A gold-standard net-zero project for a historic building is not a list of products or a promise of a particular percentage saving. It is a documented, whole-building process that defines the carbon boundary, protects significance, tests moisture and ventilation risks, secures the right permissions, and verifies performance in use.

Historic England’s Advice Note 18, published on 16 February 2026, is the main current England-specific guide. It supports sensitive repair, maintenance and adaptation so historic buildings can remain in use while reducing emissions, fossil-fuel dependence and energy costs.

Start by defining what “net zero” covers

Net zero is not one interchangeable label. Before setting a target, publish the baseline year, emissions boundary, measurement period, treatment of purchased energy and renewable supply, and method for dealing with residual emissions. Advice Note 18 distinguishes the following claims:

Term What it covers
Net zero At least a 90% reduction in greenhouse-gas emissions against a stated baseline, with remaining emissions balanced through absorption or removal. The UK framing uses 1990 as its baseline and 2050 as its target.
Net-zero carbon operational energy Annual operational emissions are zero or negative. A highly efficient building uses on-site and/or off-site renewable or green energy, with any remaining balance offset.
Net-zero carbon construction For a new building or major renovation, emissions from materials and construction through practical completion are zero or negative, using offsets or net export of on-site renewable energy.
Net-zero carbon whole life Construction, operation, demolition and disposal emissions over the building’s life are zero or negative.

These boundaries are materially different. Cutting annual heating demand does not justify calling a project whole-life net zero unless material manufacture, construction, future replacement and end-of-life stages have also been assessed. Use the definitions and glossary in Advice Note 18 when writing the project brief.

Why historic buildings need a different standard

Historic fabric is often layered, repaired with different materials and sensitive to how moisture moves. A measure that performs well in a modern cavity-wall house can trap water, accelerate decay or damage significance in an older solid-wall building. The building’s use also matters: a lightly occupied chapel, a continuously heated home and a visitor attraction have different loads, comfort expectations and ventilation patterns.

Historic England’s whole-building approach considers fabric, services, environmental conditions and occupants together. The objective is a balance between energy reduction, heritage conservation and a healthy indoor environment—not a rigid “fabric first” sequence and not dependence on one technology.

There is no single official recipe that resolves every historic-building trade-off. The strongest evidence is from England and the wider UK policy context, so owners elsewhere must apply their own designation laws, building regulations and technical standards.

The seven elements of a gold-standard plan

1. Set the claim, baseline and accounting rules

Write a short carbon statement before choosing work packages. It should identify:

  • whether the target is operational, construction or whole-life carbon;
  • the baseline year and the period over which performance will be assessed;
  • which energy uses are included, such as space heating, hot water, lighting, appliances and process loads;
  • how grid electricity, purchased renewable energy and on-site generation are treated; and
  • how unavoidable residual emissions will be balanced, including the quality and duration of any removals or offsets.

Keep operational results separate from embodied carbon. A heat-pump installation may lower annual emissions while adding manufacturing and installation impacts; a whole-life assessment must account for both.

2. Record significance and condition before design

Begin with a heritage statement and a condition survey, not a shopping list. Record which elevations, rooms, windows, finishes, structures and archaeological features carry the greatest significance, and identify what can be altered, repaired, concealed or reversed.

Inspect the roof, rainwater goods, masonry, pointing, render, floors and junctions for water entry and defects. Historic England’s retrofit guidance puts well-considered maintenance and repair first because insulation or airtightness work cannot compensate for a leaking roof or failing drainage. Photograph and map defects so the retrofit design responds to actual causes rather than symptoms.

For a protected building, appoint a competent professional with both conservation and building-performance experience. The UK government review says PAS 2035:2023 requires a full assessment in accordance with BS 7913:2013, the Guide to the Conservation of Historic Buildings, for protected buildings. In that review, “protected” means listed buildings and buildings in designated conservation areas. Confirm the current editions and project applicability before commissioning work.

3. Build a whole-building performance model

Use measured energy bills, occupancy schedules, internal temperatures, humidity and ventilation information wherever possible. Calibrate the model to the building’s actual use, then test packages rather than isolated products. Include:

  • heat loss through walls, roofs, floors, windows and air leakage;
  • heating, hot-water and ventilation efficiency;
  • summer overheating and shading;
  • moisture movement, surface condensation and drying potential;
  • embodied emissions, expected replacement cycles and maintenance; and
  • future electricity-carbon assumptions and changes in occupancy.

