A useful cancer-risk toolbox talk is short, site-specific and interactive. Explain which carcinogenic exposures can occur in the work planned today, show the controls workers must use, and agree exactly how to stop, report and escalate a failed control or unexpected material. The aim is not to diagnose illness or deliver a generic lecture: it is to prevent exposure during the tasks and shifts ahead.
This guidance is primarily for Great Britain, where the Health and Safety Executive (HSE) defines a toolbox talk as “a short presentation to the workforce on a single aspect of health and safety.” Employers must adapt the content to their own risk assessments, project information and applicable duties. Sites outside Great Britain should use their local regulator’s requirements.

What should a construction cancer-risk toolbox talk achieve?
Workers may feel perfectly well while exposure is occurring. Occupational cancer often has a long latency period; HSE notes that asbestos-related disease can take 15 to 60 years to develop. That delay makes today’s controls important even when nobody has immediate symptoms.
By the end of the briefing, every worker should be able to:

- Name the cancer hazards that actually apply to the current work area and task.
- Point to the engineering, work-practice and personal controls in use.
- Explain what to do if dust extraction, water suppression, ventilation or another control fails.
- Recognise suspected asbestos or an unexpected hazardous substance and stop before disturbing it.
- Use the site’s reporting and escalation route without fear of being blamed for raising a concern.
- Describe one key control and the reporting route back to the supervisor in their own words.
Keep the talk about exposure prevention. Do not suggest that a short briefing replaces the employer’s risk assessment, asbestos information, COSHH arrangements, training, health surveillance or specialist advice.
Prepare the talk from the site, not from a generic script
Review the work planned for the shift
Before speaking, check the current risk assessments, method statements, permits, asbestos information, product safety information and schedule. Identify the locations, materials, tools, plant and nearby trades that could create or spread exposure. Construction conditions change quickly, and hazards can differ between areas of the same project.
List the specific activities for discussion, such as breaking concrete, chasing walls, cutting blocks or tiles, raking mortar, operating diesel plant in a basement, sanding old paint, spraying a coating, or working outside for several hours. Remove hazards that are not present rather than alarming people with an exhaustive list.

Inspect the controls workers will see
Walk the area before the briefing. Confirm that extraction units, hoses, water supplies, enclosures, barriers, ventilation, plant locations, waste arrangements and personal protective equipment are available and suitable for the task. Note who checks, maintains and replaces each item. If a control is not ready, resolve it before work starts or state clearly that the task cannot proceed.
Involve the workforce
Ask the people doing the work where dust, fumes or contaminated materials could travel, which controls are difficult to use and what changes when another trade starts nearby. HSE’s general approach is to assess, control and review health risks with worker involvement and training. A worker who has noticed a recurring failure may provide more useful information than a supervisor reading a standard paragraph.
How to open the briefing in plain language
Start with the work rather than the statistics: “Today we are cutting concrete in the east stair core, using a diesel telehandler in the enclosed loading bay, and sanding an existing coating in the refurbishment area. These activities can expose people to silica dust, engine exhaust and hazardous substances. We will show the controls and what to do if they fail.”
Then explain the long-term point without exaggeration. Repeated or significant workplace exposure can contribute to cancer, while illness may not appear for many years. Feeling fit at the end of a shift does not prove that exposure was safe. The purpose of the controls is to prevent inhalation, ingestion or skin exposure now.

What should the talk cover?
Asbestos-containing materials
Asbestos fibres can be released when asbestos-containing material is cut, drilled, broken, sanded or damaged. Before maintenance, refurbishment, demolition or other construction work, the employer must identify asbestos as part of the risk assessment and provide the relevant information to those who may disturb it.
Show workers where the project’s asbestos register, survey or task information can be accessed and identify the responsible person. Explain that a material’s age, appearance or location is not enough to confirm that it is safe. Do not ask untrained workers to take samples.
Give a clear stop rule: if suspected asbestos is found, the worker must stop, keep others away as required by the site plan, and report it to the named responsible person. Work resumes only after the responsible person has assessed the conditions and confirmed the permitted method. The exact isolation, decontamination and notification steps depend on the site plan and applicable rules.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Respirable crystalline silica
Silica occurs in concrete, bricks, tiles, mortar and other mineral products. Cutting, drilling, grinding and polishing can create respirable crystalline silica (RCS), particles so fine that normal lighting may not reveal them. Heavy and prolonged exposure can cause lung cancer and serious respiratory disease.
Point to the actual task control: on-tool extraction connected to a suitable vacuum, water suppression, an enclosure or an alternative method that avoids dry dust. Explain how the tool, extraction and work area fit together, where the hose must sit, how filters are checked, and who removes waste. Extraction that is disconnected, blocked or full is not an effective control.
For tasks such as chasing and mortar raking, HSE guidance treats respiratory protective equipment (RPE) as a backup because extraction may not capture all silica. RPE must be specified by the risk assessment, correctly selected and fitted, and used within the site’s respiratory-protection arrangements. It is not a substitute for effective engineering controls. Facial hair, poor fit, damaged parts or missed maintenance can invalidate the protection.
Diesel engine exhaust
Generators, lorries, excavators, telehandlers and other diesel equipment can produce hazardous exhaust. Concern is greater when exposure lasts longer, when workers are in enclosed or poorly ventilated spaces, or when blue or black smoke is visible. Point out the actual sources, their operating locations and the route exhaust could take to occupied areas.
Explain the controls in use: locating engines outside or away from air intakes, improving ventilation, limiting idling, separating pedestrian routes, maintaining engines and escalating visible smoke or accumulated exhaust. Do not allow a worker to solve an exhaust problem by simply moving closer to the source. If fumes build up, stop the affected work and use the site’s escalation procedure.

