle category applies to you. See FHWA’s National Bridge Inspection Standards safety FAQ and PennDOT’s bridge safety inspection FAQs.
- Use an official detour. Closure and reopening information is local and can change quickly. If you cannot confirm the bridge’s status, choose another route and check with the responsible authority rather than treating uncertainty as permission to cross.
Can you judge safety by looking at the bridge?
No. Visible damage is a reason to keep away and notify the responsible authority, not a do-it-yourself clearance test. A bridge can also have concealed damage or problems at its foundations even when the roadway looks normal. Inspection and reopening decisions belong to the responsible agency and qualified personnel.
Warning signs to report
- A new dip, sag, or deflection in the bridge deck or the road leading onto it.
- A new height difference or separation where the approach meets the bridge.
- Bent, displaced, or unusually open railings or protective fencing.
- An expansion joint that looks newly abnormal or unusually open.
- After flooding, visible erosion, a changed channel, unusually high or fast water, or debris impact near bridge supports.
These observations are cited in TxDOT’s bridge inspection guidance and the Government of Kenya’s Bridge Inspection Handbook. They are not thresholds for deciding that a bridge is safe when those signs are absent.
What to do after a flood, earthquake, fire, or impact
Flooding
Do not judge a bridge only by the visible deck or roadway. Floodwater can scour foundations, erode riverbanks, alter a channel, or carry debris into supports without leaving obvious damage on the driving surface. Stay out of floodwater and follow closure notices while the responsible authority assesses the bridge. PennDOT describes monitoring, closure, inspection, and reopening plans for designated scour-critical bridges in Pennsylvania; procedures and classifications vary by jurisdiction. See PennDOT’s guidance on local scour-critical bridges.

Earthquake, fire, or vehicle or ship impact
These events may damage load-bearing components or leave defects that are not apparent from the road. Post-event inspection can involve a whole-bridge visual examination and close attention to bearings, girder ends, abutments, foundations, piers, and overall alignment. Some checks require specialist methods or access. The Government of Kenya’s Inspection Manual for Bridges describes emergency inspections after severe defects, natural disasters, or accidents to assess safety and recommend remedial measures.

Bridge owners and responsible agencies use inspections and engineering review to make closure, restriction, and reopening decisions. As the Federal Highway Administration notes in its National Bridge Inspection Standards FAQ, answer A313-27 (identified on the page as new 3/01/2023): “All factors requiring bridge closure cannot be anticipated; therefore, criteria are expected to be general in nature and should be applicable to many bridges.” That guidance describes agency closure criteria, not a public test for crossing.

In the United States, the National Bridge Inspection Standards provide the federal inspection framework for public highway bridges. That framework does not establish a universal procedure for every country, bridge, or emergency. Check the authority that controls the specific route for current conditions and instructions.