State uncertainty ranges and assumptions. A modeled percentage is a scenario result, not a guarantee that another building—or even the same building with different occupants—will achieve it.

4. Select compatible interventions

Repair, maintenance and draught control

Repair failed roofs, gutters, downpipes, pointing and joinery before adding insulation. Then address uncontrolled draughts at doors, opening lights and service penetrations while retaining the ventilation the building needs. Draught proofing should be designed with a ventilation strategy; simply sealing every gap can increase humidity and pollutants.

Windows and secondary glazing

Retain and repair historic frames where they contribute to significance. Options seen in the case evidence include improved panes, draught seals and secondary glazing. Compare each option for visual effect, reversibility, condensation risk, acoustic benefit, ventilation and maintenance access. Secondary glazing can improve comfort without removing an important historic window, but details at reveals and vents must be designed rather than improvised.

Insulation

Roof, attic and floor insulation can be less visually intrusive than wall work, but junctions still need moisture analysis. Wall insulation—internal or external—requires an assessment of wall construction, exposure, salts, rain penetration, vapour movement and drying. Advice Note 18 specifically clarifies risk considerations for floor and external-wall insulation. Traditional materials, including those used in the cited case studies, may be appropriate, but “natural” does not automatically mean safe for every wall.

Heating, controls and ventilation

Reduce demand and then size the heating system to the revised load. Evidence cited by Historic England includes low-carbon heating, heat pumps, mechanical extract and user controls. Controls can deliver meaningful savings when schedules, zoning and commissioning match how occupants actually use rooms; they cannot correct an oversized, poorly commissioned or moisture-prone system.

Provide deliberate fresh-air paths and extract in kitchens, bathrooms and other wet areas. Check that lower flow temperatures, emitters, hot-water storage and electrical capacity are compatible with the chosen heat pump or other low-carbon system. Outcomes depend on building condition, design, electricity supply and user behavior.

Renewables

Solar generation can be possible on a designated building, but consent is site-specific. Advice Note 18 describes staff at Grade I-listed Chester Cathedral obtaining consent for solar panels. That case demonstrates a route to an approved solution, not an automatic right to install panels on another listed building. Assess roof significance, visibility, fixing methods, glare, maintenance and connection requirements, and discuss the proposal with the relevant authority before detailed design.

Summer comfort and climate adaptation

A net-zero plan that creates winter efficiency but intolerable summer heat is incomplete. Consider external shading, awnings, night ventilation, window-opening patterns, roof build-up and safe purge ventilation. Advice Note 18 includes a country-house awning example and a medieval-chapel whole-building case combining roof insulation with low-carbon heating. Model overheating alongside winter demand, especially in top-floor rooms and spaces with high visitor or occupant loads.

5. Secure permissions and coordinate regulations

In England, listed-building consent, planning permission, building regulations approval or conservation-area controls may apply to different parts of the same package. The designation, location, visibility and reversibility of the intervention determine the route. Obtain written pre-application advice where appropriate and retain drawings, specifications and heritage reasoning in the project record.

Do not infer approval from a neighboring project. The Chester Cathedral solar case shows that a carefully evidenced proposal can be consented; it does not establish permission for every listed roof. Coordinate the conservation adviser, designer, building-control body, fire-safety professional and installer so one change does not undermine another.

6. Compare packages on more than annual energy

Use a decision matrix that records, for every package:

  • heritage significance, visual impact and reversibility;
  • operational carbon and energy effects;
  • embodied carbon and expected replacement;
  • moisture, ventilation and indoor-air-quality risk;
  • thermal comfort and overheating performance;
  • compatibility with the heating and electrical systems;
  • permissions, building-control and fire-safety requirements;
  • durability, inspection and maintenance needs; and
  • whole-life cost over a stated period.

Document why the selected combination is proportionate to significance and achievable in use. A package acceptable to residents and planning policy may outperform a technically aggressive package that occupants cannot operate or authorities will not approve.

7. Verify, commission and revisit

Commission controls, ventilation and heating properly, then compare actual energy, temperature, humidity and carbon data with the model. Check for condensation, mould, overheating, complaints and unexpected energy use during the first heating and cooling seasons. Record remedial actions and update the plan when occupancy, fabric condition, tariffs or grid intensity changes.