Outdoor ultraviolet exposure
Construction workers can spend substantial time in sunlight, making ultraviolet (UV) exposure a skin-cancer concern. Harmful UV can affect exposed skin on cloudy days as well as in bright sunshine. Discuss this hazard when the planned work is outdoors, especially for long shifts or tasks with little shade.
Use the project’s arrangements for scheduling, shade, breaks, clothing that covers exposed skin, head protection and sunscreen where appropriate. Explain which skin areas are commonly missed and how workers can report concerns about changing skin. The talk should address the planned conditions without implying that every worker has the same level of exposure.
Painting, coatings and related substances
Painting work can involve different hazards during sanding, filling, painting or spraying. Depending on the building and product, substances may include solvents, lead, dust, asbestos, pigments, resins or catalysts. Never assume that “paint” describes one risk profile.
Identify the products and surfaces being used, the required ventilation or enclosure, dust and vapour controls, gloves and other protective equipment, storage and waste arrangements, and the method for preventing nearby trades from entering the exposure area. Use the product information and task assessment for the specific material. If an old coating or substrate is unexpected, stop and obtain an assessment rather than sanding through it.
How to explain controls workers must use
Walk to the equipment where possible. A worker should be able to see the extraction connection, water feed, enclosure, barrier, ventilation path and waste container described in the briefing. Explain the observable standard: for example, “The vacuum stays connected at the tool, the hose is not kinked, and work stops if suction is lost.”
For each control, cover five points:
- Purpose: what exposure it prevents or captures.
- Correct use: the setting, position, sequence or attachment required.
- Limit: what the control cannot do, such as extraction not capturing every silica particle.
- Inspection: who checks it, when and what failure looks like.
- Response: where to stop, whom to notify and when work may restart.
Do not present RPE as a universal answer. It belongs within a suitable control plan after higher-level controls have been considered. The risk assessment must determine the type, fit, maintenance, storage, training and use of RPE.
Dust-control options: choose by task and material
There is no single best dust method for every construction activity. Compare the options against the actual tool, material and work area.

| On-tool extraction | Cutting, drilling, chasing or grinding with compatible extraction equipment | Confirm the attachment captures dust, the vacuum is suitable, filters are maintained and the hose remains connected. It may not capture all silica from some tasks. |
| Water suppression | Tasks and equipment designed to use a controlled water supply | Check water delivery, slip and electrical risks, runoff, slurry handling and compatibility with the tool and material. |
| Enclosure or isolation | Work that can be separated from other people and occupied areas | Maintain barriers, access controls, ventilation and cleaning arrangements. An enclosure that is breached no longer provides the planned separation. |
| Alternative method or product | Where a process can avoid cutting, grinding or dry disturbance | Confirm the alternative achieves the required construction result and does not introduce another hazard. |
| RPE as specified backup | Residual exposure remains after effective engineering and work-practice controls | Selection, fit, facial-hair restrictions, maintenance and user training must follow the site’s respiratory-protection arrangements. |
Ask workers which failure they would notice first: loss of suction, no water, a damaged enclosure, a blocked filter or a poor-fitting mask. Their answers reveal whether the control is understood.

What to do when a control fails or conditions change
Suspected asbestos is uncovered
- Stop the activity immediately and avoid further disturbance.
- Warn nearby workers and restrict access as the site plan requires.
- Report to the named responsible person or supervisor.
- Wait for the assessment and instructions before restarting.
Do not sweep, vacuum with ordinary equipment, remove the material or carry on “just to finish the cut.” The responsible person decides the next steps under the project’s asbestos arrangements.
Extraction or water suppression fails
Stop the dust-producing task. Isolate or make safe the tool, report the failure and arrange repair, replacement or an approved alternative method. Do not continue solely because RPE is available unless the risk assessment explicitly permits that method and the required protection is in place.
Unexpected dust, fumes or smoke appear
Stop and move people away from the affected area as directed by the site plan. Notify the supervisor, describe the material and conditions, and wait for the assessment. For diesel exhaust, report visible blue or black smoke, unusual odour or accumulation in an enclosed space. For painting work, stop if the substrate or product differs from the assessment.

