Set up a clearly marked hydration point close to the work, stock it with sufficient cool potable water, and place a shaded or otherwise cool rest area beside it. Keep both locations easy to reach throughout the shift. A station supports a heat-illness prevention program; it does not replace hazard assessment, acclimatization, training, monitoring, work-practice controls, or emergency planning.
What a jobsite hydration and rest station must provide
OSHA’s practical message is “Water. Rest. Shade.” A usable station turns that message into three physical controls:
As an Amazon Associate I earn from qualifying purchases.
- Water: Cool, potable drinking water that workers can reach without leaving the work area for an unreasonable length of time.
- Rest: A place where workers can stop work and recover for an appropriate period.
- Shade or cooling: Shade or another cooler environment that reduces heat exposure during the break.
OSHA’s employer hydration publication, Keeping Workers Well-Hydrated (Publication 4372), states: “To prevent heat illness among indoor and outdoor workers, it is important for employers to ensure workers are hydrated, have easy access to water, and can rest.” The station is the practical point where those provisions meet the crew’s actual work conditions.
Choose the location before buying equipment
Keep the station close, familiar and reachable
Place the station near the active work rather than at a distant office or vehicle. Workers should know exactly where it is, see it easily, and reach it without crossing avoidable hazards or abandoning an area that must remain attended. Reaching the station should not require a worker to skip a break.

If a task prevents workers from leaving their position, plan a relief person, a mobile water delivery method, or another arrangement that keeps water available at the point of work. A station that exists only on a site map is not accessible in practice.
Account for changing work fronts
Construction work moves. Recheck the station when crews relocate, a structure blocks the original route, access roads change, or a new excavation, scaffold, or traffic pattern makes the original path unsafe. A portable cooler or dispenser can move with the crew, while a larger fixed rest area can serve the broader site.
Use a simple, visible layout
Give the hydration point and rest area clear signs. Keep the approach free of cords, debris, mud, stored materials and trip hazards. Separate drinking supplies from tools, fuels, chemicals and dusty operations. If the work area is noisy or visually crowded, use large, high-contrast signs and tell every worker where the station is during the shift briefing.
Plan the water supply and replenishment
Estimate the real demand
There is no universal cooler size that fits every jobsite. Plan for the crew size, shift duration, heat conditions, task intensity and how often someone can refill the station. A small crew performing short work may need a different arrangement from several trades working a full shift on a large, exposed site.

Write down who checks the supply, when the check occurs, where replacement water comes from and who has authority to stop work or obtain more water. Assigning this responsibility prevents the station from becoming empty during the hottest part of the day.
Use potable water and protect it
Water must be suitable for drinking and protected from contamination. Keep dispensing taps, cups and reusable containers clean. Do not place an open drinking container where dust, concrete residue, fuel or other contaminants can enter it. Follow the cooler or dispenser manufacturer’s cleaning instructions and the site’s sanitation procedures.
Provide enough water for the full work period
OSHA guidance calls for a sufficient quantity for the duration of the work. “Sufficient” depends on the conditions, so a supervisor should check the actual consumption rather than assuming one refill will always be enough. On extended or high-heat shifts, arrange scheduled deliveries or multiple stations instead of expecting workers to ration water.

Use OSHA’s hydration figures as an operational reference
OSHA Publication 4372 describes accessible cool water and gives a target of less than 60°F. The same publication recommends encouraging workers to drink at least one cup (8 ounces) every 15–20 minutes while working in the heat. It also cautions workers not to drink more than 48 ounces (1½ quarts) per hour, because excessive fluid intake can cause a medical emergency.

These are OSHA’s workplace recommendations, not individualized medical advice. A worker with a medical condition, a medication-related restriction or a clinician’s hydration plan should follow appropriate medical guidance and tell the employer about any work limitation that affects heat safety.
Make drinking routine rather than reactive
Supervisors should remind workers to drink before they feel severely thirsty, include hydration in toolbox talks and make water breaks socially acceptable. Never discourage a worker from getting water because of production pressure. Watch for a falling water level, unused cups, or workers avoiding the station because it is too far away or too hot to approach.
Build a rest area that actually lowers heat exposure
Choose shade or another cool environment
OSHA identifies a shady area, an air-conditioned vehicle, a nearby building or a tent as possible outdoor rest locations. Select the option that genuinely provides relief from the site’s heat and radiant load. A tent or canopy is useful where no dependable natural shade exists. A portable fan may provide additional cooling, and misting devices can be an additional measure when the site conditions and equipment make them appropriate.
Do not treat a thin covering that still exposes workers to direct sun as equivalent to a cooler recovery area. Consider the time of day, the sun’s movement, reflected heat from concrete or equipment, humidity, airflow and the number of people who may need the area at once.