What the published case evidence actually shows

The figures below are modeled scenarios or results reported for named projects. They should inform option appraisal, not be advertised as universal savings.

Case or measure Reported result Important qualification
Victorian terrace 89 to 36 tCO2e; modeled 60% operational-carbon reduction Historic England evidence summary reporting Carrig (2019); measures included insulation, secondary glazing and draught proofing.
Chapel conversion 159 to 61 tCO2e; modeled 62% reduction Scenario included improved glazing, wall, roof and floor insulation, internal remodeling and conservation of materials.
1900 mid-terrace retrofit 66 to 35 tCO2e; almost 47% lower Scenario used wood-fibre and mineral-wool insulation, draught proofing and a modern gas boiler.
Five packages across 15 heritage homes 3,046 kgCO2; reported as 56.6% operational-carbon saving for the highest package Modeled package comparison; the package was described as potentially acceptable to residents and planning policy.
Trinity College Dublin Rubrics Building, built 1838–1840 40% improvement in thermal performance and 75% reduction in CO2 emissions Reported outcome for a two-year retrofit including window restoration, secondary glazing, ground-floor insulation, cork-lime render, a ground-source heat pump and mechanical extract.
Smart controls in the studied measure set 13% modeled carbon saving Historic England evidence summary reporting Wise (2022); result applies to that modeled set of measures.

Historic England’s 2019 carbon research also reports reductions of more than 60% by 2050 under the refurbishment and retrofit options it studied. The work used two historic-building case studies; it does not demonstrate that those buildings achieved whole-life net zero or that every property can reproduce the result. See Carbon in the Built Historic Environment for the research context and Introduction to Retrofitting for the evidence summary and cited case studies.

Common mistakes and how to avoid them

  • Calling an operational improvement whole-life net zero: publish separate operational, construction and whole-life accounts.
  • Starting with insulation before water repairs: fix leaks and defective drainage, then assess drying and moisture behavior.
  • Copying a case-study percentage: reproduce the building, occupancy, climate and package assumptions before using a figure for comparison.
  • Assuming listed status bans all renewable energy: make a significance-led proposal and seek the relevant consent; neither approval nor refusal is automatic.
  • Sealing a building without a ventilation plan: coordinate airtightness, extract, background air and indoor-air-quality checks.
  • Installing a heat pump without redesigning the system: verify heat loss, emitters, flow temperatures, controls, hot-water demand and electrical capacity.
  • Ignoring summer conditions: assess shading, purge ventilation and overheating at the same time as winter energy.
  • Stopping at handover: monitor actual performance and investigate comfort, humidity and energy discrepancies.

A practical brief for owners and project teams

Ask the design team to deliver, in order:

  1. A heritage-significance and condition record, including water-entry risks.
  2. A defined carbon boundary, baseline, period and residual-emissions method.
  3. A measured or calibrated whole-building model with uncertainty and embodied-carbon assumptions.
  4. At least two viable intervention packages, with moisture, ventilation, comfort, permissions and maintenance consequences.
  5. A consent and building-control strategy tailored to the designation and location.
  6. Construction details that protect historic fabric and specify inspection points.
  7. Commissioning, metering and post-occupancy review arrangements.

This sequence turns “gold standard” from a marketing phrase into an auditable performance-and-process framework. It also leaves room for phased work: urgent repairs first, lower-risk measures next, and more disruptive interventions only when evidence, consent and building performance justify them.

Questions owners commonly ask

How can I improve efficiency without damaging character?

Begin with significance and condition, then favor repair, draught control, carefully detailed glazing, compatible insulation and well-designed services. Test moisture, ventilation and appearance before committing to irreversible work.

Can a listed building have solar panels?

Possibly, subject to the building’s significance, visibility, fixing details and the authority’s decision. The consented Chester Cathedral case is an example of what can be achieved through a site-specific proposal, not a blanket permission.

Do historic homes need different retrofit advice?

Yes. Solid walls, traditional materials, protected details and varied occupancy mean that moisture, drying, ventilation and heritage permissions must be assessed alongside energy. In the UK, check the PAS 2035:2023 and BS 7913:2013 assessment requirements cited for protected buildings, and confirm current editions before work.