A worker is unsure whether a control is working
Make “stop and ask” an acceptable action. Give workers a named contact, a backup contact and a practical reporting route, such as radio channel, supervisor location or site reporting form. State who will decide whether work restarts and when the control will be checked.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Make the briefing interactive and check understanding
After each hazard, ask a short question tied to the site:
- “Where is the asbestos information for this area?”
- “What tells you the extraction is working?”
- “What do you do if the water feed stops?”
- “Which route do you use to report exhaust building up in the loading bay?”
- “What changes if another trade enters this enclosure?”
Ask one or two workers to demonstrate or explain the answer in their own words. Correct misunderstandings immediately. Provide language support, translated information or a different delivery method where language, literacy, hearing or access needs make a spoken briefing insufficient.
Choose a format that still permits discussion
HSE recognises several toolbox-talk formats. The choice should depend on crew access, language and literacy needs, the complexity of the task and whether people can discuss the real work area.
| Format | Strength | Risk to manage |
|---|---|---|
| Short verbal briefing at the work area | Immediate, practical and easy to connect to actual controls | Noise, shift patterns or language differences can prevent understanding unless the leader checks it. |
| Slides or screen presentation | Useful for diagrams, photographs and a planned sequence | Workers may focus on generic images instead of the current site unless the presenter points to real conditions. |
| Printed handout or PDF | Provides a record and supports later reference | It does not prove comprehension and may not reach workers with limited literacy or limited device access. |
| Video | Can show a process or control consistently across crews | It may not address the current material, plant layout or reporting route; discussion is still needed. |
Use a site photograph or point directly to the task area and equipment when that makes the control clearer. This is a practical presentation choice, not a claim that HSE requires a particular visual aid.

A practical 10-minute talk plan
- Minute 1 — purpose: name the work today and explain that long-term disease can follow exposure even without immediate symptoms.
- Minutes 2–3 — site hazards: identify only the relevant asbestos, silica, diesel, UV and painting-related exposures, with their locations.
- Minutes 4–6 — controls: show the extraction, water suppression, ventilation, exclusion zones, work methods and any specified RPE.
- Minutes 7–8 — change and failure: rehearse the stop, isolate, report and escalation response for the most credible failure or unexpected discovery.
- Minute 9 — worker questions: ask what could make the control difficult and record unresolved issues.
- Minute 10 — check and assign: ask a worker to explain a key control and reporting route; name who will resolve each issue and when it will be checked.
Extend the session when the task is complex or several trades are affected. A short talk is not a reason to omit a necessary control discussion.
Use cancer statistics carefully
Statistics can establish why prevention matters, but they must be labelled by year and exposure history. HSE’s 2024 national estimates for Great Britain indicate about 8,700 occupational cancer deaths and 18,700 cancer registrations per year. HSE says changes from earlier estimates largely reflect newer national death and registration data; they are not evidence that occupational exposure itself increased.
Older construction-sector estimates describe past outcomes and cannot be presented as current annual counts:

| About 3,500 construction occupational cancer deaths in 2005 | HSE report estimate based on historical exposure; HSE says it cannot update the industry burden without newer sector-specific cancer and exposure data. |
| About 5,500 construction cancer registrations in 2004 | Historical registration estimate, not a present-day annual rate. |
| More than 2,500 construction worker deaths in 2005 attributed to asbestos | HSE-commissioned estimate reflecting past exposure. |
| More than 500 construction worker deaths in 2005 attributed to silica | Historical estimate reflecting past exposure. |
| More than 200 premature construction-worker deaths in 2005 attributed to diesel exhaust | Based on exposure up to 50 years earlier; engine and fuel technology have changed, but HSE says risks still require control. |
| More than 800 UV-related non-melanoma skin-cancer registrations in construction in 2004 | Historical registrations; the same source estimated fewer than 10 deaths in 2005. Keep registration and death years distinct. |
Use one relevant figure, if any, and return quickly to the controls on this project. A number does not replace a task-specific assessment.
Record actions and review the talk
Record the date, work area, crew, presenter, hazards covered, questions raised and actions assigned. Note unresolved defects such as a failed vacuum, missing asbestos information or inadequate ventilation. Give each action an owner and a check date.
Repeat or revise the talk when the material, tool, work area, plant, sequence or nearby trade changes; after an incident or near miss; or when inspection shows that a control is not being used as planned. The review should ask whether the control worked in practice and whether workers understood the escalation route.
Great Britain duties and local variation
This article follows HSE guidance and statistics for Great Britain. The employer’s assessment and project arrangements determine the precise control, competence, notification, health-surveillance and restart requirements. In another country, use the local regulator’s definitions, exposure limits, asbestos rules, respiratory-protection requirements and reporting duties rather than copying a Great Britain procedure.