Provide enough space and recovery time
Workers need room to sit or stand safely, remove unnecessary personal protective equipment where procedures allow, and recover without being crowded by tools or stored materials. Break length and frequency should increase as heat stress rises. The supervisor responsible for the heat plan should adjust the schedule when conditions, clothing, workload or worker response changes.
Keep the rest area usable
Inspect the area for stable footing, adequate lighting, clean seating and clear access. Keep it away from vehicle movement, lifting operations, energized equipment and other hazards. If an air-conditioned vehicle is used, establish a safe parking position and prevent exhaust or traffic exposure. Tell workers whether the vehicle must remain available for emergency transport so routine breaks do not interfere with that function.
Decide what equipment the site needs
Equipment should implement the access and cooling plan, not substitute for it. OSHA does not endorse a particular product or state that buying equipment alone makes a station compliant.

Set up the station step by step
- Map the work and heat exposure. Identify outdoor and indoor hot areas, radiant heat, strenuous tasks, protective clothing, shift timing and locations where workers cannot leave their post.
- Choose the hydration point. Select a visible, familiar location close to the work with a safe, unobstructed route. Add a second point or a mobile option if one location cannot serve all crews.
- Choose the rest location. Provide shade, an air-conditioned vehicle, a nearby building or a tent. Check that the location is cooler than the work area and safe to occupy.
- Size the supply and equipment. Estimate consumption for the actual crew and duration, select a cooler or dispenser that fits the refill plan, and arrange backup water for delays or unexpected overtime.
- Assign ownership. Name the person responsible for opening the station, checking water temperature and quantity, cleaning dispensing equipment, replenishing supplies and reporting problems.
- Install signs and access controls. Mark “Drinking Water” and “Rest Area,” keep routes clear, and explain the locations during orientation and the daily briefing.
- Stock and test before work starts. Confirm that water is potable and cool, cups or approved personal containers are available, shade or cooling equipment works, and the station is stable and free from contamination.
- Brief the crew. Explain the drinking schedule, how to request a break, where to go, who provides relief, which symptoms require immediate reporting and how to summon emergency help.
- Monitor during the shift. Check supply, temperature, cleanliness, access, worker condition and changing work locations. Move or replenish the station before it becomes a barrier.
- Close and maintain it. Clean and store equipment, dispose of waste, record defects and prepare sufficient water and cooling capacity for the next shift.
When to provide electrolyte-containing fluids
Cool water is the baseline. OSHA’s Water. Rest. Shade. guidance says that for work lasting two hours or more, employers should also provide access to additional fluids containing electrolytes. The hydration publication says to consider electrolyte products when work is strenuous, produces substantial sweating and continues for an extended period.
This does not mean every worker needs an electrolyte beverage, and it does not replace water. Make the decision part of the heat assessment, considering duration, workload, sweating, clothing and the advice of the employer’s occupational-health resources. Keep any additional beverage clean, clearly identified and available without removing ordinary drinking water.
Make the station one part of a heat-illness prevention program
A station cannot control all heat hazards. OSHA identifies a broader set of measures that should operate with it:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors- Assess the hazard: Consider air temperature, humidity, radiant heat, air movement, workload, clothing, personal protective equipment and indoor as well as outdoor locations.
- Use engineering controls: Apply shade, ventilation, air conditioning, fans or other feasible controls to reduce exposure at the source.
- Change work practices: Schedule heavy work for cooler periods where possible, rotate tasks when appropriate, reduce unnecessary physical effort and increase rest opportunities as heat stress rises.
- Acclimatize new workers: Introduce people who are new to hot work gradually and monitor them closely. Returning workers may also need renewed acclimatization after time away.
- Train everyone: Cover heat symptoms, prevention, drinking and rest expectations, the station location, reporting procedures and emergency contacts. Supervisors need additional instruction on monitoring and response.
- Monitor conditions and people: Reassess when weather, workload, clothing, staffing or the work location changes. Encourage workers to report symptoms early and never punish a worker for taking a needed heat break.
- Prepare for emergencies: Keep communication working, identify the jobsite address or access point, and make sure emergency responders can reach the affected worker.
Respond immediately to suspected heat stroke
Confusion, fainting, seizures or a very high body temperature are heat-stroke warning signs. Treat suspected heat stroke as an emergency:
- Call 911 and state the jobsite location, access route and the worker’s condition.
- Move the worker to a cooler area and begin cooling while help is coming, following trained first-aid procedures.
- Stay with the worker and monitor them until emergency personnel take over.
Do not send an affected worker away alone or assume that a drink and a short pause are enough when serious symptoms are present. Include the emergency route, address and responsible contact in the station briefing and post them where the crew can see them.
Check the rules that apply to your jobsite
Federal OSHA construction requirements include provisions for potable drinking water, while state-plan jurisdictions may impose additional heat-exposure requirements. OSHA’s heat-standards overview gives California as an example: its Heat Illness Prevention Standard triggers requirements at 80°F. That is a California-specific regulatory example, not a nationwide federal threshold.
Before work begins, identify whether the site is covered by federal OSHA or a state-plan agency, then review the applicable potable-water, rest, shade, training, acclimatization and emergency requirements. A station can be well designed and still fail to meet a local rule if the employer overlooks a required procedure or threshold.
